At the height of the Global Financial Crisis (GFC) in fall 2008, the Belgian government increased the coverage limits of its deposit guarantee to restore faith in its banking system, protect savers and depositors, and safeguard financial stability. Belgium joined the European Union’s (EU) efforts to strengthen deposit guarantee systems. The measures complemented the Belgian government’s other efforts to secure domestic banks. The government implemented the emergency measures in October and November 2008 through royal decrees, which Parliament later incorporated into law. Uncertainty from the Global Financial Crisis spread to the Brazilian financial system in 2008, triggering a flight to quality toward assets with explicit or implicit government guarantees. In the Brazilian context, this meant depositors pulled funds from small and medium-size banks and parked them in larger banks that investors believed the government was more likely to backstop. The National Monetary Council (CMN) created the Time Deposits with Special Guarantee program (DPGE) in March 2009 to bolster liquidity in small and medium-size banks. After Germany and Ireland implemented unlimited deposit guarantees, Austrian officials passed a law on October 26, 2008, that removed deposit-insurance limits for individual depositors, fearing that Austrians would move their money to countries with higher deposit coverage. The government established the program using the country’s existing, mandatory deposit-insurance system (DIS), which was private, ex post funded, and segmented into sectoral schemes that covered different kinds of financial institutions. During payouts, the schemes covered the first EUR 50,000 (USD 67,000) of guaranteed funds to a given depositor, and the government the government covered the rest. In this paper, we analyze broad-based emergency liquidity (BBEL) programs. Our main purpose is to assist policymakers who are considering establishing a BBEL program in designing the most effective program possible as efficiently as possible. Our insights are derived from 33 case studies the Yale Program on Financial Stability produced and existing literature on the topic.

Following the collapse of Lehman Brothers on September 15, 2008, the Australian government intervened in its own banking system, both to support domestic depositors and to keep its banking system competitive with those in countries whose regulators had already intervened. On October 12, 2008, the Australian government announced the Financial Claims Scheme (FCS) to insure bank depositors. The deposit guarantee automatically insured depositors at all authorized deposit-taking institutions and covered a range of deposit accounts. As initially announced, the FCS would provide a blanket guarantee to all depositors with no fee for participation. This blanket guarantee, however, prompted a migration …

This paper is an analysis of important considerations for policymakers seeking to establish a market support program (MSP). Our main purpose is to assist policymakers who have already made the decision to use an MSP in designing the most effective program possible. Dividends And Bank Capital In The Global Financial Crisis Of 2007–2009, Viral V. Acharya, Irvind Gujral, Nirupama Kulkarni, Hyun Song Shin

The headline numbers appear to show that even as banks and financial intermediaries suffered large credit losses in the Global Financial Crisis of 2007–2009, they raised substantial amounts of new capital, both from private investors and from government-funded capital injections. However, on closer inspection, the composition of bank capital shifted radically from one based on common equity to that based on debt-like hybrid claims such as preferred equity and subordinated debt. The erosion of common equity was exacerbated by large-scale payments of dividends, in spite of widely anticipated credit losses. This paper surveys 27 account guarantee (AG) programs across 14 Key Design Decisions. The main themes that emerge are: (a) the importance of considering the effects of AG programs on other parts of the financial system or other jurisdictions, (b) the ability to address moral hazard through heightened supervision, which removes a potential obstacle to adopting AG programs in response to the acute phase of crises, (c) the necessity of developing guarantees that are credible and timely, and (d) the need to design standing AG programs with an eye toward how they will function during crises.

Strong empirical evidence points towards a significantly higher prevalence of opioid consumption among people receiving disability benefits (DB) than in the general population of the United States. However, no previous research established a causal relationship between the decision to award DB to applicants and their subsequent opioid use. We aim to contribute towards filling this gap. There are channels through which awarding DB may both increase and depress opioid consumption, and thus, ex-ante, the sign of a potential causal relationship is ambiguous. Objectives: This study aimed to determine the publication rate of free paper abstracts presented by the postgraduate (PG) trainees and determine the reasons for non-publication. A mixed methods study was conducted. PG trainees presenting free papers at the at the Pakistan Society of Chemical Pathologist conferences from 2012 to 2018 were included. Three databases were searched to identify if the abstracts were published or not. The PG trainee authors of abstracts not published as full manuscript, were surveyed to determine the barriers and challenges in publishing a manuscript.

In this paper, we study common ownership in U.S. labor markets, and document that common ownership more than doubled over the period 1999–2017. To identify the causal effects of common ownership on labor market outcomes, we use a firm’s addition to the S&P 500 index as a shock to the common ownership of its competitors in local labor markets. Using a matched difference-in-differences analysis, we find that, after a firm enters the S&P 500 index, the average annual earnings per employee of its local competitors decrease relative to the counterfactual. This dissertation is a collection of chapters that demonstrate the relationship between return migration, human capital, and labor outcomes in the origin developing countries. Return migration is an intrinsic part of the cycle of international migration and development. Migrants acquire new skills, accumulate human capital and savings during their stay abroad. When they return, this accumulated capital may generate benefits for the left behind family members but may also affect their reintegration into the labor markets in the origin countries.

The present paper investigates the role of leadership and human resource management (HRM) in times of crisis. The analysis is situated within the context of Lebanon which is facing the challenges of the COVID-19 pandemic whilst undergoing a devastating economic crisis and downturn. Based on 23 interviews with managers, the paper recognizes attributes of effective leadership in a crisis management approach, as well as the role that the HRM plays in driving employee and organizational performance despite external challenges. In this context, several leadership and HRM practices in response to crisis are identified and discussed.

Sovereign states have had a monopoly over the production of circulating currencies for well over a century. Governments, not private entities, issue circulating currencies. Indeed, in 1986, Milton Friedman and Anna Schwartz declared that “[t]he question of government monopoly of hand-to-hand currency is likely to remain a largely dead issue.” The advent of stablecoins—privately issued digital money that are pegged to fiat currencies like the U.S. dollar or the Euro—raises the question of the money monopoly from the grave.

Greater educational attainment is associated with an increase in expected income, lowering of internal discount rates, and improved financial and health literacy. Income transfers have the potential to positively impact educational attainment by either reducing the direct cost of college attendance or by inducing an income effect that nudges students to decrease labor supply and devote greater time to studies. Equity allocated to members plays a crucial role in financing agricultural cooperatives. Although retained earnings not allocated to members have become an increasingly importantsource of equity in recent years, U.S. Department of Agriculture (USDA) data show thatallocated equity still accounted for 55.5 percent of the $47.5 billion in total equity held in U.S.cooperatives in 2020. In this article, an optimal macroeconomic uncertainty index is constructed for the Australian economy. This index is derived from a small structural macroeconomic model. The structural model is first estimated using GMM to extract the parameter estimates, which are then used to initialise maximum likelihood techniques in order to obtain the optimal coefficient values for the relevant variables. The relevant variables are then weighted by the obtained optimal coefficients and, finally, are aggregated to produce the optimal macroeconomic uncertainty index for Australian economy. I examine the effects of cash-flow risk resolutions on project valuation by deriving risk-resolution-scenario-specific "families" of capital structure relations (i.e., equations for the value of the levered firm, return on levered equity, and marginal cost of capital). Although I obtain Modigliani and Miller’s family of relations only as highly constrained special cases reflecting "risk-free" cash flows, I find that their qualitative insights into firm value and leverage in the presence of corporate taxes are robust across the cash-flow risk resolution scenarios examined. This study views how road infrastructure development affects crime in rural Indonesia. The issuance of Law No. 6 of 2014 concerning Villages create massive road infrastructure development to develop villages economy. However, it also create negative externality, which is crime. Using logistic regression model, this study analyzes Village Potential data for 2006-2018 in Indonesia. The results show that road infrastructure development’s accompanied by crime opportunity increase of 1.3-1.5 times higher in rural Indonesia. After massive development, it indicates economic increase and crime decrease in remote villages. This finding supports literatures about road infrastructure and accessibility can provide opportunities for crime.

The main purpose of this study was to examine whether the health variable as proxied by government health insurance participation and the infrastructure variable as a proxy for steady road conditions were correlated with the electability of political dynasties in the district/city elections in Indonesia in 2017-2020. This paper is an attempt to explore the challenges faced by Indian working women in safeguarding equilibrium between their personal and professional life. The various factors affecting the work –life balance of married Indian working women have been examined in this study. 120 Indian working women have substantiated their work life, which is evident in this research. This in turn signifies that the problems faced by the Indian working women are considerably low. Destruction caused by violent conflicts play a big role in understanding the dynamics and consequences of conflicts, which is now the focus of a large body of ongoing literature in economics and political science. However, existing data on conflict largely come from news or eyewitness reports, which makes it incomplete, potentially unreliable, and biased for ongoing conflicts. Using satellite images and deep learning techniques, we can automatically extract objective information on violent events. Climate policies vary widely across countries, with some countries imposing stringent emissions policies and others doing very little. When climate policies vary across countries, energy-intensive industries have an incentive to relocate to places with few or no emissions restrictions, an effect known as leakage. Relocated industries would continue to pollute but would be operating in a less desirable location. We consider solutions to the leakage problem in a simple setting where one region of the world imposes a climate policy and the rest of the world is passive. This study introduces a database for analyzing COVID-19’s impacts on China’s regional economies. This database contains various sectoral and regional economic outcomes at the weekly and monthly level. In the context of a general equilibrium trade model, we first formulate a mathematical representation of the Chinese regional economy and calibrate the model with China’s multi-regional input-output table. We then utilize the monthly provincial and sectoral value-added and national trade series to estimate COVID-19’s province-by-month labor-productivity impacts from February 2020 to September 2020. My paper examines the impact of real effective exchange rate as well as its fluctuations on the growth of exports with a focus on the Asian region. The data is extracted from World Bank, International Monetary Fund and International Financial Statistics spanning 41 years from 1979 to 2020. Using the OLS estimator, my study finds that an increase in real effective exchange rate will lead to a decline in the exports growth rate. However, this effect is positive for Asian countries, possibly due to lower production costs. I also reach the conclusion that volatility will have no impact on exports.

This paper aims to identify the factors affecting the closing price of a stock in the S&P 500. It uses time series data for all companies that constitute the S&P 500 index. Data on closing price, opening price, highest price, lowest price, and volume of each day is used. It turns out that the opening price, highest price, and the lowest price are the most significant variables while predicting the closing price of a stock.
