After a Zika outbreak began in Brazil in April 2015, narratives blamed the virus on a variety of international actors, including chemical companies and the Gates Foundation. Many of these narratives drew upon older conspiracy theories that had circulated in Latin America during the 2009 H1N1 influenza pandemic. Whether these narratives denounced transgenic mosquitoes or pesticides, they reflected not only the fear created by a mysterious wave of birth defects but also a profound mistrust of health authorities and transnational corporations. Nongovernmental organizations (NGOs) occupy a very ambiguous role in society. Historically, NGOs have been both heralded as democracy in action and criticized for being complicit supporters of neoliberalism. Now, in certain contexts, they are rendered as enemies of the nation. In this article, we examine the evolution of nongovernmental organizations in Hungary, a nation where this transformation is exceedingly clear. Hungary provides a pertinent case example to explore the manner in which civil society as an amorphous, ill-defined category becomes a stand-in for whatever the state needs to protect its interests. The early twentieth century was a tumultuous time for Portuguese society. Shortly before World War I began, the Portuguese monarchy fell and gave way to the First Republic on October 5, 1910. Collectively, the 1890 British ultimatum to Portugal—which forced Portugal to retreat from its claimed colonial African territories—the fall of the monarchy, and the country’s participation in the First World War set the framework for the post-romantic period.
