This paper describes a model that can be used to assist engineers and managers in estimating the cost of developing an expert system. Numerous models are available for estimating the cost of developing conventional software systems [1] [2] [3]. However, relatively little work has been done in the area of expert systems cost estimation [3] [4].

Crop insurance will continue to be an important consideration for South Dakota agricultural producers. The economic considerations of this decision will vary by each producer, by crop, by field, and by yield history. This paper establishes the asymptotic normality of series estimators for nonparametric regression models. Gallant’s Fourier flexible form estimators, trigonometric series estimators, and polynomial series estimators are prime examples of the estimators covered by the results. The results apply to a wide variety of estimands in the regression model under consideration, including derivatives and integrals of the regression function. The errors in the model may be homoskedastic or heteroskeclastic. The paper also considers series estimators for additive interactive regression (AIR), seimparametric regression, and semiparametric index regression models and shows them to be consistent and asymptotically normal. In a repeated partnership game with imperfect monitoring, we distinguish among the effects of (1) shortening the period over which actions are held fixed, (2) increasing the frequency with which accumulated information is reported, and (3) reducing the amount of discounting of payoffs between successive periods. While reducing the amount of discounting generally improves incentives for cooperation, the other two changes can have the reverse effect. When the game is specified in the customary way with information reported at the end of each period of fixed action, the net effect of shortening the period length can be to destroy all …

This study analyzes the determination of the exchange rate system in a small economy when external real and monetary disturbances occur. Choice of exchange rate policy is investigated using a model assuming rational expectations and a loss function expressing the squared deviations of the small country output from desired output. The distinguishing feature of the analysis is the emphasis on real as well as monetary disturbances which originate abroad but are a source of domestic output variation. the link between foreign monetary and real disturbances and variance in output is traced using the thoretical model and the loss function assumed. …

In order to investigate the phenomenon of the distribution of gains from international trade, Arghiri Emmanuel's ideas are firs t critically discussed, particularly in relation to the traditional Ricardian framework as applied to labor-surplus economics.
It is found that Emmanuel's concept of unequal exchange, which has been termed non-equivalent exchange by Jan Otto Anderson, has certain theoretical drawbacks. In particular, it has been pointed out that the question involved is not one to prove that the poor countries are actually worse off through trade as suggested by Emmanuel. The question involved is rather one of redistribution of gains from trade …

Depredation to crops and orchards is a problem for agricultural producers in many states where big game are in close proximity to land used for ag-production. Heavy snowfall has created a serious big game depredation in Utah in recent years. Heavy snowfall covers big game feed during winter months, which creates a serious demand on cultivated land to maintain the big game herds at current levels. Many operators believe that current big game herd sizes are too large available feed, and should be reduced to prevent damage to agricultural production. Many big game managers believe otherwise.

The purposes of this thesis are twofold. The first is to show problems encountered in collecting and analyzing data on small-holder agriculture. The second is to describe the role of data in supporting research and rationalization of alternatives for sustaining agricultural strategies in development.
Data collected from six villages of the Lower Shebelle Region of Somalia are taken as a case study to show the difficulties encountered in procurement and analysis of that data. Economic Feasibility Of Assembling Grade-A Milk By Protein Content, W. Stephen Lei

This thesis consisted of two computerized simulations of assembling milk from dairy farms and distributing it to milk plants, using TRUCKSTOPS, a commercial truck routing computer program. In the first simulation milk was assembled and delivered to the nearest available plant without regard to protein content, with the high-protein milk delivered to manufacturing plants. Doing so increased the fat and protein in milk delivered to manufacturing plants, and increased cheese production 2.6 percent. It also increased assembly costs and lowered fat and protein in milk delivered to fluid milk plants. The value of the extra cheese was less than the …

The main emphasis of this paper is on the debt repayment difficulties experienced by the Less Developed Countries (LDCs) in the 1980's. These difficulties are a result of a combination of factors which have led to large accumulations of debt in these countries. The outstanding debt of the LDCs increased from $152 billion in 1975 to $850- $875 billion in 1985 (Meltzer, 1987). According to Dale and Mattione (1983), the major reasons country borrowers pursue foreign loans are: (1) Such loans allow both governments and companies to finance investments that will increase income or exports; (2) Foreign loans offer countries …

What shocks account for the business cycle frequency and long run movements of output and prices? This paper addresses this question using the identifying assumption that only supply shocks, such as shocks to technology, oil prices, and labor supply affect output in the long run. Real and monetary aggregate demand shocks can affect output, but only in the short run. This assumption sufficiently restricts the reduced form of key macroeconomic variables to allow estimation of the shocks and their effect on output and price at all frequencies. Aggregate demand shocks account for about twenty to thirty percent of output fluctuations …

Changes In R&D Expenditure And Productivity Growth: A Causal Analysis, Mawdudur Rahman, Abdur Chowdhury

A study was conducted to directly test the presence of causal relationship between changes in research and development (R&D) expenditure and productivity growth. Granger causality tests are performed using annual time series data for the period 1956-1983. Three measures of productivity are used -- National Income, National Income per person employed, and National Income per hour of work in the nonresidential business sector. Results show that changes in R&D expenditure affect the growth rate of the 3 productivity measures with different degrees of intensity. Numerous studies have attempted to model the possible factors contributing to universal growth in public sectors. This paper analyzes one device that appears capable of controlling some of that growth: fiscal decentralization. The results reported here also support the use of monopoly government assumptions in models of public policy. The author gratefully acknowledges the comments of Angelo R. In this paper, I examine whether and how warranties serve as signals of product quality in an environment where there are opportunities for consumer moral hazard. My model is very similar to Grossman’s. A risk neutral monopolist produced a good of fixed and exogenous quality. This product is offered to a market of identical risk-averse consumers, and it can be bundled with a warranty of the monopolist’s choosing. The probability that the product breaks down is a function of its quality and the effort the consumer takes in using it. This consumer effort cannot be observed by the monopolist or …
