The Clackamas River Hydroelectric Project No. 2195 (Project) is located on the Oak Grove Fork of the Clackamas River and the mainstem of the Clackamas River in Clackamas County, Oregon. Reservoirs included in the Project include Timothy Lake, Lake Harriet, North Fork Reservoir, Faraday Lake, and Estacada Lake. The operator of the Project, Portland General Electric (PGE), was issued a license on December 21, 2010 by the Federal Energy Regulatory Commission (FERC) for continued operations and maintenance. The Final Environmental Impact Statement (FEIS) for the license noted that regular surveys for invasive aquatic weed species would be conducted as part …

In order to educate a broad cross section of the public about Aquatic Invasive Species (AIS) distributions and survey efforts in Oregon’s lakes and reservoirs, database connections were created to display AIS information on the Online Atlas of Oregon Lakes (aol.research.pdx.edu/). The connections allowed for the dynamic display of AIS survey records stored in three separate databases: the Center for Lakes and Reservoir’s Oregon Aquatic Plant and Mussel Databases and the iMapInvasives database. AIS survey records collected by the Center for Lakes and Reservoirs were also reported to the iMapInvasives database.

Sustainable Communities Capacity Building
Asset management is a strategic approach to maintaining and sustaining infrastructure in order to meet the needs of the community at the lowest overall life cycle cost. This approach helps communities know how and where to prioritize limited funds in order to achieve the greatest benefit. Often applied to drinking water and wastewater infrastructure, this method is well suited to managing any assets, including stormwater systems.
This issue brief is intended to introduce local governments to the asset management process and to show how it can be applied in managing stormwater assets. It was adapted from an appendix written by …

The Clean Energy Legislation passed by the Australian Parliament on 8 November 2011 links the carbon price to the Carbon Farming Initiative (CFI). Under the Carbon Credits (Carbon Farming Initiative) Act 2011 (the Act), proponents need to consider regional natural resource management (NRM) plans to ensure that tree plantings for carbon bio-sequestration maximise environmental benefits and avoid unintended adverse effects on biodiversity, water and agricultural production systems.

The Oregon Lake Watch (OLW) volunteer monitoring program was resurrected after over a decade in hibernation. The new program was designed to educate the public about threats of aquatic invasive species (AIS), provide early detection of AIS invasions, and provide long term water quality data for the better management of Oregon’s lakes and reservoirs. Protocols were created for citizen scientists to survey for AIS, collect temperature and water clarity data, and record the data through an online data entry portal. An OLW website was developed to educate about AIS and provide survey protocols and identification materials to volunteers. AIS surveys …

Neither zebra nor quagga mussels (Dreissena polymorpha and D. rostriformis bugensis, respectively) were detected by Portland State University (PSU) during their early detection sampling in Oregon water bodies during 2013. PSU conducted sampling for planktonic larvae, juvenile, and adult mussels at nine Oregon water bodies during the July to August period coinciding with water temperatures favorable for mussel spawning. A total of 113 plankton samples were collected and over 1.6 million liters of lake water were filtered through 63-μm mesh nets during plankton sample collection. Early detection aquatic invasive species (AIS) surveys were conducted at 33 Eastern Oregon waterbodies during the summers of 2013 and 2014. Submerged aquatic plants, gastropods, bivalves, and crayfish were collected using a thatch rake, benthic dredge, plankton net, and modified minnow traps. Shoreline aquatic noxious weeds were noted when present and water quality characteristics were measured. Two AIS snail species, one AIS crayfish species, and five AIS plant species were detected during the surveys. Big-ear radix snails (Radix auricularia) were newly detected at 14 waterbodies distributed across the survey area. Chinese mystery snails (Cipangopaludina chinensis) were …

Despite long-standing interest of terrestrial ecologists, freshwater ecosystems are a fertile, yet unappreciated, testing ground for applying community phylogenetics to uncover mechanisms of species assembly. We quantify phylogenetic clustering and overdispersion of native and non-native fishes of a large river basin in the American Southwest to test for the mechanisms (environmental filtering versus competitive exclusion) and spatial scales influencing community structure. Contrary to expectations, non-native species were phylogenetically clustered and related to natural environmental conditions, whereas native species were not phylogenetically structured, likely reflecting human-related changes to the basin. Public awareness of aquatic invasive species and proper boat cleaning procedures may prove to be beneficial in reducing the transport and establishment of aquatic invasive species like New Zealand mud snails and zebra and quagga mussels as well as hydrilla and Eurasian watermilfoil. The hyporheic zone is the subsurface area below and adjacent to a stream where groundwater mixes with stream water, through vertical, lateral, and longitudinal flows. The hyporheic zone connects the stream to uplands and other terrestrial environments. It is a zone of distinct faunal communities, high biological diversity and ecological complexity, and is the site of chemical processing and transformations of ground- and stream waters. The hyporheic zone is important to the overall ecosystem ecology of the stream, and it can influence stream water chemistry. During the winter months in the High Plains region of the United States, wind chill temperatures can reach dangerous levels for humans and animals. Knowing the frequency in which extreme wind chill temperatures occur could help forecasters know when to issue wind chill advisories and also the general public understand just how rare, or common, certain wind chill temperatures are. A climatology spanning a 37-year period was created using data from 57 stations in and around the plains portion of the High Plains region from the Integrated Surface Hourly Database at National Climatic Data Center (NCDC). The artificially created region around the ‘‘Land between the Lakes’’ (LBL) in Kentucky represents unique land use and land cover (LULC) heterogeneities. Over a distance of 100 km, the LULC comprises artificially created open water bodies (i.e., two parallel large run-on-river dams separated by the LBL), mountainous terrain, forest cover, and extensive agricultural land. Such heterogeneities increase (decrease) moisture supply and sensible heat, resulting in a differential air mass boundary that helps to initiate (inhibit) convection. Hence, the LBL can potentially modify precipitation formation. Historical anecdotes reveal a tendency for storms to dissipate or reintensify near the LBL. The specific …

Climate Masters of Nebraska is an innovative educational program that strategically trains community volunteers about climate change science and corresponding ways to reduce greenhouse gas emissions in an interactive and action-based teaching environment. As a result of the program, 91% of participants indicated that they made informed changes in their lives to reduce greenhouse gas emissions. Approximately 500 hours of volunteer work was reported by participants as an outreach for greenhouse gas emission reduction. The program can be easily replicated to other locales with an effective planning and with small leadership team.

A comparison between two mesoscale models, Colorado State University Regional Atmospheric Modeling System (RAMS) version 4.4 coupled with the Land-Ecosystem--Atmosphere Feedback Model (LEAF2) and Penn State/NCAR’s Mesoscale Model (MM5) coupled with NOAH Land Surface Model, was conducted in order to assess the sensitivity of forecasted planetary boundary layer (PBL) variables to anomalous initial volumetric soil moisture conditions. The experiments were conducted using three synoptic events: June 11, 17 and 22, 2006. For each event, one control run and six additional simulations were completed using RAMS and MM5. Lake Erie has experienced harmful algal blooms with increased frequency since the mid-1990s due to excess nutrients from Rivers, such as the Maumee River, and largely agricultural watersheds. Nonpoint source pollution from agriculture contributes to eutrophication, algal blooms, and the degradation of water quality. This creates stress on aquatic fauna, reduced aesthetic quality, odor, and limits of the water for usage of drinking, recreation, and industry. Optimization of land surface models has been challenging due to the model complexity and uncertainty. In this study, we performed scheme-based model optimizations by designing a framework for coupling "the micro-genetic algorithm" (micro-GA) and "the Noah land surface model with multiple physics options" (Noah-MP). Micro-GA controls the scheme selections among eight different land surface parameterization categories, each containing 2–4 schemes, in Noah-MP in order to extract the optimal scheme combination that achieves the best skill score.
