Efficiency, Firm-Size And Gender: The Case Of Informal Firms In Latin America, Mohammad Amin

The paper extends the female under-performance hypothesis to informal or unregistered firms in two developing countries, Argentina and Peru. Specifically, results show that for a sample of informal firms, average productivity of labor and firm-size measured by monthly sales and employment are smaller for female-owned compared with male-owned firms.

This note highlights differences in the structure, conduct and performance of informal businesses in two regions of Argentina, Buenos Aires and Chaco. Firm-efficiency as measured by the average productivity of labor is much higher in Buenos Aires than Chaco. This difference is partly due to higher sales and partly due to lower employment in firms in Buenos Aires compared with Chaco. Relative to Buenos Aires, firms in the Chaco region are more likely to use machinery and vehicles in the production process and they also face larger seasonal fluctuations in sales. Recently collected data on informal or unregistered firms in Argentina and Peru show significant differences between male and female-owned firms in certain firm characteristics and performance measures. Compared with male-owned firms, female-owned firms are smaller in size as measured by total monthly sales and also less efficient as measured by the average productivity of labor. Female-owned firms are less likely to use equipments such as machines and vehicles, although this is not the reason for their lower efficiency. Perceptions-based indicators are sometimes used to measure the quality of the business environment. For instance, firms are asked about the major constraints on business operations and expansion. Little is known, however, about what shapes their responses. In this paper, using perceptions-based indicators from 38 countries (84 country-year pairs) from the World Bank Enterprise Surveys, we argue that firm responses are critically influenced by macroeconomic conditions. Paradoxically, we find that perceptions worsen during periods of high GDP growth. We also examine other indicators from the Enterprise Surveys that are objective measures of constraints, and find mixed evidence on how business constraints …

Why are some free trade agreements (FTAs) in the western hemisphere successfully negotiated and implemented while others seem to stagnate during negotiations? FTAs are more likely to develop when there is an asymmetrical power relationship and potential partners are satisfied with projected trade patterns. Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

For this project, we assemble a new dataset consisting of more than 25,000 residential and business broadband plans from all OECD countries from 2007–2009. We explore three issues: the relationship between plan components—such as metering—and consumer prices, price changes over time, and how broadband prices vary across countries.

This paper, part 2 of the project, studies prices and price changes over time in the United States and other OECD countries. We find that residential prices in the U.S. remained fairly stable overall in this time period for both standalone and triple play (voice, video, and data) plans, though prices for …

Food consumption involves inherently risky decisions with uncertain probabilities. This study examines how second-order ambiguity, or uncertainty over probabilities, affects food safety decisions. We conduct a food safety survey wherein subjects face both unambiguous and ambiguous situations, each with the same expected value. Respondents show a preference for unambiguous situations and state a willingness to pay to avoid ambiguity.

We analyze a little-studied regulatory approach that we call "management-based" regulation. Management-based regulation directs regulated organizations to engage in a planning process that aims toward the achievement of public goals, offering firms flexibility in how they achieve public goals. In this paper we develop a framework for assessing conditions for using management-based regulation as opposed to the more traditional technology-based or performance-based regulation. Drawing on case studies of management-based regulation in the areas of food safety, industrial safety, and environmental protection, we show how management-based regulation can be an effective strategy when regulated entities are heterogeneous and regulatory outputs are …
