Citizen dissatisfaction with taxes is a theme which has recurred often in American history--from the Tea Party at Boston to Proposition 13 in California. As before, tax dissatisfaction in its current form is prompting changes in: the level of government expenditures; the mix of revenue sources used to finance expenditures; and the structure of institutions created to provide public services. Much of the local tax reform effort is focused on state and local finance systems and especially on the real property tax. "It appears that the Providence downtown is finally turning the corner. A proposal to beautify the entrance into the city center from Route 95 with trees, flags, parks, art work and new illumination has been submitted to the Providence Redevelopment Authority. This turn to aesthetics, coming on the heels of considerable physical improvement of roads and buildings accomplished and in progress, is an indication that downtown interests recognize the lack of an attractive city 'gateway' and want to do something about it. This is decidedly a praiseworthy action on the part of the private sector."

As in most states today, serious legislative concern is being given to elementary and secondary educational finance reform in Nebraska.' Also as in most states, Nebraska's main reform concern is the equity of fiscal distributions among school districts. Although, as anyone who has attempted to keep up with court decisions regarding educational finance knows,' equity is an elusive enough concept in the abstract and even more so when applied in the concrete. This paper presents a numerical algorithm for computing full information maximum likelihood (FIML) and nonlinear three-stage least squares (3SLS) coefficient estimates for large nonlinear macroeconomic models. The new algorithm, which is demonstrated by actually computing FIML and 3SLS coefficient estimates for two versions of the 97 equation Fair Model, is substantially more effective than other algorithms on FIML and 3SLS estimation problems.
