Do Electoral Systems Matter?: Candidate And Organizational Activity In U.S. Local Elections Under Cumulative Voting, Districting, And At-Large, Tracy Sulkin

WWU Honors College Senior Projects

This study compares candidate and organizational activity in U.S. local elections under cumulative voting, districting, and at-large electoral arrangements. Candidates' campaign activities and their evaluations of their electoral system were measured with a mail survey conducted in the spring and summer of 1996 and winter of 1997. Preliminary results indicate that electoral systems have a negligible impact on the ways in which candidates contest elections.

The American political system is characterized by its two-party structure. However, apparently American faith in the status-quo democracy is faltering. With advancing technology, Americans are gaining greater access to political information, and tools such as the Internet are proving to be useful and versatile in the political arena. The elections of this decade have already been touched by the effects of the Internet, and groups such as the revolutionary cyberparties show promise of reshaping the party politics in this country. The current two-party system is in jeopardy of being replaced by one that is more democratic.

National and State exit polls provide a wealth of information on the public opinions of women of color, beyond the choice of candidate and standard research questions of partisanship and ideology. Policy issues and ballot questions provide a window into the positions of voters who are women of color. (Many more than those analyzed for this paper are available in the exit poll datasets.) One of the major conclusions of this study must be to expand the political agenda of women and communities of color and insist on more representative polling with larger minority samples (especially for Asian Americans). Recent Supreme Court decisions and the impeachment of President Clinton has reinvigorated the debate over Congress’s authority to employ devices such as special counsels and independent agencies to restrict the President’s control over the administration of the law. The initial debate focused on whether the Constitution rejected the “executive by committee” employed by the Articles of the Confederation in favor of a “unitary executive,” in which all administrative authority is centralized in the President. More recently, the debate has begun to turn towards historical practices. Some scholars have suggested that independent agencies and special counsels have become such established features …

A Segregationist On The Civil Rights Commission, James R. Sweeney

In 1957 President Dwight D. Eisenhower appointed to the newly created Commission on Civil Rights John Stewart Battle, a former longtime Virginia General Assembly member and governor who was also a staunch segregationist. Eisenhower appointed him to represent white Southern opinion and because of his national reputation for deft political conciliation. The article reviews Battle's personal background, political career, racial philosophy, and interactions with other figures prominent in the era's civil rights politics, including Father Theodore Martin Hesburgh, Harry F. Byrd, Sr., and J. Lindsay Almond, Jr. During his service on the commission during 1957-59, Battle's segregationist views kept him …
