The Minnesota Housing Report is compiled on the basis of monthly housing reports furnished to the Minnesota Real Estate Research Center at St. Cloud State University. Funding to permit preparation of the Minnesota Housing Report is provided by the Educational Foundation of the Minnesota Association of REALTORS and St. Cloud State University.

The reports are supplied by fourteen cooperating local real estate boards representing 71.5 percent of Minnesota's population. The boards represent various areas of the state and thus provide a picture of housing diversity between regions as well as housing trends within regions.

Holmstrom (1982) has shown that a non-budget- balancing contract induces a team of risk- neutral agents to choose the first- best effort levels. This is not generally true when agents are risk averse. Furthermore, a"massacre" contract, which punishes all but one agent when the outcome is low, can attain the first best over a wider range of parameters than any other budget-balancing contract.

Economists have long been concerned about the best way to finance government deficits. Finding the proper fiscal policy and monetary policy mix is a crucial decision. When government debt grows too fast, interest rates rise and capital is crowded out. If the money growth rate is excessive, inflation occurs.

The study of this issue at the theoretical level requires a model which incorporates the following features: (1) modeling money and bonds as endogenous financial assets, whose rates of return are determined in general equilibrium, (2) examination of the utility maxi mization decisions of individuals, so that welfare analysis of alternative …

This article describes the life and books of economist Jan Novotny, whose extensive collection is now housed in the Syracuse University Libraries. Novotny believed that a comprehensive, liberal arts education was an essential prerequisite for anyone who wished to study or professionally practice finance and business. The well-roundedness obtained from the humanities, he argued, would lead those in business and finance to make moral and ehtically sound decisions. His collection covers the last five hundred years, consisting of nearly 6,000 books in many different languages. Prices Of Single Family Homes Since 1970: New Indexes For Four Cities, Karl E. Case, Robert J. Shiller

This paper uses data on nearly a million homes sold in four metropolitan areas — Atlanta, Chicago, Dallas and San Francisco — to construct quarterly indexes of existing home prices between 1970 and 1986. We propose and apply a new method of constructing such indexes which we call the method of constructing such indexes which we call the weighted repeat sales method (WRS). We believe the results give an accurate picture of the actual rate of appreciation in home prices in the four cities. The primary focus of the institutionalist perspective is instrumentalist problem solving. Problems are delivered by the institutional process and solved by altering the social structure. To solve socioeconomic problems, planning is necessary. Important to any planning is the question of when actions and events are to occur. Sales today were made possible by inputs of factor services and intermediate goods at various previous dates. Prices change between the input dates and the sale date. Especially in periods of general inflation, these price movements create ambiguities in the reckoning of profits. The accounting definition used in taxing profits can have significant economic effects. Tax accounting is generally not neutral vis-à-vis general inflation. Costing inputs at their historical nominal prices (FIFO) is a real burden and disincentive, greater the higher the inflation rate. It is analogous to depreciating durable capital at historical cost. On The Treatment Of Income Tax Rates In Empirical Analysis Of Tax Evasion, Steven E. Crane, Farrokh Nourzad

Economics Faculty Research and Publications

In this paper, it is argued that average tax rates exert an influence on income tax evasion separate from, and opposite to that of marginal tax rates. Failure to account for this effect in empirical evasion models biases the parameter estimate of the marginal rate in a predictable manner. Evidence from an aggregate empirical model of evasion in the US indicates that the marginal tax rate is positively related to evasion, whereas the average tax rate is negatively related. Further, exclusion of the average rate from the model does in fact bias the parameter estimate of the marginal tax rate.

The Effect Of Federal Tax Deductibility On State And Local Taxes And Spending, Gilbert E. Metcalf, Martin S. Feldstein

This paper examines the effect of federal deductibility of state and local taxes on the fiscal behavior of state and local governments. The primary finding is that deductibility affects the way that state and local governments finance their spending as well as the overall level of spending. More specifically, in states in which federal deductibility implies a relatively low cost of using deductible personal taxes (including income, sales, and property taxes), there is greater reliance on those taxes and less reliance on business taxes and other revenue sources.
