The Economics Of Prefunding Social Security And Medicare Benefits, Martin Feldstein, Andrew Samwick Jan 1997

The Economics Of Prefunding Social Security And Medicare Benefits, Martin Feldstein, Andrew Samwick

Dartmouth Scholarship

This paper presents a detailed analysis of the economics of prefunding benefits for the aged, focusing on social security but indicating some of the analogous magnitudes for prefunding Medicare benefits. We use detailed census and social security information to model the transition to a fully funded system based on mandatory contributions to individual accounts. The funded system that we examine would permanently maintain the level of benefits now specified in current law and would require no new government borrowing (other than eventually selling the bonds that are officially in the social security trust fund). During the transition, the combined rate …

Teacher Pay And Teacher Quality, Dale Ballou, Michael Podgursky Jan 1997

Teacher Pay And Teacher Quality, Dale Ballou, Michael Podgursky

Upjohn Press

Ballou and Podgursky offer solid economic analysis on issues surrounding the debate over whether increasing salaries for teachers leads to a more qualified teaching workforce. The authors find little evidence to support the link between increased salaries and teacher quality, then address two questions: (1) What went wrong? and (2) Which reforms are likely to meet with increased success?

A Developmental State Without Growth? Explaining The Paradox Of Burkina Faso In A Comparative Perspective, Michael Kevane, Pierre Englebert Jan 1997

A Developmental State Without Growth? Explaining The Paradox Of Burkina Faso In A Comparative Perspective, Michael Kevane, Pierre Englebert

Economics

For scholars of Africa's political economy, an important problem has been explaining and understanding how a country escapes rule by criminals and warlords and instead comes to be directed by a set of lower-key kleptocrats who operate within a set of institutions which on the whole promote incentives and preferences for good "governance". In this paper, we look at how a state has emerged in Burkina Faso which has overall been benevolent and developmental, at least by Sahelian standards. We argue that a host of factors have spared the modern state a substantial social challenge and have allowed for relatively …

What Can China Learn From East Asia's Economic Success?, Fang Xie Jan 1997

What Can China Learn From East Asia's Economic Success?, Fang Xie

Masters Theses

East Asia has a remarkable record of high and sustained economic growth. From 1965 to 1990 the twenty-three economies of East Asia grew faster than all other regions of the world (World Bank 1993). Most of this achievement is attributable to seemingly miraculous growth in just eight economies: Japan; the "Four Tigers"--Hong Kong, the Republic of Korea, Singapore, and Taiwan; and the three newly industrializing economies (NIEs) of Southeast Asia--Indonesia, Malaysia, and Thailand. The success of these eight high performing Asian economies (HPAEs) in achieving rapid and equitable growth broadens our understanding of the range of policies that are consistent …

School of Professional and Continuing Studies Faculty Publications

In the same shrewd diplomatic spirit displayed by the Pentagon in its recent purchase of a squadron of MIG-29 fighter jets from Moldova in order to preempt the sale of the planes to Iran, the U.S. should offer to buy Iraq's entire biochemical weapons arsenal and then destroy it in place. Let's call this emerging instrument of U.S. foreign policy "preemptive economic diplomacy."

The Evolution Of The Stock Market As A Financial Institution, Andrew Schroepfer Jan 1997

The Evolution Of The Stock Market As A Financial Institution, Andrew Schroepfer

Honors Theses, 1963-2015

The stock market had been the driver, and has now become the servant behind the increasing efficiency, complexity, and advancing technology of the corporation. The seemingly simplistic purpose of these markets to facilitate trade, makes the complex history surrounding its evolution even more interesting. In early times of commerce, large hierarchical organizations arose to monopolize trade to bring about a prosperous city, country or nation. As individual units within these organizations became more successful, prominent, and powerful, they sought out an identity of their own. The result was the recognition of the corporate entity. Now with this new power and …

Indecent Proposal: Exposing The 1959 Stabilization Plan Of Spain, Stacy L. Morris Jan 1997

Indecent Proposal: Exposing The 1959 Stabilization Plan Of Spain, Stacy L. Morris

Honors Theses, 1963-2015

Spain's Gross Domestic Product throughout the 1960's advanced at 7.5%, ranking it the fastest growing country in Europe, and second most rapidly growing country in the world. Industry replaced agriculture as the dominant sector, Spain adopted an export-oriented trading agenda, and the nation finally became recognized as a competitor in the international market. What led to this "economic miracle"? Indecent Proposal discusses the motives and results of the 1959 Stabilization Plan of Spain, and challenges the claim that this decisive government policy of the Franco regime was the single most decisive element in propelling Spain into the 20th century. This …

The Effects Of For-Profit Health Care Corporations On American Health Care, Erik Leaver Jan 1997

The Effects Of For-Profit Health Care Corporations On American Health Care, Erik Leaver

Honors Theses, 1963-2015

My thesis investigated the implications associated with the increasing numbers of investor-owned hospitals in America's hospital market. Traditionally, most hospitals have been non-profit, and I wanted to analyze whether the drive for profits would compromise the care that hospitals provide to their patients. I studied the differences and similarities between non-profit and for-profit ownership types in three key areas: quality, access, and efficiency. I discovered through my research that the differences between the two ownership types are becoming increasingly difficult to identify. I concluded that for-profit hospitals have created a more competitive environment, and this increased competition will help keep …

Gaining The Competitive Advantage: Ontario Universities And The Global Economy, Jonathan Sidney Greene Jan 1997

Gaining The Competitive Advantage: Ontario Universities And The Global Economy, Jonathan Sidney Greene

Theses and Dissertations (Comprehensive)

Using a radical political economy approach, this thesis examines how changing global economic and political pressures have forced the Ontario government to reconsider their policies toward higher education. Specifically, this thesis describes and analyses provincial government initiatives toward universities in the period 1985 and 1995, and assesses what these changes mean for understanding the functions of Ontario universities in the present era of global economic change. The thesis argues that Ontario universities historically have served three primary functions: ideological, vocational, and research. In the period under study the Ontario government established an industrial strategy that focused on those industries that …

Toward A Healthier Environment And A Stronger Economy: How To Achieve Common Ground, Murray L. Weidenbaum, Christopher Douglass, Michael Orlando Jan 1997

Toward A Healthier Environment And A Stronger Economy: How To Achieve Common Ground, Murray L. Weidenbaum, Christopher Douglass, Michael Orlando

Murray Weidenbaum Publications

Economic and environmental interests are typically opponents in the public arena. Most efforts to bridge intellectual differences involve economists trying to get environmentalists to develop an "economic way of thinking" while conversely, ecologists attempt to sway economists toward kinder environmental values. It is time for a new approach to public policy that takes advantage of the middle ground between these two ideologies. This study presents six specific reforms that make both sound economic and environmental sense. These reforms occur within selected government spending programs, special federal tax provisions, and particular regulatory requirements.

Economic Reforms And Health Conditions Of The Urban Poor In Tanzania, Joe Lugalla Jan 1997

Economic Reforms And Health Conditions Of The Urban Poor In Tanzania, Joe Lugalla

Institute for Educational Development, East Africa

This paper examines the impact of economic reforms, namely Structural Adjustment Policies (SAPs), on the health conditions of the Tanzanian urban poor. My conclusion is that these policies have had detrimental effects on the living conditions of the urban poor. Thus, SAPs are contributing to the deterioration of health conditions among these people rather than improving them. SAPs are affecting these people in a variety of ways. First, by affecting negatively the development of the urban environment, SAPs are destroying the environmental conditions on which the poor depend for their existence and survival. Secondly, by impacting the provision of urban …

The Economic Impact Of The University Of Northern Iowa On The State Of Iowa, Marshall Blaine Jan 1997

The Economic Impact Of The University Of Northern Iowa On The State Of Iowa, Marshall Blaine

Presidential Scholars Theses (1990 – 2006)

This paper measures the economic impact of the University of Northern Iowa on the state of Iowa following the incremental approach which is the current academic thinking on quantifying a university's impact on its state. The methodology established by Bluestone (1993) and Elliot et. al. (1988) serves as the basis for this study. This paper attempts to answer the question: how much money would the state lose if the university were dissolved and the funding diverted to other areas? The economic impact can be measured on an incremental tally of the economic base and also on a skill-based approach. This …

Game Theory And Its Practical Applications, Angela M. Koos Jan 1997

Game Theory And Its Practical Applications, Angela M. Koos

Presidential Scholars Theses (1990 – 2006)

Game theory identifies players' optimal strategies in the face of interdependence and uncertainty . Games can be divided into two-person and n-person games, zero-sum and nonzero-sum games, and cooperative and non-cooperative games. Although this paper does not touch upon all of these aspects of game theory, it does offer a nice introduction of game theory and its applications for those who are not mathematical specialists.
