The Ground War 2000-2004: Strategic Targeting In Grassroots Campaigns, Peter Wielhouwer

This article uses survey data from the National Election Studies to examine personal contacting and grassroots mobilization strategies in presidential election campaigns, focusing on the 2000 and 2004 elections. Consistent with widespread journalistic accounts, we find that respondents overall report higher levels of mobilization in 2004. We also find evidence of strategic targeting and mobilization and report on shifts in targeting strategies between the two election cycles

Is Federalism The Reason For Policy Failure In Hurricane Katrina?, Thomas Birkland, Sarah Waterman

Governmental responses to Hurricane Katrina are generally cited as policy failures. Media and popular analyses focus on the federal government’s policy failures in hazard preparedness, response, and recovery. Meanwhile, disaster experts realize that disaster response is a shared intergovernmental responsibility.We examine the federal nature of natural disaster policy in the US to consider whether federalism, or other factors, had the greatest influence on the failures in Katrina.We find that some policy failures are related to policy design considerations based in federalism, but that the national focus on ‘‘homeland security’’ and the concomitant reduction in attention to natural hazards and disasters, …

"She Brought Only A Skirt": Print Media Coverage Of Elizabeth Dole's Bid For The Republican Presidential Nomination, Caroline Heldman, Susan Carroll, Stephanie Olson

This article analyzes two data sets to determine differences in print media coverage of Elizabeth Dole and five other Republican contenders for the presidential nomination in 1999: George W. Bush, John McCain, Alan Keyes, Gary Bauer, and Steve Forbes. Our findings indicate that Dole received a differential amount and type of print media coverage that was decidedly gendered and may have hindered her candidacy. Dole did not receive an amount of media coverage consistent with her standing as the number two candidate in the polls throughout the time period we examined, and the press paid more attention to Dole's personality …

Can a man be the Director of the Women’s Bureau at the Department of Labor? According to Congress, the answer is no. Congress has stated by statute that a woman must be the nominee to head the Women’s Bureau at the Department of Labor. The key questions are: (1) even if it makes sense on policy grounds, is it constitutional? and (2) if we accept such a statutory limitation power what are the potential precedential consequences for other appointment matters? The Impact Of Church Activities And Socialization On African-American Religious Commitment, Peter Wielhouwer

Objective. This article examines religious commitment (church involvement, private devotionalism, and religious salience) among African Americans as a function of being served by a religious congregation, perception of the historical role of the church in relation to the group, and religious and racial socialization. Methods. Drawing on traditional Christian expectations of the church, hypotheses are tested using the 1979–1980 National Survey of Black Americans. Three alternative models are tested that explicitly compare the effects of church activities with conventional socialization and demographic models of religious commitment. Results.
