In the 16th century, North America contained 25-30 million buffalo; by the late 19th century less than 100 remained. While removing the buffalo east of the Mississippi took settlers two centuries, the remaining 10 to 15 million buffalo on the Great Plains were killed in a punctuated slaughter in a little over 10 years. I employ theory, data from international trade statistics, and first person accounts to argue that the slaughter on the plains was initiated by a foreign-made innovation and fueled by a foreign demand for industrial leather. When Does Legal Origin Matter?, Mohammad Amin, Priya Ranjan

A vast literature documents better economic institutions in common law compared with civil law countries. The present paper argues that legal origin alone is insufficient to explain differences in the quality of economic institutions across countries. Rather, it is the interaction between legal origin and the quality of political institutions that is important. Empirical evidence from a cross-section of 90 countries on entry regulation, a measure of how business friendly economic institutions are towards firms, strongly supports our claim. While at least one out of six in the global human population cannot meet the basic demands of survival and they have little ability to buy goods and services, this situation also presents potential new markets for multinational enterprises seeking long-term sustainability. If economic growth is a continuing and positive goal for the planet and for global companies, then, as markets in developed economies become saturated, these new markets provide fresh opportunities to satisfy this objective.

Latin America is well known as the most inequitable region. As it is recognized, inequality and corruption perception weaken the way that political institutions works and the democratic system. Focusing on Latin American and Caribbean countries, we analyze what are the elements that shape tax morale. In particular, we analyze how the context influences on ethic decisions such as the predisposition to pay taxes. Our data source is the survey carried out in 2005 by Latinobarometro. Some models of provider behavior predict that physicians, like other experts, may respond dysfunctionally to financial incentives by recommending unnecessary treatment. We empirically test this relationship using data from inpatient hospitalizations surrounding a 2003 Colorado auto insurance reform. The reform shifted a large fraction of auto injury patients from coverage through auto insurers to less generous sources of reimbursement, such as health insurance and self-pay. Despite negligible changes in auto injury characteristics during this period, treatment supply increased following the reform. Procedure use rose by 5-10% and billed charges rose by 5%, and these increases are specific to auto but …

A large body of prior research examines whether differential arrest rates of minorities reflect disproportionate minority involvement in crime or institutional bias that targets enforcement towards minorities. This research has been limited by difficulties in measuring the extent to which minority offending differs from offending in general. In this paper we exploit the fact that some crimes are committed by groups of both Black and White offenders to estimate the extent to which minority offenders face differential probabilities of arrest. Our research design permits us to control for all observable and unobservable circumstances associated with each offense for this subpopulation. …

Farmers' perceptions about groundwater and drinking water quality are important, which influence their willingness to adopt protection measures either individually or collectively. This study attempts to capture the factors influencing farmers’ perceptions and their willingness to protect groundwater from nonpoint sources of pollution, and their willingness to support the local government to supply drinking water through alternative arrangements. Six villages are identified in the Lower Bhavani River Basin, Tamil Nadu, India on the basis of their long-term groundwater nitrate concentrations and sources of irrigation. The case studies of Singapore, Malaysia, the Philippines, and India presented in this paper support the author's contention that a country's industrialization strategy for economic development profoundly influences its industrial relations (IR) and human resources (HR) policy goals. The author finds that import substitution industrialization was associated with IR/HR policy goals of pluralism and stability, while a low-cost export-oriented industrialization strategy was associated with IR/HR policy goals of cost containment and union suppression. In countries that moved from a low-cost export-oriented strategy to a higher value added export-oriented strategy, the focus of IR/HR policy goals shifted from cost containment to …

We take a first look at limitations on the use of energy-related tax credits contained in the General Business Credit (GBC) due to limitations within the regular corporate income tax as well as the AMT. Between 2000 and 2005, firms were unable to use all energy-related tax credits due to GBC limitations in the regular tax. The AMT has a smaller but still pronounced impact on the ability of firms to use these credits. Finally we provide some illustrative calculations to demonstrate how the AMT can lead to very different levelized costs of producing electricity from a wind power project.

We assess whether borrowers know their mortgage terms by comparing the distributions of these variables in the household-reported Survey of Consumer Finances (SCF) to the distributions in lender-reported data. We also examine the characteristics of SCF respondents who report not knowing these contract terms. Although most borrowers seem to know basic mortgage terms, borrowers with adjustable-rate mortgages appear likely to underestimate or to not know how much their interest rates could change. Borrowers who could experience large payment changes if interest rates rose are more likely to report not knowing these contract terms. Difficulties with gathering and processing information appear …

In this paper I report the results of a quantitative and qualitative empirical study of how those who were injured or lost a family member in the September 11, 2001 terrorist attacks evaluated the tradeoff between a cash payment--available through the Victim Compensation Fund--and the pursuit of litigation. Responses make it clear that potential plaintiffs saw much more at stake than monetary compensation and that the choice to forego litigation required the sacrifice of important non-monetary, civic, values: obtaining and publicizing information about what happened, prompting public findings of accountability for those responsible, and participating in the process of ensuring …

Employing data from 13 Latin American countries, we find that greater central bank independence is associated with lesser intervention in the foreign exchange market, and also with leaning-against-the-wind intervention. We also find that the structural reforms that occurred in Latin America mostly in the 1990s helped to reduce the need for foreign exchange intervention.

The impact factor of an academic journal for any year is the number of times the average article published in that journal in the previous two years are cited in that year. From 1994-2005, the average impact factor of journals listed by the ISI has been increasing by an average of 2.6 percent per year. This paper documents this growth and explores its causes.
