This fact sheet details how city and county governments within the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah allocated funds from the State and Local Fiscal Recovery Fund (SLFRF) portion of the American Rescue Plan Act (ARPA). Brookings Metro in partnership with the National League of Cities and the National Association of Counties created the “Local Government ARPA Investment Tracker” to display how communities across the country allocate this financial resource. This interactive site allows budget information from cities and counties to be added as such decisions are made.

The process of industrialization was accompanied by the switch from household production to firm production. The industrialization process was also a process of population growth, the appearance of general-purpose technologies, and the expansion of international trade. This paper studies the partition of production between households and firms in an analytically tractable general equilibrium model with a continuum of goods. We show that population growth, development of general-purpose technologies, and the opening of international trade increase the percentage of goods produced by firms. This case study brings new attention to a critical but under-appreciated dimension of so-called “smart” cities: how smart city governance builds and relies on institutionalized sharing of data, information, and other forms of knowledge across all sectors of public administration. Those smart city practices are referred to here as knowledge commons and systematized using the Governing Knowledge Commons (GKC) research framework. That framework extends and modifies Ostrom’s research tradition as to community-based resource governance. As with other GKC-focused research, this work relies on a qualitative case study. The household registration system (hukou system) in China has hampered rural-urban migration by posing large migration friction. The system has been gradually relaxed in the past few decades, but the reforms have been differential in city size. We find a striking contrast in migration patterns between years 2005 and 2015; rural people tended to move more to large cities in 2005, but more to small- and medium-sized cities in 2015. We calibrate a spatial quantitative model to the world economy in both years with China divided into rural, mega-city, and other-city regions. What are the factors that contribute to peace after civil conflict? What are the factors that contribute to conflict recurrence after civil conflict? In this comparative analysis, Burkina Faso’s military coup in 1988 and Togo’s military coup from 1987-1990 provide two most similar cases that allow for a better understanding of what leads to peace or conflict recurrence. Colonial histories, economics, and natural resource mining are three major factors present in this comparative case analysis that explain why Burkina Faso’s conflict has ended with peace while Togo’s conflict has recurred.

Violence is one of the largest and most persistent humanitarian crises across the globe. Understanding violence’s role in economic costs and losses is crucial to informing and guiding decision makers. This study uses international panel data to conduct a log-linear regression with time and country fixed effects. It focuses on studying the causal effects of violent crime on GDP at an aggregate, international level. The results find that the homicide rate has a statistically significant, negative effect on GDP per capita. This dissertation uses microeconomics to study questions of learning and conflict in developing countries. The first essay studies how much rural producers in developing countries can learn from their own experience to redress important information gaps about their crop. It builds a theoretical model of learning from experience and applies it using a rich dataset on cotton farmers in Pakistan. I test whether farmers learn from cultivation experience about the pest resistance of their seeds and use this information to improve selection and productivity. I find no such learning effect and this conclusion is robust to several parameters that could …

The size and scope of the Vision 2030 modernization plan and the associated Saudi Aramco initial public offering are watershed events in the history of the modern Kingdom of Saudi Arabia. However, they are not outside the history of the country’s development. This thesis, tracing the roots of this latest development plan back to the founding of the current Saudi state, found that Vision 2030 shares many characteristics with previous efforts. This dissertation advances new arguments about regional integration in Africa. It sheds light on the roles of regional economic communities (RECs) for small-economy states in Africa by examining the benefits and drawbacks of participating in such regional groups for both the small states themselves and their ruling regimes. The study suggests that RECs, rather than being agents of economic development, facilitate regime-boosting agendas of neopatrimonial regimes, promote a sense of (false) sovereignty, and entrench the political elite’s capture of the states.

The first chapter is a randomized controlled trial study that uses loss framing and information nudges to increase secondary school attendance in Bangladesh. Conditional cash transfers (CCTs) have become one of the most common policy interventions to increase school attendance, but the cost-effectiveness of such interventions has not attracted the attention it deserves. Hence, in addition to a standard CCT implementation, our rich unique dataset on daily attendance allows us to experimentally study two potential ways to improve the cost-effectiveness of school attendance interventions: (i) SMS information nudges and (ii) loss framing in CCTs. This report explores one potential solution to the mounting home care labor shortage in New York State: substantially raising wages for the state's home care workers. The analysis presents detailed projections, based on the best available data, of the economic effects of such an intervention, estimating the costs and benefits that would result. We find that public funding to raise home care wages would require significant resources, but those costs would be surpassed by the resulting savings, tax revenues, and economic spillover effects. The net economic gain would total at least $3.7 billion. Lifting wages would also help fill nearly …
