The CITI conference organizers have asked me to address the constitutionality of sections 12 and 19 of the new Cable Television Act. Draft Of Counter-Manifesto: Student-Edited Reviews And The Intellectual Properties Of Scholarship - 1994, Wendy J. Gordon

Scholarship Chronologically

In the great scheme of things, how important are the problems with law reviews? Jim Lindgren's essay is a bit overheated, even for someone playfully enamored of polemic as a literary form. But he does have a point: if law reviews are going to be published, the task should be done better than it is. That does not mean getting rid of student law reviews. Not even for Jim - but it does require patience and further inquiry into the nature of legal scholarship. This essay will have two parts. The first will be a response to James Lindgren. The …

Enhanced Human Capital Stock And The Military Experience: A Modest Policy Proposal, John Sondey Feb 1994

Enhanced Human Capital Stock And The Military Experience: A Modest Policy Proposal, John Sondey

Economics Staff Paper Series (1969 - 2017)

George Washington's sentiments on the obligations of citizens were clear. He regarded military service as the duty of every male citizen who enjoyed the privileges of democracy. He stressed that an army composed of citizen-soldiers was preferable, from a point of social cohesion and political stability, to one composed of professional soldiers - and cited the Swiss Army as the proper example (Graham, 1971). In spite of these perceived benefits, the United States has historically been of two minds with respect to providing for the national defense. That is, should the military be composed of professional soldiers, induced to enlist …

Public Policies For The Working Poor: The Earned Income Tax Credit Versus Minimum Wage Legislation, Richard V. Burkhauser, Andrew J. Glenn Feb 1994

Public Policies For The Working Poor: The Earned Income Tax Credit Versus Minimum Wage Legislation, Richard V. Burkhauser, Andrew J. Glenn

Center for Policy Research

This paper first documents the decades-long erosion of the link between low wages and low household income. It then simulates the consequences of this determination on the relative gains of programs designed to help the working poor—minimum wage increases under the Fair Labor Standards Act and increases in the Earned Income Tax Credit (EITC). Using data from the Current Population Survey it is found that increases in the EITC between 1989 and 1992 were far more target-efficient than was the increase in the minimum wage from $3.35 to $4.25 and that the 1993 extension of the EITC is far more …

State Divestment, Reprivatization, And Peasants: Dialectical Transformations Within The Mexican Sugar Sector, Donna Chollett Jan 1994

State Divestment, Reprivatization, And Peasants: Dialectical Transformations Within The Mexican Sugar Sector, Donna Chollett

Anthropology Publications

The last decade has seen a critical reassessment of the role of the state in economic development, accompanied by substantial economic restructuring of Third World economies. One of the most profound manifestations of this transformation is the process of privatization. The sale of Mexico's state-owned sugar mills to private capital marks a historical turning point for the sugar sector and provides an opportunity to analyze the impact of privatization on rural communities, as peasants adjust to the changing structure of production and renegotiate their relationship with the Mexican state and the reprivatized sugar mill. The research examines reprivatization through a …

Policy Perspectives And Future Directions: A View From A Former U.S. Trade Representative, Clayton K. Yeutter Jan 1994

Policy Perspectives And Future Directions: A View From A Former U.S. Trade Representative, Clayton K. Yeutter

Clayton K. Yeutter, United States Secretary of Agriculture: Papers

Tom Donahue expressed very well where we as a nation and we as a world should go on the worker rights issue. I'm going to spend most of my time focusing on how we get there, if we really want to accomplish something. Many countries would prefer not to have worker rights in the GATT at all. When we went to Punta del Este in 1986 to begin the Uruguay Round, the United States was a minority of one in trying to get the worker rights issue on the agenda in any way, shape, or form.

Economic Reforms And Inequality In China, Joseph C. H. Chai, B. Karin Chai Jan 1994

Economic Reforms And Inequality In China, Joseph C. H. Chai, B. Karin Chai

CAPS Working Paper Series

This paper investigates the theoretical relationship between economic reforms and inequalities in socialist countries and tests it empirically in the case of China. The paper argues that the issue of whether market oriented reforms are likely to increase or decrease inequality in the former socialist economies is an empirical question which cannot be settled by a priori reasoning. On the one hand, economic inequality may rise with the reintroduction of property income and incentive payments and the reduction of barriers to opportunity for labor and capital to fully realize their highest earning potentials, On the other hand, inequality may decline …

Central Bank Of Nigeria Annual Report And Statement Of Accounts For The Year Ended 31st December 1994, Central Bank Of Nigeria

CBN Annual Report

In 1994, Nigeria faced economic challenges such as declining GDP growth, inflation, and a weakened external sector due to expansionary fiscal and monetary policies, political unrest, and labor issues. Despite this, the global economy saw stronger recovery in industrialized countries and developing regions like Asia and Latin America. The Nigerian economy struggled with slow growth, manufacturing decline, rising inflation, large budget deficit, and weakened external sector performance. Efforts to stabilize the exchange rate were hindered by differences between official and unofficial market rates. Internationally, there were improvements in the world economy with higher growth rates in developed and developing countries. …

Six, single-sided pages of hand-written notes on Keynesian critique of capitalism. While according to J Robinson “Marx is a socialist who analyzed capitalism,” and “Marshal is a Capitalist who analyzed Socialist," Minksy writes “Keynes is a capitalist who analyzed capitalism,” and “uncovered flaws in capitalism due to the very nature of capitalism.” Discusses Keynes work in the 1930s and his time spent in Chicago, among other things. Marked in black ink.

Joint And Separate Score Tests For State Dependence And Unobserved Heterogeneity, Sanjiv Jaggia, Pravin K. Trivedi Jan 1994

Joint And Separate Score Tests For State Dependence And Unobserved Heterogeneity, Sanjiv Jaggia, Pravin K. Trivedi

Economics

The paper compares separate, conditional, and joint score tests of duration dependence and unobserved heterogeneity when the null is the exponential model and the alternative is the heterogeneous Weibull model. The score tests based on the conditional score function include the Neyman C(x) test as a special case. An examination of the non-null distribution of the joint test explains when all score tests have low power in the presence of multiple misspecifications. Monte Carlo experiments show that the conditional score tests are superior to the standard separate tests which confound unobserved heterogeneity and duration dependence.
