While removing the buffalo east of the Mississippi took settlers two centuries, the remaining 10 to 15 million buffalo on the Great Plains were killed in a punctuated slaughter in a little over 10 years. I employ theory, data from international trade statistics, and first person accounts to argue that the slaughter on the plains was initiated by a foreign-made innovation and fueled by a foreign demand for industrial leather. A vast literature documents better economic institutions in common law compared with civil law countries. The present paper argues that legal origin alone is insufficient to explain differences in the quality of economic institutions across countries. Rather, it is the interaction between legal origin and the quality of political institutions that is important. Empirical evidence from a cross-section of 90 countries on entry regulation, a measure of how business friendly economic institutions are towards firms, strongly supports our claim. The brief’s key findings are: The financial crisis suggests the need for a new universal tier of retirement saving to supplement Social Security and 401(k)s. If the tier were a defined contribution system, asset levels would vary with market returns and payouts with interest rates. Replacement rates would fluctuate as much as 25 percentage points – even if everyone invested in an identical target-date fund. An alternative is to guarantee a fixed return, but this return will almost always be lower than that under a target-date fund, and guarantees are not costless.

Rewarding inventors with inefficient monopoly power has long been regarded as the price of encouraging innovation. Prescription drug insurance escapes that trade-off and achieves an elusive goal: lowering static deadweight loss, without reducing incentives for innovation. As a result of this feature, the public provision of drug insurance can be welfare-improving, even for risk-neutral and purely self-interested consumers. The design of insurers’ cost-sharing schedules can either reinforce or mitigate this result. Schedules that impose higher consumer cost-sharing requirements on more expensive drugs help ensure that insurance subsidies translate into higher utilization, rather than pure increases in manufacturer profits. Some models of provider behavior predict that physicians, like other experts, may respond dysfunctionally to financial incentives by recommending unnecessary treatment. We empirically test this relationship using data from inpatient hospitalizations surrounding a 2003 Colorado auto insurance reform. The reform shifted a large fraction of auto injury patients from coverage through auto insurers to less generous sources of reimbursement, such as health insurance and self-pay. Despite negligible changes in auto injury characteristics during this period, treatment supply increased following the reform. Procedure use rose by 5-10% and billed charges rose by 5%, and these increases are specific to auto but …

A large body of prior research examines whether differential arrest rates of minorities reflect disproportionate minority involvement in crime or institutional bias that targets enforcement towards minorities. This research has been limited by difficulties in measuring the extent to which minority offending differs from offending in general. In this paper we exploit the fact that some crimes are committed by groups of both Black and White offenders to estimate the extent to which minority offenders face differential probabilities of arrest. Farmers' perceptions about groundwater and drinking water quality are important, which influence their willingness to adopt protection measures either individually or collectively. This study attempts to capture the factors influencing farmers’ perceptions and their willingness to protect groundwater from nonpoint sources of pollution, and their willingness to support the local government to supply drinking water through alternative arrangements. Six villages are identified in the Lower Bhavani River Basin, Tamil Nadu, India on the basis of their long-term groundwater nitrate concentrations and sources of irrigation. The case studies of Singapore, Malaysia, the Philippines, and India presented in this paper support the author's contention that a country's industrialization strategy for economic development profoundly influences its industrial relations (IR) and human resources (HR) policy goals. The author finds that import substitution industrialization was associated with IR/HR policy goals of pluralism and stability, while a low-cost export-oriented industrialization strategy was associated with IR/HR policy goals of cost containment and union suppression. Despite numerous policy research institutes, organizations and social research in Nigeria, social outputs seem to have contributed little to policy articulation and formulation process. This feeble interface between knowledge base and policy formulation reduces the latter to a subject of intuitive judgment. This paper uses a schematic analysis approach to examine the relationship between policy space, social scientist and economy performance in Nigeria. The paper found that the input of policy research which should necessarily underscore economic reforms is inadequate and not effective.
