The New Deal In Art: The Fine Arts Project And The Evolution Of Abstract Expressionism, Sarah Coon Stoops
The New Deal In Art: The Fine Arts Project And The Evolution Of Abstract Expressionism, Sarah Coon Stoops
Institute for the Humanities Theses
The formation of the Works Progress Administration (WPA) as part of Roosevelt's New Deal, in conjunction with the Depression and World War II, can be credited with changing the face of international art of the twentieth century. The majority of the artists who were later to be known as Abstract Expressionists participated in the Fine Arts Project (FAP) branch of the WPA in New York throughout the 1930s. This government support of the artists gave them a chance to commit to painting as a career, and their painting styles evolved drastically during this time. Through this support, the connections that …

US Government Documents related to Indigenous Nations
This report from the United States (US) House Committee on Resources, dated June 3, 2004, was written to accompany US Senate Bill 1146 which proposed the construction of a rural health care facility on the Fort Berthold Reservation, North Dakota. The estimated cost for construction of said facility is 20 million dollars. This facility is part of a continued attempt by the US government to compensate for loss of property, infrastructure, and way of life for the Mandan, Hidatsa, and Arikara people who were forced off their land on the Fort Berthold Reservation due to the construction of the Garrison …

State Efforts To Expand Health Coverage: One Bite At A Time, Christopher Stream

For more than twenty years, health scholars and advocates have warned us about the lack of adequate health coverage among a growing number of Americans. Health insurance premiums are rising. Many employers, especially small employers who employ over half of the country’s workforce, and individuals are seeing premium increases of 30, 40, and even 50 percent. Not surprisingly, America’s uninsured population is rising— to more than 41 million people. States are feeling the budget crunch as the economy sags and more and more people turn to state Medicaid and other public health care systems. This all means that state policy …

U.S. regions have had radically different political histories. The South long has been seen as the nation’s most conservative region, while New England has been perceived as the most liberal.
An examination of 40 years of survey data generated by the American National Election Study, however, suggests that differences between the South and New England on social issues tend to be small, are getting smaller, and in some instances have disappeared.

The War Powers Resolution: Asserting Congress's Role Over The Use Of Military Force, Catherine M. Banks
Graduate Program in International Studies Theses & Dissertations
Immediately following the terrorist attacks of 11 September 2001, Vice President Richard Cheney identified the moment as a turning point in the relationship between the executive and legislative branches. As the representative leaders of the nation responded to the crisis that confirmed the new enemy, they granted the President substantial authority to shape the nation's policies towards the new threat. The nature of the threat called for this milestone in the executive-legislative relationship, which provided near unanimous support for the Commander-in-Chief to secure America and its interests. Yet, this moment has been relatively short-lived and the history of the tenuous …

Regulators need to rely on science to understand problems and predict the consequences of regulatory actions, but over reliance on science can actually contribute to, or at least deflect attention from, incoherent policymaking. In this article, we explore the problems with using science to justify policy decisions by analyzing the Environmental Protection Agency's recently revised air quality standards for ground-level ozone and particulate matter, some of the most significant regulations ever issued. In revising these standards, EPA mistakenly invoked science as the exclusive basis for its decisions and deflected attention from a remarkable series of inconsistencies. For example, even though …

Senator and presidential contender John Kerry has loudly and critically clanged the intelligence-reform bell in President Bush's ears. Recently, Mr. Kerry proposed great expansion of the director of central intelligence's (DCI) authority over the National Security Agency, Defense Intelligence Agency and National Geospatial-Intelligence Agency. But true reform must first come with the DCI's emancipation from the White House through providing a 10-year term as a presidential appointee.
Plebiscites And The Public Purse: U.S. Experience With Direct Democracy, Arthur A. Goldsmith
Plebiscites And The Public Purse: U.S. Experience With Direct Democracy, Arthur A. Goldsmith
College of Management Working Papers and Reports
The United States is a distinctive case for studying the way extensive direct democracy can affect fiscal policy. Every state in the Union allows voters to decide certain ballot questions about how to raise and spend public revenue. The U.S. record shows that large‐scale plebiscites fail to produce reliably “pro‐poor” government finance. Direct citizen involvement in fiscal policy has not led to uniformly equitable or financially sustainable state budgets. Nor has it mobilized low‐income groups to express and defend their economic interests. When called upon to make decisions about the amounts and purposes of statewide government spending, the electorate is …

The Effects Of Ballot Position On Election Outcomes, Jonathan G.S. Koppell, Jennifer A. Steen
The Effects Of Ballot Position On Election Outcomes, Jonathan G.S. Koppell, Jennifer A. Steen
Publications from President Jonathan G.S. Koppell
This article presents evidence of name-order effects in balloting from a study of the 1998 Democratic primary in New York City, in which the order of candidates' names was rotated by precinct. In 71 of 79 individual nominating contests, candidates received a greater proportion of the vote when listed first than when listed in any other position. In seven of those 71 contests, the advantage to first position exceeded the winner's margin of victory, suggesting that ballot position would have determined the election outcomes if one candidate had held the top spot in all precincts.

John F. Kennedy And West Virginia, 1960-1963, Anthony W. Ponton
Theses, Dissertations and Capstones
In 1960, John F. Kennedy, a wealthy New England Catholic, traveled to a rural, Protestant state to contend in an election that few thought he could win. While many scholars have examined the impact of Kennedy’s victory in the West Virginia primary, few have analyzed the importance that his visit to the state in 1960 and his ensuing administration had on West Virginia. Kennedy enacted a number of policies directed specifically toward relieving the poverty that had plagued West Virginia since statehood. The Kennedy administration funded highway construction, worker training programs, and area development at levels the state had never …

Congressional Leadership, Daniel J. Palazzolo

Congressional leadership takes place within an institution that serves two primary functions: making laws and representing citizens. Leaders play essential roles organizing the United States House of Representatives and the United States Senatethey set the schedule for debating bills and resolutions; formulate proposals to address public problems; represent their party's priorities through the media and in relations with leaders of the opposing party; support or oppose the president's initiatives in the legislative process; and build coalitions to pass legislation. The main challenge of congressional leadership is to advance the collective interests of the nation or of the leader's political party, …
Communitarianism And Republicanism, Richard Dagger
Communitarianism And Republicanism, Richard Dagger
Political Science Faculty Publications
Communitarianism and republicanism are closely related schools of thought - so closely related that friend and foe alike sometimes conflate them. The relationship is evident in their Latin roots: communitarians are concerned with communitas, the common life of people who form a community, and republicans are devoted to the res publica, the good of the public. Of the two, however, only republicanism traces its lineage as well as its name to ancient Rome. Indeed, scholars often look beyond Rome to the philosophers and city-states of ancient Greece, particularly Aristotle and Sparta, for the origins of republicanism. For the …

Her White House stay was short-lived, but the lessons of Betty Ford's experience remain vividly instructive. By accident of a national political crisis which catapulted her to the rank of the first lady in 1974, Mrs. Ford's tenure lasted a brief two years until her husband, Gerald R. Ford lost his bid for reelection. During that time, she developed a relationship of candor with the press and public. She spoke her mind on social and moral issues that were at the forefront of public debate. The positions she took were not always popular with the majority of Americans, many of …

Henriette Wyeth Hurd painted the official portrait of Patricia Nixon. The woman depicted is serene, almost sad. She appears fragile, yet brave. Above all, the face that gazes from the canvas understands--the wisdom in her eyes reflects that sense of tribulation bequeathed by experience. Both the painting and the subject reflect "calm at the center." It is an insightful portrayal of the American first lady known to the world as "Pat."

Unlike many previous presidential elections, in 2004 foreign policy issues are at the forefront of the American policy and electoral agenda. Not since the Vietnam era has the United States entered an election year with the United States at such a heightened state of war, with ongoing military operations in Iraq and Afghanistan, as well as covert operations deployed around the world to wage the war on terrorism. After nearly one full term with George W. Bush as commander in chief, his views on constitutional war powers have been expressed on numerous occasions. Bush, like his post World War II …
