Predicting State Failure: A Classification Tree Approach, Atin Basu Choudhary, Jim T. Bang, William F. Shughart Ii

We deviate from standard practice in the literature on state failure to use classification tree methods to predict state failure. We argue that the rarity of state failure and simplicity of use and interpretation makes this approach more attractive. We determine simple decision rules, based on observable and measurable variables, to determine whether a country is likely to fail or not.

The paper extends the female under-performance hypothesis to informal or unregistered firms in two developing countries, Argentina and Peru. Specifically, results show that for a sample of informal firms, average productivity of labor and firm-size measured by monthly sales and employment are smaller for female-owned compared with male-owned firms.

This note highlights differences in the structure, conduct and performance of informal businesses in two regions of Argentina, Buenos Aires and Chaco. Firm-efficiency as measured by the average productivity of labor is much higher in Buenos Aires than Chaco. This difference is partly due to higher sales and partly due to lower employment in firms in Buenos Aires compared with Chaco. Relative to Buenos Aires, firms in the Chaco region are more likely to use machinery and vehicles in the production process and they also face larger seasonal fluctuations in sales. Recently collected data on informal or unregistered firms in Argentina and Peru show significant differences between male and female-owned firms in certain firm characteristics and performance measures. Compared with male-owned firms, female-owned firms are smaller in size as measured by total monthly sales and also less efficient as measured by the average productivity of labor. Female-owned firms are less likely to use equipments such as machines and vehicles, although this is not the reason for their lower efficiency. What Influences Firms’ Perceptions?, David S. Kaplan, Vikram Pathania

Perceptions-based indicators are sometimes used to measure the quality of the business environment. For instance, firms are asked about the major constraints on business operations and expansion. Little is known, however, about what shapes their responses. In this paper, using perceptions-based indicators from 38 countries (84 country-year pairs) from the World Bank Enterprise Surveys, we argue that firm responses are critically influenced by macroeconomic conditions. Paradoxically, we find that perceptions worsen during periods of high GDP growth. We also examine other indicators from the Enterprise Surveys that are objective measures of constraints, and find mixed evidence on how business constraints …

The study here presented reviews the institutional structure of the Sudanese government. Truly, though it is stigmatized as totalitarian, the structure is phenotypically perfect. Ministry of Ministries council is supposed to cater for analyzing data concerning ministries performance, drawing strategic planning, executing them through ministries and conduct the follow-ups. Department of decision-making was created and packages for data collection and analyses were improvised. The political crisis of Sudan is amplified everyday with the expansion of civil conflict from Darfur to Southern Kordofan state. We assess the political support for parametric reforms of the Pay-As-You-Go pension system following a drop in the fertility rate. Using a continuous time overlapping generations model, we argue that reforms that consist in cutting pension benefits or increasing the retirement age are likely to receive a strong political support. An increase in the contribution rate has, on the contrary, fewer chances to be approved by the majority of the voters. This framework also allows to identify the costs and benefits of postponing each type of reform and to determine how the timing of the different reforms affects their political …

Opposing candidates for a political office often differ in their professional backgrounds and previous political experience, leading to both real and perceived differences in political capabilities. We analyze a formal model in which candidates with different productivities in two policy areas compete for voters by choosing how much money or effort they would allocate to each area if elected. The model has a unique equilibrium that differs substantially from the standard median-voter model. While candidates compete for the support of a moderate voter type, this cutoff voter differs from the expected median voter. Moreover, no voter type except the cutoff …

In this study, I investigate the effects of moral hazard in leasing contracts by examining the driving outcomes of all long-term lessees and owner-operators of New York City taxis. I find that moral hazard explains a sizable fraction of lessees’ accidents, driving violations, and vehicle inspection failures. To address the possibility of endogenous contract choice, I conduct an instrumental variables analysis of the cross section of all drivers and a panel-data analysis of a subset of drivers who switched from leasing to owning.
