Spanish-speaking populations in the United States are more vulnerable in disaster contexts due to inequities, such as language barriers, that prevent them from receiving life-saving information. For the past couple of decades, governmental organizations have addressed these issues by translating weather watches, warnings, and advisories into Spanish. Previous studies suggest that these Spanish translations do not communicate the same level of urgency as their English counterparts. To identify whether these translated products result in inequities between English and Spanish speaker reception and comprehension of forecast information, we asked a representative sample of U.S. English (n = 1,550) and Spanish (n …

According to recent Census data, the Hispanic or Latino population represents nearly 1 in 5 Americans today, where 71.1% of these individuals speak Spanish at home. Despite increased efforts among the weather enterprise, establishing effective risk communication strategies for Spanish-speaking populations has been an uphill battle. No frameworks exist for translating weather information into the Spanish language, nor are there collective solutions that address this problem within the weather world. The objective of this article is threefold. First, the current translation issue in Spanish is highlighted. High Wind Alerts: A System Created With Observations From The X-Band Teaching And Research Radar, Lauren Warner

Following the August 13, 2011, Indiana State Fair stage collapse tragedy, caused by a wind gust from an approaching thunderstorm, Purdue University enforced a wind speed restriction of 30 mph (13 m s-1) for tents at outdoor events. During these events, volunteers stand outside with handheld anemometers, measuring and reporting when the wind speeds exceed this limit. In this study, we report testing of a new system to automate high-wind alerts based on observations from a Doppler radar, the X-band Teaching and Research Radar (XTRRA), near Purdue’s campus. XTRRA scans over campus at low elevations approximately every 5 minutes. Using …

The United States is one of the most prone areas in the world to experience severe weather. A warning system operated by the National Weather Service alerts the public of the dangers of severe weather. The purpose of this project is to analyze the effectiveness of the National Weather Service warning system across Kentucky and Tennessee. A case study is presented analyzing six severe weather events in areas warned by the National Weather Service offices in Louisville, Kentucky and Nashville, Tennessee in 2018. During high-impact weather events like Hurricane Harvey, broadcast meteorologists take on the role of sensegiver, as they develop frameworks to help their viewers make sense of the storm. These frameworks are communicated through rhetorical choices evident in the language the meteorologists use to describe the storm’s threat and impact. This study investigates the rhetorical choices of KHOU broadcast meteorologists during Hurricane Harvey in order to make sense of the disaster, using an inductive thematic analysis. The results indicate that the KHOU broadcasters framed Harvey figuratively as an all-encompassing monster and a heat-seeking machine. The meteorologists used emotionally intense language to …

This study explores how college campuses are using social media during severe weather events. This topic surfaced after a tornado devastated Moore, Oklahoma in May 2013 and those displaced flocked to the University of Oklahoma campus after a post made on Twitter went viral prior to an official message being sent out by the university. In order to further explore this topic, a qualitative phenomenological case study was conducted at the following sites: University of Alabama, Missouri Southern State University, University of Oklahoma, and Florida State University. In the past decade, weather disasters have claimed thousands of lives and resulted in billions of dollars in damages. Awareness of a storm threats can occur hours or days in advance, but disaster assessments indicate many people do not heed storm warnings. This problem is old. Despite 50 years of research, and new technologies and training to improve responsiveness, the basic issue– understanding how people interpret and respond to weather warnings–persists. An exploratory study that incorporated human behavior theories and communication models not traditionally associated with severe weather analysis was conducted to learn how weather risks are perceived by nonscientists. …

An F2 tornado that touched down in Daytona Beach on Christmas Day afternoon caused over $50 million of damage to the Embry-Riddle Aeronautical University campus and nearby neighborhoods. The tornado was part of a severe-weather outbreak over Florida, Georgia, and South Carolina that began during the overnight hours of 25 December 2006. Examination of surface and upper-level meteorological charts and vertical soundings on the morning of 25 December showed stability and wind-shear conditions favorable for tornadic thunderstorms over this region. Today’s television weathercasters are being called upon increasingly to go beyond benign weather prognostications to become the “newsroom experts” for science topics. The expectation to act as both scientists and journalists can cause ethical ambivalence (EA), a sociological condition in which, faced with conflicting norms, the subject feels that he/she is being pulled psychologically in two different directions (Jansen & Von Glinow, 1985).
