The damage caused by a dramatic worldwide increase in so-called natural disasters is staggering, with the poor in developing countries being most at risk. This paper analyses: (a) the key variables and their causal relations that underlie the complex system of risk and disaster occurrence in slums; (b) the impacts of disasters on slums; (c) the strategies used by local people to cope with risk and disasters; and (d) the reasons for weak coping. The views and knowledge of slum dwellers in El Salvador are the focus of this analysis. On this basis, five complementary ex ante risk-reduction measures have …

America's reliance on automobile transportation has attracted the scorn of academics for decades. Automobiles, it is said, are dangerous to life and limb, environmentally unfriendly, and wasteful of space and resources. Moreover, say the critics, automobiles produce inefficient individualistic social behavior that balkanizes com munities and shatters the otherwise cohesive nature of American life. This article examines the costs and benefits of U.S. automobile travel from a historic perspective. The rise of the American homeland security endeavor under the leadership of the new Department of Homeland Security has been heralded by several major national strategy documents. These documents have served to organize efforts at top levels within the government and industry. The U.S. President’s Commission on Critical Infrastructure Protection (PCCIP), convened in the wake of the bombing of the Murrah Federal Building in Oklahoma City, concluded that the nation’s physical security and economic security depend on our critical energy, communications, and computer infrastructures. While a primary motivating event for the establishment of the commission was the catastrophic physical attack of the Murrah Building, it is ironic that the commission focused its attention primarily on cyber threats. Their rationale was that cyber vulnerabilities posed a new, unaddressed challenge to infrastructure security. This approach was further questioned by the events of September 11, …

A Delphi survey was undertaken with a selection of professionals in academic, government and consulting across the world. The objective was to identify the application areas where priorities should be placed, and the current status of the research and information tools needed to address them. For this reason both modelling and application experts were included. The shifts in priorities over the last five years, and the differences in view between the three sectors are presented. Progress In The Development Of Hemp Protection Standards For C3i Facilities, George H. Baker, Clinton R. Gordon

DoD is involved in EMP standards development efforts which culminate 25 years of research. This paper previews an EMP protection standard for fixed, ground-based communication facilities. The standard uses a low-risk hardening approach which depends on an electromagnetic barrier comprised of a conducting shield to prevent harmful transients from reaching communication electronics. The standard is the first of its kind and is being instituted as MIL-STD-188-125.
