It is well-known that every year a substantial amount of income evades income taxation. This is obviously a significant policy problem. To solve this problem, the tax authorities must have information about the factors that taxpayers consider when deciding how much income to report on their tax returns. The need for such information has prompted a number of theoretical and empirical studies of the evasion problem.
In this paper some aggregate empirical evidence on income tax evasion in the U.S. is provided. This is accomplished by specifying an aggregate tax evasion function which is estimated over the period 1947-78. The …

The Transformation Of Ricardo's Principles Through The Addition Of The 'On Machinery' Chapter, John B. Davis

It is generally believed that the addition of the "On Machinery" chapter to the third edition of the Principles little changed Ricardo's basic analysis of the accumulation process in early nineteenth century England. however, Ricardo's admission - and reversal of his former opinion - that involuntary unemployment might well occur with the introduction of labor-displacing machinery does alter the relationship between landlords, capitalists, and laborers, as well as change the opportunities for capital accumulation. This paper examines these changes, and their impact upon the conception of the first two editions of the Principles.

H this paper is the best challenge that can be brought against the New Resource Economics (NRE) and its advocacy for privatization of the public lands, we are likely to see both around for a long time. If there is fallacy in the idea of privatization, it is not illuminated in the arguments of this article. The paper misrepresents what the NRE is, shows little comprehension of the basic concepts on which it rests, and completely reverses the basic nature of the privatization solution. I hope to demonstrate as much in this critique.

In 1983, Nigeria's economy experienced severe stagflation, with GDP falling by 4.4%, more than the 3.4% decline recorded in 1982. Domestic inflation was 23.2%, more than three times the 7.7% recorded in 1982. The external sector also suffered from the general malaise, with the recorded value of external trade falling from N21.3 billion in 1982 to N17.3 billion in 1983. Agricultural production fell sharply due to severe droughts, bush fires, and diseases/pest infestations in livestock and crops. The existence of the modified golden rule and the turnpike property are proved for a multi-sector stochastic growth model. The (exogenous) stochastic environment is represented by a stationary stochastic process that influences preferences, technology and resources. A social planner maximizes the expected sum of discounted utilities. The conditions required in order to obtain these results, are the natural strengthening of the stability conditions of the deterministic case. As in the deterministic case, the discount factor must be close to one in order to guarantee the almost sure (and in the mean) convergence of optimal interior programs. It is proved that …

N11.9 million and a net outflow of N3.7 million during the third and fourth quarters of 1983 respectively. These compared with the net outflows of 13.2 and N171.9 million recorded during the counterpart periods of the preceding year (See Table 1). In line with these developments, official holdings of external reserves increased by N11.9 million during the 3rd quarter, recording N802.2 million at the end of September, 1983. They decreased by N3.7 million during the 4th quarter to N798.5 million at the end of December 1983. (See Table 3) .

Money supply, narrowly defined , Ml, attained a seasonal peak of N 11,282.4 million at the end of the fourth quarter of 1983, thus showing an increase of N256.5 million or 2.3 per cent over the level in the preceding quarter, compared with the increase of N950. l million or 10.4 per cent in the corresponding period of 1982. Over the level a year earlier, the rise in this aggregate was Nl ,233.9 million or 12.3 per cent.

The International Commodity Markets weakened slightly during the fourth quarter of 1983, compared with the preceding quarter. The major fa ctors which influenced developments in the markets during the period included the reaction of specul ators to movements in the sterling exchange rate as well as forecasts of the state of supply of most of the commodities.
