In late April 1983, Mr Bill Hayden, the Australian Foreign Minister, set up an independent committee under the chairmanship of Sir Gordon Jackson to review the Australian overseas aid program.1 The report of the committee was tabled in Parliament on 7 June 1984.2 In the subsequent public debate on the Jackson Report, it became clear that the committee's position on various key issues on aid and development was often misrepresented. The misrepresentation could have been deliberate because the report adopted a strategy of development that was not universally accepted. This paper is an attempt to assess the effect of capital gains taxation on non-Austrian assets, such as claims to profits of continuing enterprises. As compared to taxation on an accrual basis, the capital gains tax discourages sales of appreciated assets. This is the "lock-in" effect. Because assets subject to capital gains taxation are generally held a long time, conventional estimates suggest that the effective rate of capital gains taxation is low. We contend that conventional estimates could seriously underestimate the effective rate of capital gains taxation because they ignore uncertainty. We construct a model which allows us to calculate …

A firm may acquire additional capital input by purchasing new capital or by increasing the utilization of its current capital. The margin between capita accumulation and capital utilization is studied in a model of dynamic factor demand where the firm chooses capital, labor, and their rates of utilization. A direct measure of capital utilization — the work week of capital — is incorporated into the theory and estimates. The methodology advocated by Hansen and Singleton (1982) is used to obtain estimates of the model’s parameters. Much recent work emphasizes the joint nature of the consumption decision and the portfolio allocation decision. In this paper, we compare two formulations of the Capital Asset Pricing Model. The traditional CAPM suggests that the appropriate measure of an asset’s risk is the covariance of the asset’s return with the market return. The consumption CAPM, on the other hand, implies that a better measure of risk is the covariance with aggregate consumption growth. We examine a cross-section of 464 stocks and find that the beta measured with respect to a stock market index outperforms the beta measured with respect to …

This paper reports the findings of a study designed to profile wages and employment in northern Minnesota. Because of differences in the structure of the local economy and differences in the composition of the labor force, we hypothesized that studies done for other regions as well as national studies might produce misleading information if applied to northern Minnesota. The study is based on responses to 1400 mail surveys distributed in 1983 in four cities in northern Minnesota: Bemidji, Brainerd, Fergus Falls, and Grand Rapids. Without irrigation water, agriculture in California would be little more than limited livestock grazing and some dryland farming of cereal crops. With irrigation water, California produces over 200 crops and is the leading agricultural state with nearly $4 billion in sales in 1980. The state's gross cash receipts from farm sales have consistently approached 10 percent of the U.S. total every year since 1960.

(First paragraph) Interest in the economics of Pacific whiting, Merluccius productus, production and consumption has been simulated in recent years by expanding U.S. participation in the fishery formerly dominated by foreign fishing and processing. This has raised several questions within the U.S. fishing industry: 1) Will it be profitable for additional U.S. fisherman and processors to enter the fishery? 2) What configuration will the U.S. Pacific whiting industry take? and 3) What will be the nature of markets for Pacific whiting products? This paper summarizes the conclusions of several reports and studies which bear on these questions.
