La Encuesta Nacional de Violencia Organizada (ENVO Élites) fue levantada en otoño del 2013 en México entre seis sectores de élites: gobierno, políticos, academia, medios, empresarios y sociedad civil (N = 629). Indaga en las acciones y actitudes que adoptan las élites mexicanas hacia los actores principales de la violencia organizada criminal: los perpetradores, las víctimas, el Estado y la sociedad civil. El presente informe compara los resultados descriptivos principales entre los seis grupos de élite y entre ellos y la población general.

Mixed-member electoral systems became a popular choice for “electoral engineers” in the 1990s. Countries as diverse as Venezuela, Hungary, Lesotho, and Italy adopted the system. The assumption was that introducing single-member districts (SMDs) in countries that used list proportional representation electoral systems would introduce “constituency” oriented legislators who could be more easily held accountable to voters. This paper explores any changes associated with the adoption of a mixed-member electoral system in Bolivia. "Authoritarian Constitution Making: The Role Of The Military In Latin America", Gabriel L. Negretto

During the twentieth century, military dictatorships produced the largest number of authoritarian constitutions in Latin America. Why would military rulers invest time and resources in drafting constitutions? I argue that military leaders engage in constitution making to introduce more effective transformations of the political order during their rule and to have influence over the functioning of democracy after leaving power. However, in order to achieve all these goals, military dictators must be able to mobilize popular and partisan support for the authoritarian regime. Although widely debated in broader socioeconomic terms, the Eurozone crisis has not received adequate scholarly attention with regards to the impact of alternative political systems. This article revisits the debate on majoritarian and consensus democracies drawing on recent evidence from the Eurozone debacle. Greece is particularly interesting both with regards to its potential ‘global spillover effects’ and choice of political system. The literature points out that political trust can have a major impact on democratic politics by affecting political participation, institutional effectiveness and policy choices. Given the significance of political trust for the functioning of democracy, it is important know how the way citizens relate with political actors and institutions changes in times of extraordinary shock. We The Peoples: The Global Origins Of Constitutional Preambles, Tom Ginsburg, Daniel Rockmore, Nick Foti

We like to think that constitutions are expressions of distinctly national values, speaking for “We the People.” This is especially true of constitutional preambles, which often recount distinct events from national history and speak to national values. This article challenges this popular view by demonstrating the global influences on constitutional preambles. It does so using a new set of tools in linguistic and textual analysis, applied to a database of most constitutional preambles written since 1789. Arguing that legal language can be analogized to memes or genetic material, we analyze “horizontal” transfer of language across countries and “vertical” transfers within …

Nation is a product of self-other separation and exclusion. Divergent, or even competing, narratives about the national Self and Other advanced by various nationalist entrepreneurs can shape conflicting policy preferences regarding the foreign country in question. The two primary Others for defining Taiwan's identity, China and Japan, have been frequently set against one another in its political discourses as elites wage a pitched battle over whom the Taiwanese are and where their future lies. This was evident during Japanese colonization in 1895-1945, the rule by the KMT regime after the war, and post-democratization period. For the new KMT government led …
