Students of the property tax have been telling us of its demise for decades. In one very important sense they have been correct: the property tax has steadily diminished as a percent of personal income and total state and local government taxes. By 1977, property taxes accounted for only about one-third of total state-local government taxes (see Table 1). It may seem a paradox, given this decline, that so many of the most important fiscal issues of the 1970s revolved around property taxes. This report is designed to assist municipal governments with fiscal planning-specifically, forecasting municipal revenues and expenditures. As municipalities continue to face severe fiscal pressures, it becomes imperative for policy leaders - mayors, council members, selectmen, and managers - to understand the future financial condition of their jurisdictions. An appreciation of potential fiscal problems for the next five years will enable municipal leaders to make sound fiscal policies today.

The goal in this introductory chapter is to provide some perspective on the more detailed essays which follow by describing the range of property tax practices that have emerged in less developed countries (LDCs).
