In the aftermath of the military conflicts of 1936 - 45, there seemed to be a global renunciation of war as an instrument of state policy. Shortly thereafter, however, decades of ideological attrition between the major powers and the inherent perversion of postcolonial states reduced the solemn declarations of 1945 to ineffectual rhetoric. Underpinning the decline and demise of a human-centred approach to global peace and security is the enduring notion of the civilised self and the barbaric other. The polarisation of humanity between camps of the savage and the civilised has continued to animate international policy making despite denials. …

In early May, 2015 it became known that Saudi Arabia and Turkey are supporting extremist Islamist groups in Syria against the regime of Bashar al-Assad. That Turkey, Saudi Arabia and Qatar, among others, have – mostly indirectly – been supporting Islamist groups is not news as similar reports have been emerging from time to time since 2011, if not earlier. A year ago the world witnessed the swift advances of the Islamic State of Iraq and al-Sham (ISIS) in Iraq and Syria. Though the emergence of the group was somewhat expected for those who have been following the regional developments of the past years it caught most of the world by surprise. Terrorism Deterrence In A Two Country Framework: Strategic Interactions Between R&D, Defense And Pre-Emption, Abhra Roy, Jomon Aliyas Paul

In this paper, we analyze the equilibrium responses (in terms of defense, R&D and preemption) to a potential terrorist attack in a two-country framework (Home and Foreign) using a multi-stage game with imperfect information. We highlight three different types of strategic interactions: (a) how the choice of defense, R&D and pre-emption affects the choice of the same in the other country (strategic interdependence across countries); (b) the strategic interaction between the instruments of terrorism deterrence, namely, defense, R&D and pre-emption in a given country and (c) the strategic interaction between the terrorist and the defender. In spite of ongoing improvements, integration of ethnic Turks in Germany remains a challenge from the dominant culture perspective, whereas a deeply ingrained institutional and everyday racism and the lack of legal protection against discrimination pose a challenge to full participation of ethnic Turks from another perspective. In an increasingly xenophobic Europe, particularly Germany, an increase in potential for religious and nationalist radicalization in different groups including ethnic Turks is becoming more and more evident. This increase in radical attitudes is not necessarily caused by a lack of integration, as evidenced among well-integrated individuals.

Training and exercises are commonly used among first responders to prepare them for disasters and other emergency situations. Emergency management students from Utah Valley University in the United States shared what they have learned about disaster preparedness and response with university students in the Balkans. The six students divided into teams of two and taught three groups of 15 students each. The Utah Valley University students trained 45 Macedonian students about disaster response principles, search and rescue, triage, and emergency medical care. The training was followed by three simulated exercises. The American students were interviewed about their experience. They reported …
