Economic analysis has a vital, if not indispensable, role to play in the management decisions of the Bureau of Land Management (BLM} if the national welfare is to be served effectively. This rather sweeping conclusion is justified by the nature of the management problems faced by the BLM and by the unique view of the world provided by the field of economics.

The emphasis in the study of economic fluctuations has been placed upon the disequilibrium nature of the growth process with private investment playing such a key role in generating oscillatory behavior. The view taken in this paper, however, is that fluctuations in aggregate economic activity are equilibrium phenomena. Expansionary and contractionary processes are considered as continuous adjustments along an equilibrium path through time.

The Hawtrey-Hicks monetary hypothesis is used in this study to explain irregular fluctuations in economic activity. Monetarist propositions together with rational expectations and dual-decision hypotheses are then drawn from the Hawtrey-Hicks analysis for the testing purposes. Quarterly …

This paper summarizes and evaluates the results of experiments which consisted of the elimination of bus fares in off-peak in the cities of Trenton, New Jersey and Denver, Colorado. Because the data in Denver had significant weaknesses, the specific figures cited herein are for Trenton (more accurately, Mercer County, New Jersey); the results of the two experiments were essentially identical, however, so the conclusions drawn are made in a more general context. The evaluation found that the net ridership increase during the demonstration was on the order of 15% (about 45% during the off-peak periods). This included the combined effects …

Purpose is to trace historically how changes in the Ethiopian educational system correspond to changes in the socioeconomic structure. The first section of this paper surveys the themes of correspondence and contradiction. Section two discusses major changes in Ethiopian socioeconomic structure from 1900. Section three presents changes in the educational system which correspond to those changes in the socio-economic structure. Section four examines the major socioeconomic changes of the fascist occupation period (1935-1941) and includes a brief discussion of the fascist educational policy. On The Possibility Of An Inverse Relationship Between Tax Rates And Government Revenues, Don Fullerton

When Arthur Laffer and other 'supply side advocates' plot total tax revenue as a function of a particular tax rate, they draw an upward-sloping segment called the normal range, followed by a downward-sloping segment called the prohibitive range. A brief literature review indicates that tax rates on the prohibitive range in theoretical and empirical models have been the result of particularly high tax rates, high elasticity parameters, or both. The labor tax rate which maximizes total revenue, for example, will depend on the assumed labor supply elasticity. This paper introduces a new curve which summarizes the tax rate and elasticity …
