Development planning has been described as "a deliberate governmental attempt to coordinate economic decision-making over the long-run and to influence, direct and, in some cases, even control the level and growth of a nation's principal economic variables (income, comsumption, employment, investment, saving, exports, imports, etc.) in order to achieve a pre-determined set of development objectives." One set of reasons for planning centres round the operation of the market system. Thus, market prices are often distorted and can result in a misallocation of scarce resources. There are three closely related themes in this essay. The first has to do with the characterization of technological differences in the two regions. Contrary to the Rothbarth/Habakkuk tradition , 2 which claims that the distinctive feature of American technology was its "labor saving" quality, this essay argues, in the spirit of Ricardo's remarks, that the most distinctive feature of American in comparison with British technology in the nineteenth century was its capital-saving quality . A feasibility design and cost estimate was completed for a 1 megawatt photovoltaic (PV) facility which would float on an island reservoir at Catalina Island off the coast the coast of Southern California. If built, this project would be one of the largest PV operating facilities to date and also the first floating PV system. The modular facility consists of 250 floating platforms each supporting 430 square feet of flat panel PV cells. This facility would provide 25% of Catalina's yearly peak energy demand and reduce the amount of diesel fuel used.
