When government liabilities (including money) are held in private portfolios only as stores of value, and do not provide additional benefits (as liquidity services), the real variables in an economy with uncertainty are not affected by the government’s trading in assets. There are also policies which alter the money supply through taxes or subsidies, and affect the price of money without changing real variables.

This paper presents estimates of static and dynamic general equilibrium resource allocation effects for four alternative plans for corporation and personal income tax integration in the United States. A medium-scale numerical general equilibrium model is used which integrates the U.S. tax system with consumer demand behavior by household and producer behavior by industry.

The feasibility of producing fuel alcohol from grain has received much attention from the Midwest and Plains States over the last few years. There has been interest in plants ranging from quite small on farm stills to very large, fuel-feed complexes costing many millions of dollars. As a result of this interest, several studies of the economic feasibility of large-scale fuel alcohol plants were conducted and published in the late 1970. The purpose of this paper is to consider the problem of optimal income taxation in the domain of progressive (convex) income tax function. This paper proves the existence of an optimal tax function and that the optimal marginal and average tax rates tend asymptotically to 100 percent as income level becomes arbitrarily high.

The Conventionally Stable Sets In Noncooperative Games With Limited Observations: Definitions And Introductory Arguments, Mamoru Kaneko

This paper attempts to define a new solution concept for n-person noncooperative games. The idea of the new concept is based on that of the von Neumann-Morgenstern stable set, or more precisely, rather on their interpretation of it which they call “standards of behavior.” This new approach enables us to consider new interesting problems of information. Further this approach gives us a plausible interpretation of Nash equilibrium. This paper provides the definition and considers the new solution concept for zero-sum two-person games, the prisoner’s dilemma, the battle of sexes and games with a continuum of players.

An Evaluation Of The Vocational Education Program In Stanton High School And Recommendations For Expansion, Marsha Bristow Todd

An evaluation and recommendations for change to the vocational education program at Stanton High School was conducted on the basis of existing programs, community needs survey, interviews with administration personnel, and a review of literature on vocational education. A survey of the 204 Class AA high schools was conducted to ascertain the type of vocational programs that were provided and the reasons for inclusion of each listed program. 166 responses were received. The accumulated data was then translated into tables showing what existed, what was being done elsewhere, and what was perceived as being needed.

This paper analyzes the impact of mining taxation on the intertemporal extraction profile for a heterogeneous ore body. The extraction profile specifies both quantities and qualities extracted in each period. Total extraction is thus endogenously determined. The taxes explicitly considered are severance taxes (ad valorem or per unit; on metal or on ore), property taxes, and profits taxes (with depletion allowance). The intertemporal framework integrates economic and geological factors, generating new results on extraction distortions and providing qualification or reconciliation of previous diverse results in this area.

The Impact Of Different Government Units In The Regulation Of The Workplace Environment, Michael L. Marlow

This study examines the issue of whether or not state and federal job safety agencies provide the same levels of public output. Tests are conducted on the hypothesis that state takeover of regulation from the federal program serves to reduce the costs of firms. These costs are comprised of two components: the penalties for noncompliance and the uncertainty costs of regulation. The public policy implication that is drawn from these tests is that it matters to firms which government unit regulates them.

On The Infinite Welfare Cost Of Inflation And Other Second Order Effects, Christophe Chamley

The optimal inflation rate is analyzed in a simple model of intertemporal general equilibrium where agents have an operative bequest motive and taxation is distortionary. Monetary balances are used as a productive input, and agents have perfect foresight. The optimal value of the permanent inflation rate can be approximated by a simple formula. The case in which the growth of aggregate income exceeds the social discount rate is unlikely to be important, and the optimal value of the permanent inflation rate depends on the existence of a short-run trade-off between unemployment and inflation.

This paper finds the conditions under which an allocation branch can determine the efficient amount of public goods to produce, independently of the distribution of private goods. The result is similar to that found in our Econometrica paper, but uses a quite different method--solving a differential equation.

We show that for a depletable resource, if the competitive time path of prices is known, and if the profit function is concave, then there is an easily described time path of taxes and/or subsidies that would induce a monopolist to follow an efficient time path of extraction.
