How Effective Are The Russian Sanctions?, Wesley Peterson
Cornhusker Economics
Russia's invasion of Ukraine has led to extensive economic, financial, trade, and other types of sanctions directed at individual Russians and the Russian economy. The long-term negative effects of the war on the Russian economy may be even more severe and the broader impacts of the conflict mean that it will have serious repercussions for future global economic, political, and diplomatic relations.

U.S. Foreign Policy For The Middle Class: Perspectives From Nebraska, Salman Ahmed, Allison Gelman
Yeutter Institute Publications
U.S. foreign policy has not come up often in the 2020 presidential campaign. But when it has, candidates on both sides of the aisle frequently have stressed that U.S. foreign policy should not only keep the American people safe but also deliver more tangible economic benefits for the country’s middle class. The debate among the presidential contenders is not if that should happen but how to make it happen. All too often, this debate takes place within relatively small circles within Washington, DC, without the benefit of input from state and local officials, small business owners, community leaders, local labor …

We detected Marburg virus RNA in rectal swab samples from Egyptian rousette bats in South Africa in 2017. This finding signifies that fecal contamination of natural bat habitats is a potential source of infection for humans. Identified genetic sequences are closely related to Ravn virus, implying wider distribution of Marburg virus in Africa.
The genus Marburgvirus, family Filoviridae, comprises 1 species, Marburg marburgvirus, which comprises 2 marburgviruses, Marburg virus (MARV) and Ravn virus (RAVV) (1). Marburgviruses cause sporadic but often fatal MARV disease in humans and nonhuman primates (2). The Egyptian rousette bat (Rousettus aegyptiacus) …

Since 2004, close to 7,000 people have died in Thailand’s domestic insurgency in its three Muslim-majority southern provinces, one of the longest-running, low-intensity conflicts in Southeast Asia. This study assesses perceptions of human security threats in the area among a sample of students, their parents, and teachers of Islamic private schools (n = 427, n = 331, n = 51, respectively), and how they relate to perceptions of government actors and other community institutions. Questionnaire items were drawn from the World Values Survey Wave 6. Focus groups and interviews were also conducted to deepen our understanding of conflict related dynamics.

Background An alarming rise in reported Lassa fever cases continues in west Africa. Liberia has the largest reported per capita incidence of Lassa fever cases in the region, but genomic information on the circulating strains is scarce. The aim of this study was to substantially increase the available pool of data to help foster the generation of targeted diagnostics and therapeutics.
Methods Clinical serum samples collected from 17 positive Lassa fever cases originating from Liberia (16 cases) and Guinea (one case) within the past decade were processed at the Liberian Institute for Biomedical Research using a targeted-enrichment sequencing approach, producing …

In 2016, Russian operatives associated with the St. Petersburg-based Internet Research Agency (IRA) used social media to conduct an information warfare campaign designed to spread disinformation and societal division in the United States. Masquerading as Americans, these operatives used targeted advertisements, intentionally falsified news articles, self-generated content, and social media platform tools to interact with and attempt to deceive tens of millions of social media users in the United States. This campaign sought to polarize Americans on the basis of societal, ideological, and racial differences, provoked real world events, and was part of a foreign government's covert support of Russia's …

Development of an effective vaccine became a worldwide priority after the devastating 2013–2016 Ebola disease outbreak. To qualitatively profile the humoral response against advanced filovirus vaccine candidates, we developed Domain Programmable Arrays (DPA), a systems serology platform to identify epitopes targeted after vaccination or filovirus infection. We optimized the assay using a panel of well-characterized monoclonal antibodies. After optimization, we utilized the system to longitudinally characterize the immunoglobulin (Ig) isotype-specific responses in non-human primates vaccinated with rVSV-ΔG-EBOV-glycoprotein (GP). Strikingly, we observed that, although the IgM response was directed against epitopes over the whole GP, the IgG and IgA responses were …

We analyzed whole-genome sequences of 8 enterovirus A71 isolates (EV-A71). We confirm the circulation of genogroup C and the new genogroup E in West Africa. Our analysis demonstrates wide geographic circulation and describes genetic exchanges between EV-A71 and autochthonous EV-A that might contribute to the emergence of pathogenic lineages.
Genogroup E was previously identified and characterized only on the basis of VP1 analysis (3). This study confirms the circulation in West and Central Africa of EV-A71 isolates belonging to the new genogroup E on the basis of the characterization of whole genomes. The divergence among isolates indicates that this genogroup …

Monkeypox virus (MPXV) is a large, double-stranded DNA virus belonging to the Orthopox genus in the family Poxviridae. First identified in 1958, MPXV has caused sporadic human outbreaks in central and west Africa, with a mortality rate between 1% and 10%.1 Viral genomes from west Africa and the Congo Basin separate into two clades, the latter being more virulent.2 Recently, MPXV outbreaks have occurred in Sudan (2005), the Republic of the Congo and Democratic Republic of the Congo (2009), and the Central African Republic (2016).3 A suspected outbreak of human MPXV was reported to WHO on Sept 26, 2017, by …

Creation Of Micro/Nano Surface Structures On Silver Using Collinear Double Femtosecond Laser Pulses With Different Pulse Separation, Nicholas Roth, Craig Zuhlke, Edwin Peng, Scott Hansen, Jeffrey E. Shield, Dennis Alexander
University of Nebraska's National Strategic Research Institute: Publications
Self-organized mound-like micro/nanoscale structures are reported for the first time on silver using a dual-pulse femtosecond laser surface processing technique. The dual-pulse laser processing technique reported in this paper uses femtosecond laser pulse pairs with a controlled temporal delay between the leading and trailing pulses. Using dual pulses at higher fluence values,mound-likemicro/nanostructures have been created on silver samples for the first time. Formation of the self-organized microstructures is shown to be dependent on the time delay between the leading and trailing pulses. Mound-likemicrostructures do not develop on silver for overlapped pulses or using single-pulse femtosecond laser surface processing for the …

United States Department of Energy: Publications
Report from a meeting held on the topic of disinformation, the Internet, and public diplomacy held at the Hoover Institution, Stanford University, in 2017.
Executive Summary
Scientific progress continues to accelerate, and while we’ve witnessed a revolution in communication technologies in the past ten years, what proceeds in the next ten years may be far more transformative. It may also be extremely disruptive, challenging long held conventions behind public diplomacy (PD) programs and strategies. In order to think carefully about PD in this ever and rapidly changing communications space, the Advisory Commission on Public Diplomacy (ACPD) convened a group of …

Information use of police force occurs when information acquired by the police to satisfy an information need based on task assigned to them is actually put to use. Information is therefore useful and valuable if after receiving it, it changes things, decisions, behaviour or one’s character and solves the problem for which the information is sought.
Survey research design was adopted for the study. The study population comprised 2,305 police officers in Alimosho Local Government Police Division. Stratified random sampling method was used to select 227 police officers. Questionnaire was the instrument used for data collection. Data collected was analyzed …

The 4th Amendment To The U.S. Constitution, Article 3 Of The Ala Code Of Ethics, And Section 215 Of The Usa Patriot Act: Squaring The Triangle, Sue Ann Gardner
University of Nebraska-Lincoln Libraries: Conference Presentations and Speeches
Librarians in the United States have many professional guideposts to inform their work. A patron's right to privacy is one tenet that tends to be upheld tenaciously, and is informed first by the 4th Amendment to the U.S. Constitution, among other Amendments, as well as Article III of the American Library Association Code of Ethics. Section 215 of the USA PATRIOT Act, the so-called "library provision," contradicts both the 4th Amendment and Article III of the ALA Code of Ethics, making it a weak third leg of a triangle of guideposts. The speaker explains how Section 215 allows for confiscation …

The US Army launched the Global Assessment Tool (GAT) – a 105-item psychometric instrument taken by approximately one million soldiers annually – in October, 2009 in support of a population-wide resilience development initiative known as the Comprehensive Soldier and Family Fitness (CSF2) program. The lead developer of the GAT was Chris Peterson, and his work on this project – along with that of Nansook Park and Colonel Carl Castro – will likely leave an important and indelible mark on not only the Army, but also the field of military psychology. In this paper, we provide more detail on the history …

Not Just Welfare Over Justice: Ethics In Forensic Consultation, Philip J. Candilis, Tess M. S. Neal
University of Nebraska Public Policy Center: Publications
The ethics of forensic professionalism is often couched in terms of competing individual and societal values. Indeed, the welfare of individuals is often secondary to the requirements of society, especially given the public nature of courts of law, forensic hospitals, jails, and prisons. We explore the weaknesses of this dichotomous approach to forensic ethics, offering an analysis of Psychology’s historical narrative especially relevant to the national security and correctional settings. We contend that a richer, more robust ethical analysis is available if practitioners consider the multiple perspectives in the forensic encounter, and acknowledge the multiple influences of personal, professional, and …

In a field study, the dissertation examined the influence of shared leadership on team performance for 51 military combat teams in a simulated dangerous environment. To simulate the dangerous context, the study employed amilitary tactical urban fighting complex, paintball weapons, role players, and a dynamic combat scenario. Using social network analysis techniques and after controlling for team diversity and combat experience, the study found the density measure of shared leadership to be positively and significantly related to team performance, accounting for 40% of the variance in team performance. This research also found both the centralization measure and density/centralization interaction effect …

Campus Safety: Assessing And Managing Threats, Mario Scalora, Andre Simons, Shawn Vanslyke
Mario Scalora Publications
Since the shootings at Virginia Tech, academic institutions and police departments have dedicated substantial resources to alleviating concerns regarding campus safety. The incident in Blacksburg and the similar tragedy at Northern Illinois University have brought renewed attention to the prevention of violence at colleges and universities.
Campus professionals must assess the risk posed by known individuals, as well as by anonymous writers of threatening communications. The authors offer threat assessment and management strategies to address the increased demands faced by campus law enforcement, mental health, and administration officials who assess and manage threats, perhaps several simultaneously.
