This thesis views the efforts of American oil interests to participate in the exploitation of Middle East oil resources in the 192Os as a point of departure in United States foreign policy. In its opposition to official involvement in the affairs of private business, the United States Government insisted that American oil companies negotiate directly with the British Government­ dominated companies which controlled the Near and Middle East. By placing the execution of its international oil policy under the control of private industry, the United States Government surrendered its capacity to conduct diplomacy with regard to a vital strategic resource. …

The Southwest is a region under stress. The area is not only a major repository of energy and nonenergy fuels and minerals, but it also contains many of the nation's most scenic and semiprimitive areas. The potential environmental disruption of coal, uranium, and oil shale development is well-researched; but the indirect pressure of enlarged populations in remote areas, although less visible to the casual observer, could have environmental consequences as destructive as the direct capital investment. The rapid depletion of our domestic fossil fuel resource base is an issue of great concern. Shortages, curtailments, and increased dependence upon foreign sources of energy are becoming the rule rather than the exception. This study examine the role of residential solar water and space heating as an alternative source of energy. In this study a scenario of future energy prices is developed and consumer costs from traditional sources are projected both on an annualized (life cycle) basis and on a current cost basis for residential space heating and domestic hot water. During the eighteenth and nineteenth centuries mercantilism was a predominant philosophy, theory, or guide to action in many western countries. Emphasis on measures leading to national wealth was pronounced--in some cases, almost exclusive--and the results for social welfare were marginal programs at best, and anti-welfare programs in some cases. In contradistinction to individual needs or aspirations, considerations of national wealth and power were paramount to the point that, in Britain at least, it seemed that here was "nothing to fight for, nothing to support, nothing to augment but.. .commerce." Contrary to popular belief, tax expenditures or "loopholes" can in fact be useful. Given that the prompt elimination of large government deficit financing and pervasive government regulation is unlikely, tax expenditures may serve as a more sensible, second-best alternative. Indeed, tax expenditures (or incentives) may serve a variety of public purposes, ranging from promoting business investment to encouraging private, voluntary organizations. Typical tax expenditures tend to benefit the middle and lower income groups and should be considered an important alternative to achieve important government objectives.

Developed using a customized 50-sector input-output model, the study models the systemic, multi-industry economic contractions linked to projected oil and gas production declines, while detailing the corresponding growth offsets driven by expanding uranium mining, coal extraction, and proposed coal gasification projects.
