This paper examines the debate on the East Asian model of economic development in light of the different approaches undertaken by different groups of countries (economies) in Northeast Asia and Southeast Asia. The common strengths and weaknesses shared by the East Asian countries (economies) have helped to reinforce the misconception that there is a single East Asian model of economic development. There are, however, significant differences in economic structures as well as development experiences among the East Asian economies, especially between the economic development paradigms of Southeast Asia and Northeast Asia. This report has four primary objectives. First, survey industrial activity in the city of Cleveland using employment and payroll data for the period from 1993 to 2000; report on key findings related to industry sectors and industries at the two-digit standard industrial classification (SIC) code level; and compare the city of Cleveland to suburban Cuyahoga County and the remainder of the Cleveland primary metropolitan statistical area (PMSA). Second, identify those industries in Cleveland that reported substantial employment levels, average annual wages, employment growth, and wage growth during the study period (high performing industries). The economic value of an urban university to a metropolitan region is comprised of (1) the educational opportunities provided to students who rely on local institutions of higher education, (2) the unique contributions of urban universities to the social and political infrastructure of a region, and (3) the research and service contracts and other funds and philanthropic donations attracted to the campus by faculty and staff. If an urban university such as Cleveland State University (CSU) did not exist in the Cleveland metropolitan region, many, if not all of these economic and social contributions would be lost. What Works in Economic Development reviews evaluation literature relevant to economic development strategies. While economic development programs are difficult to evaluate, the literature reveals important information about the level of success achieved by various programs. It also demonstrates how positive results can be realized. A “what works” matrix follows the review of the evaluation studies. The matrix highlights the significant findings and key lessons that can be learned from this work.

There is no shortage of analyses of the problems of Maine’s economy, or of proposed solutions. Once again, a number of recent reports have argued that Maine has a highly unfavorable business climate, characterized by excessive taxes and excessive regulation. These reports go on to argue that Maine must improve its business climate through such suggested changes as an overhaul of the tax system, elimination of property taxes on business equipment purchases, reducing the state’s regulatory burden, and reducing Maine’s supposedly high “tax burden.” Although the support for these proposals is framed as being “irrefutable,” in reality many of the …

Strategic Development Of Airport And Rail Infrastructure: The Case Of Singapore, Sock-Yong Phang

This article recounts how a number of strategic infrastructure investment decisions in airport and rail development taken by the Singapore government were at variance with recommendations emerging from Cost-Benefit Analysis, but were considered necessary to support external competitiveness. This link between infrastructure provision and economic development may require decision makers to assess the trade-off between prudent macro-economic planning and efficient micro-economic management for major projects. In the case of airport hubs, the most difficult assessment might be the game consideration of how much, and how far ahead, excess capacity is needed to ensure the dominance of the hub.

Contemporary economic theories, modernization and dependency, have overlooked the fact that the development process depends on the interaction of social factors. Specifically, the theories have ignored the role of leadership in analyzing economic development. This dissertation seeks to incorporate the importance of leadership into the analysis of development. It argues that sub-Saharan African countries have not developed economically because leaders in the region have been less than successful in establishing a culture conducive to industrialization. African leaders have failed to establish the high moral and scientific cultures necessary to promote economic progress. In place of those cultural attributes, the leaders …

This briefing paper provides an analysis of high-tech activity in the Cleveland Primary Metropolitan Statistical Area (PMSA) from 1992 to 2000. It begins by defining the term high-tech industry, using criteria developed by the Bureau of Labor Statistics (BLS). High-tech industries are then analyzed from the viewpoint of employment levels, average earnings, and number of establishments. The City of Cleveland’s share of high-tech activity is discussed along with a comparison of the Cleveland PMSA versus the U.S. The paper concludes with a summary analysis of Cleveland’s position n in the world of high-tech.

State Enterprise Zone Programs: Have They Worked?, Alan H. Peters, Peter S. Fisher

Peters and Fisher evaluate 75 EZs located in 13 states to gain an understanding of the overall effectiveness of state enterprise zones. Faced with a paucity of data on EZs that could be used in standard economic analysis, the authors employ a hypothetical firm model in which they apply various EZ and non-EZ incentives to financial statements created for a set of "typical" firms. Observing the impacts of both types of incentives on firms' financial statements allow Peters and Fisher to predict the firms' resulting behavior.
