Efficiency, Firm-Size And Gender: The Case Of Informal Firms In Latin America, Mohammad Amin Dec 2010

Efficiency, Firm-Size And Gender: The Case Of Informal Firms In Latin America, Mohammad Amin

Mohammad Amin

The paper extends the female under-performance hypothesis to informal or unregistered firms in two developing countries, Argentina and Peru. Specifically, results show that for a sample of informal firms, average productivity of labor and firm-size measured by monthly sales and employment are smaller for female-owned compared with male-owned firms.

Comparing Informal Firms In Buenos Aires And Chaco (Short Note), Mohammad Amin Dec 2010

Comparing Informal Firms In Buenos Aires And Chaco (Short Note), Mohammad Amin

Mohammad Amin

This note highlights differences in the structure, conduct and performance of informal businesses in two regions of Argentina, Buenos Aires and Chaco. Firm-efficiency as measured by the average productivity of labor is much higher in Buenos Aires than Chaco. This difference is partly due to higher sales and partly due to lower employment in firms in Buenos Aires compared with Chaco. Relative to Buenos Aires, firms in the Chaco region are more likely to use machinery and vehicles in the production process and they also face larger seasonal fluctuations in sales. Firms are more likely to report various benefits from …

Gender And Informality In Latin America (Short Note), Mohammad Amin Dec 2010

Gender And Informality In Latin America (Short Note), Mohammad Amin

Mohammad Amin

Recently collected data on informal or unregistered firms in Argentina and Peru show significant differences between male and female-owned firms in certain firm characteristics and performance measures. Compared with male-owned firms, female-owned firms are smaller in size as measured by total monthly sales and also less efficient as measured by the average productivity of labor. Female-owned firms are less likely to use equipments such as machines and vehicles, although this is not the reason for their lower efficiency. Some of the commonly held views including lower education among women entrepreneurs, fewer numbers of owners among firms that have a female …

What Influences Firms’ Perceptions?, David S. Kaplan, Vikram Pathania Dec 2010

What Influences Firms’ Perceptions?, David S. Kaplan, Vikram Pathania

David S. Kaplan

Perceptions-based indicators are sometimes used to measure the quality of the business environment. For instance, firms are asked about the major constraints on business operations and expansion. Little is known, however, about what shapes their responses. In this paper, using perceptions-based indicators from 38 countries (84 country-year pairs) from the World Bank Enterprise Surveys, we argue that firm responses are critically influenced by macroeconomic conditions. Paradoxically, we find that perceptions worsen during periods of high GDP growth. We also examine other indicators from the Enterprise Surveys that are objective measures of constraints, and find mixed evidence on how business constraints …

Economic Size And The Changing International Political Economy Of Trade: The Development Of Western Hemispheric Ftas, Gaspare M. Genna Nov 2010

Economic Size And The Changing International Political Economy Of Trade: The Development Of Western Hemispheric Ftas, Gaspare M. Genna

Gaspare M Genna

Why are some free trade agreements (FTAs) in the western hemisphere successfully negotiated and implemented while others seem to stagnate during negotiations? FTAs are more likely to develop when there is an asymmetrical power relationship and potential partners are satisfied with projected trade patterns. The European Union (EU) and United States have been successful in negotiating agreements with the Caribbean and Central American (CCA) countries. However, current bilateral and multilateral trade talks between the EU, the Common Market of the South (MERCOSUR), and United States are at a standstill. Although all four sets of trade negotiations include dissatisfactory conditions for …

Crisis And Global Imbalances: The Fragility Of The Current International Monetary System, Andrea Ricci Nov 2010

Crisis And Global Imbalances: The Fragility Of The Current International Monetary System, Andrea Ricci

Andrea Ricci

Global structural factors both monetary and real played a prominent role in the burst of the subprime crisis: 1) the so-called Bretton Woods II international monetary system; 2) the reduction of US real investment return compared with competing countries. We develop a two-country partial equilibrium model to analyze the impact of these factors and macroeconomic policies on the US current account and asset prices. The excess savings of US nonfinancial business sector from 2000-2001 has undermined the stability of the Bretton Woods II system. Accommodative US monetary and fiscal policies have mitigated the imbalances but in the long term structural …

Economic Writing On The Pressing Problems Of The Day: The Roles Of Moral Intuition And Methodological Confusion, Julie A. Nelson Nov 2010

Economic Writing On The Pressing Problems Of The Day: The Roles Of Moral Intuition And Methodological Confusion, Julie A. Nelson

Julie A. Nelson

Economists are often called on to help address pressing problems of the day, yet many economists are uncomfortable about disclosing the values that they bring to this work. This essay explores how an inadequate understanding of the role of methodology, as related to ethics and human emotions of concern, underlies this reluctance and compromises the quality of economic advice. The tension between caring about the problems, on the one hand, and writing within the existing culture of the discipline, on the other, are illustrated with examples from U.S. policymaking, behavioral economics, and the economics of climate change and global poverty. …

Residential And Business Broadband Prices Part 2: International Comparisons, Scott J. Wallsten, James Riso Nov 2010

Residential And Business Broadband Prices Part 2: International Comparisons, Scott J. Wallsten, James Riso

Scott J. Wallsten

For this project, we assemble a new dataset consisting of more than 25,000 residential and business broadband plans from all OECD countries from 2007–2009. We explore three issues: the relationship between plan components—such as metering—and consumer prices, price changes over time, and how broadband prices vary across countries.

This paper, part 2 of the project, studies prices and price changes over time in the United States and other OECD countries. We find that residential prices in the U.S. remained fairly stable overall in this time period for both standalone and triple play (voice, video, and data) plans, though prices for …

Second Order Ambiguity In Very Low Probability Risks: Food Safety Valuation, P A. Kivi, J F. Shogren Nov 2010

Second Order Ambiguity In Very Low Probability Risks: Food Safety Valuation, P A. Kivi, J F. Shogren

Jason Shogren

Food consumption involves inherently risky decisions with uncertain probabilities. This study examines how second-order ambiguity, or uncertainty over probabilities, affects food safety decisions. We conduct a food safety survey wherein subjects face both unambiguous and ambiguous situations, each with the same expected value. Respondents show a preference for unambiguous situations and state a willingness to pay to avoid ambiguity.

International Labor Rights And The Sovereignty Question: Nafta And Guatemala, Two Case Studies, Lance A. Compa Nov 2010

International Labor Rights And The Sovereignty Question: Nafta And Guatemala, Two Case Studies, Lance A. Compa

Lance A Compa

[Excerpt] Labor rights advocates in the United States and allied organizations abroad attempting to establish international fair labor standards run up against traditional notions of sovereignty in formulating national labor policies and development strategies. In the same way that entrenched sovereignty principles gradually yielded to international human rights claims after World War E, sovereignty is now being challenged by claims of international laborrights in the field of employment standards and industrial relations. This Article seeks to illuminate this challenge to sovereignty in two case studies of labor rights advocacy. Part I sets the stage with an overview of the growing …

Institutional Structure And Decision Making In Sudan, Professor Issam A.W. Mohamed Nov 2010

Institutional Structure And Decision Making In Sudan, Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

The study here presented reviews the institutional structure of the Sudanese government. Truly, though it is stigmatized as totalitarian, the structure is phenotypically perfect. Ministry of Ministries council is supposed to cater for analyzing data concerning ministries performance, drawing strategic planning, executing them through ministries and conduct the follow-ups. Department of decision-making was created and packages for data collection and analyses were improvised. However, all these structures seem skeletal as the final decisions structurally seem to be lost between the Presidency Institution and the executive institutions. An introduced flowing chart indicates that the cycle of all decisions end up at …

The International Society And The Sudanese National Disintegration, Professor Issam A.W. Mohamed Nov 2010

The International Society And The Sudanese National Disintegration, Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

The political crisis of Sudan is amplified everyday with the expansion of civil conflict from Darfur to Southern Kordofan state. The inevitable secession of Southern Sudan is threatened by the chronic crisis of Abyei pocket between the north and the south that saw open war between the two opponents; the Sudanese army and Popular Liberation of Sudan. Nevertheless, the Attorney General of the International Criminal Court, Ocambo vocalizes more concerns of humanitarian sufferings and war crimes that he claims to be continuing despite of peaceful negotiations. Such situation seems irrational with the de facto state of war that currently prevails …

The Impact Of Tribal Structure On The Economic Parameters And Conflicts Between North And South Sudan, Professor Issam A.W. Mohamed Nov 2010

The Impact Of Tribal Structure On The Economic Parameters And Conflicts Between North And South Sudan, Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

The crisis of Greater Darfur Region of Sudan extends to other regions as the South Sudan prepares for secession next July 2011. In the past eight years Sudan's crisis in Darfur was amplified by global news media all over the world. Civil conflict erupted, developed into armed rebellions and open uncontrolled war that enveloped the whole region. The current inflamed undecided and unmarked future borders between the south and north are also facing growing tensions. In this current paper we present some information on what we see as the seeds of conflicts with complicated tribal structures in both sides and …

Fend For Sudan Unity, Professor Issam A.W. Mohamed Nov 2010

Fend For Sudan Unity, Professor Issam A.W. Mohamed

Professor Issam A.W. Mohamed

Sudan is unified as a country by many bonds that are also reasons for it disintegration. From the year 2005 where Nivasha Comprehensive Peace Agreement between the North and South parts, to 2011 the efforts of dividing the country were evident. From 2005, many analysts, tried to warn of the coming consequences of the Southern part secession. There were calls for improvements of the current regime's totalitarianism, open the doors for democracy, sharing people in power and decision making and amending human standards and freedom. However, all calls fell on deaf ears. The Darfur crisis accelerated and the regime clutch …

Management-Based Regulation: Prescribing Private Management To Achieve Public Goals, Cary Coglianese, David Lazer Nov 2010

Management-Based Regulation: Prescribing Private Management To Achieve Public Goals, Cary Coglianese, David Lazer

David Lazer

We analyze a little-studied regulatory approach that we call "management-based" regulation. Management-based regulation directs regulated organizations to engage in a planning process that aims toward the achievement of public goals, offering firms flexibility in how they achieve public goals. In this paper we develop a framework for assessing conditions for using management-based regulation as opposed to the more traditional technology-based or performance-based regulation. Drawing on case studies of management-based regulation in the areas of food safety, industrial safety, and environmental protection, we show how management-based regulation can be an effective strategy when regulated entities are heterogeneous and regulatory outputs are …
