In 2008, the Ord Irrigation Expansion Project was approved by the Western Australian Government to develop irrigated agriculture on the Weaber Plain.
An important concern is the effect the Weaber Plain agricultural development may have on the water quality of the downstream Border Creek and Keep River
This report assembles and reviews all available physico-chemical water quality data for the lower Keep River and Border Creek systems and presents data from the initial year of a targeted baseline monitoring program (June 2010 – June 2013).

In 2008, the Ord Irrigation Expansion Project was approved by the Western Australian Government to develop irrigated agriculture on the Weaber Plain. Construction of the M2 supply channel connecting the ORIA and the Weaber Plain, and the final period of irrigation design, environmental management and related approval processes, commenced later in 2009. This process followed a protracted period of public and private industry planning and environmental assessment (Kinhill 2000). Climate change affects the water available in a region. It also affects the water demand, because of the increase in temperature. A system dynamics model was developed for the Colorado River Basin (CRB), operating at a monthly time scale, to assess the potential impacts of climate change on streamflow in the Colorado River and its subsequent impact on the water resources management in the Las Vegas Valley (LVV). The effect of climate change on streamflow was evaluated using 16 global climate model outputs for 3 emission scenarios, also referenced in the Inter-Governmental Panel on Climate Change Fourth Assessment Report. The introduction of invasive aquatic plant species (IAPS) can cause significant ecological and economic harm. IAPS can displace native aquatic plant species, impair recreation, and degrade water quality. Early detection of new invasions can improve chances for successful eradication or containment to reduce the risk of IAPS spread. The Oregon Department of Agriculture (ODA) lists the most egregious offenders as “Noxious Weeds” which are defined as plants classified by the Oregon State Weed Board that are injurious to public health, agriculture, recreation, wildlife, or any public or private property (ODA 2011).

Portland General Electric (PGE) was issued a new license by the Federal Energy Regulatory Commission (FERC) for the continued operation and maintenance of the Clackamas River Hydroelectric Project No. 2195 (Project) on December 21, 2010. This Project is located on both the lower 16 miles of Oak Grove Fork of the Clackamas River (Oak Grove Fork) and the mainstem of the Clackamas River in Clackamas County, Oregon. The effects of relicensing this Project were addressed in the Final Environmental Impact Statement (FEIS) completed in December 2006 and included the issue of invasive aquatic weed species. Many recent studies have sought to understand the response of barrier islands and their attendant marshes to sea level rise. The Mississippi River delta plain, specifically the Chandeleur Islands and associated interior wetlands in eastern Louisiana, serves as an excellent natural laboratory for studying these responses. This region is presently undergoing the highest rates of shoreline erosion (> 15 m yr -1) in North America as wetlands are converted to open water in a regime of subsidence-driven rapid relative sea-level rise (~1 cm yr-1). Two methodologies, DRASTIC and the NDEP method, were used to compare the groundwater vulnerability of mining, associated towns, and agricultural areas in northern Nevada. The DRASTIC and NDEP methods were compared to determine which method produces a more accurate depiction of vulnerability. Vulnerability maps were created using the United States Environmental Protection Agency's (USEPA) DRASTIC and Nevada Department of Environmental Protection (NDEP) methodologies. The DRASTIC map uses seven aspect layers of geologic and hydrologic information with assigned values and weights that are applied to a mathematical equation. Human activities such as conversion of natural ecosystem to croplands and urban-centers, deforestation and afforestation impact biophysical properties of land surface such as albedo, energy balance, and surface roughness. The first step in managing large-scale (national) collaborations and networks is to consider and address how a group and a potential partnership may match up (Luther, 2005). To explore this concept and many other collaborative concepts, the National Integrated Drought Information System (NIDIS) hosted a workshop, “Building a Sustainable Network of Drought Communities,” which was facilitated by the National Drought Mitigation Center (NDMC) in Chicago, IL, June 8-9, 2011.

Precipitation estimation is an important and challenging task in hydrology because of high variability and changing climate. This research involves (1) analyzing changes (trend and step) in seasonal precipitation and (2) estimating seasonal precipitation by disaggregating water year precipitation using a k-nearest neighbor (KNN) nonparametric technique for 29 climate divisions encompassing the Colorado River Basin. Water year precipitation data from 1900 to 2008 are subdivided into four seasons (i.e., autumn, winter, spring, and summer). With increasing evidence of climatic variability, there is a need to improve forecast for hydroclimatic variables i.e., precipitation and streamflow preserving their spatial and temporal variability. Climatologists have identified different oceanic-atmospheric oscillations that seem to influence the behavior of these variables and in turn can be used to extend the forecast lead time. In the absence of a good physical understanding of the linkages between oceanic-atmospheric oscillations and hydrological processes, it is difficult to construct a physical model. There are various methods available for estimating magnitude and trends of evapotranspiration. Bowen ratio energy balance system and eddy correlation techniques offer powerful alternatives for measuring land surface evapotranspiration. In spite of the elegance, high accuracy, and theoretical attractions of these techniques for measuring evapotranspiration, their practical use over large areas can be limited due to the number of sites needed and the related expense. Application of evapotranspiration mapping from satellite measurements can overcome the limitations. During this quarter, analysis was completed for 21 adult/juvenile samples and analyses of the remaining samples are underway. A manuscript describing the I-MAP and its history, current recommended monitoring, and recommended future monitoring and a separate manuscript describing the I-MAP’s monitoring protocol were accepted for publication in the journal Aquatic Invasions. Dreissenid bivalves, Dreissena polymorpha (zebra mussel) and Dreissena bugensis (quagga mussel) are biofouling species that invaded the Great Lakes region of North America from source populations in Europe in the 1980s. Initially, D. polymorpha spread faster and farther; however, D. bugensis have recently displaced D. polymorpha in many areas of the Great Lakes and was the first to be found west of the Continental Divide. Early detection of dreissenids is important in anticipating and preventing potentially high economic impacts. Nitrous oxide (N2O) is a potent greenhouse gas that contributes to climate change and stratospheric ozone destruction. Anthropogenic nitrogen (N) loading to river networks is a potentially important source of N2O via microbial denitrification that converts N to N2O and dinitrogen (N2). The fraction of denitrified N that escapes as N2O rather than N2 (i.e., the N2O yield) is an important determinant of how much N2O is produced by river networks, but little is known about the N2O yield in flowing waters. This report looks at the potential financial impact of LD 1725 on the estimated 30,000 stream crossings in the State of Maine that would be affected by the law. Our research for this report included the analysis of nearly 2000 stream crossings and the data collection necessary for the development of extensive stream crossing replacement cost models. We found that the 1.2 bankfull requirements in LD 1725 would result in a 75% ‐ 250% increase in structure widths for stream crossing projects across the state. An upsize of this magnitude would increase the cost of replacing stream crossings statewide by …
