This study examines the cost effectiveness of using current treatment technologies to sanitize, disinfect, shred, and dispose of biomedical waste within the state in relation to the costs of current disposal practices in Maine. The study employs a linear programming model to determine the combination of treatment facilities, transportation options, and disposal sites to treat all waste produced in Maine at the lowest statewide cost. A least-cost solution is developed for three different scenarios. The first two scenarios assume that all treated waste must be shredded in accordance with current regulatory requirements. In this paper I examine the rates at which adults in households recently receiving Temporary Assistance to Needy Families (TANF) become jobless, apply for and receive unemployment insurance (UI) benefits, and participate in publicly funded employment services. I also investigate the correlation of UI and employment services receipt with maintenance of self-sufficiency through return to work and independence from TANF. The analysis is based on person-level administrative program records from four of the nine largest states between 1997 and 2003. Evidence suggests that three-quarters of new TANF leavers experience joblessness within three years, and one-quarter of the newly jobless apply …

Cynicism In Negotiation: When Communication Increases Buyers’ Skepticism, Eyal Ert, Stephanie J. Creary, Max H. Bazerman

The economic literature on negotiation shows that strategic concerns can be a barrier to agreement, even when the buyer values the good more than the seller. Yet behavioral research demonstrates that human interaction can overcome these strategic concerns through communication. We show that there is also a downside of this human interaction: cynicism. Across two studies we focus on a seller-buyer interaction in which the buyer has uncertain knowledge about the goods for sale, but has a positive expected payoff from saying “yes” to the available transaction. The aim of the present study is to detect the chaotic behavior in the monetary economic relevant dynamical system. The study employs three different forms of Taylor rules: current, forward and backward looking. The result suggests the existence of the chaotic behavior in all three systems. In addition, the results strongly represent that using expectations in policy rule especially rational expectation hypothesis can increase the complexity of the system and leads to more chaotic behavior.

Public-private partnerships (PPPs) are currently a popular approach for governments to procure social and economic infrastructure. The macroeconomic environment plays a critical role and influences the factors that can lead to the successful delivery of a PPP project. Despite the importance of the macroeconomic environment, limited attention has been paid to ex-ante (that is, before the event, or forecast) evaluation. A review of the normative literature was undertaken, aiming to derive key performance indicators (KPIs) of PPP success. The KPIs were validated by using a vector error correction model. Only the monetary authorities can create and issue safe assets. A safe asset is not offset by any liability so no private entity can issue it. The nominal value of a safe asset is fixed and it usually offers no nominal yield. The rationale for safe assets can be traced to the factors underlying the Keynesian liquidity trap. Since late 2008 the Fed has paid 0.25 percent on member bank reserves held in deposits at the Fed. This is part of the program known as ‘quantitative easing.’ It may have presented collapse of the U.S. banking system.

Although the promise of an emerging patent market is thought to provide future benefits to invention, innovation, and the public, this essay examines the possibility that the aggregate influence of this activity could instead destabilize patent values in a manner that mirrors the "bubble" phenomenon that occurred in certain markets in the past. Two mechanical betting rules were applied to games in the National Football League for the 2000-2008 seasons. Wagers of $11 (to win $10) on all NFL underdogs produced a net loss of $717. When bets were limited to visiting underdogs, only $395 (or $44 per year) was lost. The results suggest that gambling on the outcome of football games can be a rewarding activity for bettors more interested in action than financial gain.

With final scores like 99-68 and 80-74, can the market for wagers on Arena Football League games operate with the same efficiency generally associated with the more established betting markets? The question extends the argument by Pankoff (1968) that football point spreads are analogous to security prices and that profitable betting rules would create doubt about the efficiency of any competitive marketplace. Pankoff reasoned that bettors were no less numerous, knowledgeable or profit-maximizing than investors and that superior returns should be just as elusive to the former as they are to the latter. It seems fair to conclude that time diversification is more nearly a fallacy than a tool. Total periodic returns based on random annual outcomes expose the practice of diversifying with time not only as unproductive but as extremely risky as well. Yet, as the contrived distribution of alternating returns of 30% and -10% demonstrated, it is impossible to completely reject the idea that risk can actually decrease over time.

Imaginary wagers placed on college football teams during the 2006-2010 seasons that were expected to beat the point spread following two games in which they lost both on the field and against the spread produced a wins-to-bets ratio that was statistically nonrandom but not profitable. However, when that rule was limited to the major conference schools, a significantly profitable W/B ratio emerged that challenges the efficiency of a competitive market.
