In the U.S., more than 2200 stormwater utilities have been enacted. This year, we have expanded the survey to include stormwater utilities in other countries. Many of these stormwater assessments are called taxes, but if the assessment is recurring, is not an ad valorem tax, and is dedicated to stormwater purposes, we call it a stormwater utility. With the help of ChatGPT we have been able to identify 25 stormwater fees in Australia. We were also able to identify 3 in New Zealand, and some in Europe as well.

Punjab, India's primary rice and wheat production hub, has witnessed rapid expansion of paddy cultivation over the past two decades, driven by minimum support price incentives, changes in government policies, alignment of sowing with the monsoon season and the adoption of high-yielding varieties. This transition has intensified groundwater extraction and shortened the fallow period between rabi and kharif crop seasons, reducing the window between rice harvesting and wheat sowing, leading to widespread open-field burning of rice residue and recurrent post-monsoon air-quality deterioration across the Indo-Gangetic Plain. Agriculture is a major global source of methane (CH4), and accurate emission estimates are essential for refining national greenhouse gas inventories and supporting climate-resilient policies. This study develops a high-resolution estimation framework for CH4 emissions from Korean rice paddies by integrating multi-source datasets, including Moderate Resolution Imaging Spectroradiometer (MODIS) vegetation indices, European Centre for Medium-Range Weather Forecasts (ECMWF) Reanalysis Version 5 (ERA5)-Land meteorological variables, and Harmonized World Soil Database (HWSD) soil properties. Accurate monitoring of Chlorophyll-a (Chla) is critical for assessing aquatic ecosystem health, yet ecological complexity often leads to ambiguous spectral signatures in satellite data. Traditional deterministic models assume a one-to-one mapping between spectra and pigments, often failing to capture these high-dimensional analytical challenges. In this study, we propose a novel deep learning architecture, the Channel Attention-Mixture Density Network (CA-MDN), to retrieve Chla from the National Aeronautics and Space Administration (NASA) Earth Surface Mineral Dust Source Investigation (EMIT) hyperspectral mission. Accurate delineation of inland waterbodies is critical for applications such as hydrological monitoring, disaster response preparedness and response, and environmental management. While optical satellite imagery is hindered by cloud cover or low-light conditions, Synthetic Aperture Radar (SAR) provides consistent surface observations regardless of weather or illumination. This study introduces a deep learning-based ensemble framework for precise inland waterbody detection using high-resolution X-band Capella SAR imagery. Climate change alters how strongly the atmosphere draws water from the land, yet a consistent global assessment of this evaporative demand has been lacking. Here, we analyze 45 years of climate data and global models to quantify trends in the key drivers—air temperature, humidity, radiation, wind speed, and cloud cover—that determine the atmosphere’s drying power. We find that evaporative demand has increased worldwide, indicating a stronger atmospheric thirst, except in South Asia, where it has declined. There, widespread irrigation has increased soil and air moisture, enhanced cloud formation, and reduced sunlight reaching the surface, counteracting the global signal. These contrasting …

Executive Summary
The western rock lobster (WRL) fishery is considered sustainable with catches being slightly below those associated with the maximum economic yield (MEY) proxy (39% harvest rate), which ensures the large lobster biomass and economical catch rates are maintained. The marine environment continues to be the biggest driver in stock dynamics with post larval recruitment (puerulus) and adult behaviour, including catchability, strongly influenced by oceanic conditions. Recent seasons have seen strong Leeuwin Currents and warm ocean conditions. As climate change intensifies, extreme weather increasingly threatens California’s Central Valley (CV), a vital agricultural region exposed to rising risks from heatwaves (HW), droughts (DR), and compound extremes. These events disrupt crop productivity and broader processes like water demand, pest dynamics, and soil stability, posing systemic risks. Hydrological switches, defined as rapid transitions between extreme meteorological events such as droughts and floods, are becoming increasingly frequent across the contiguous United States (CONUS) due to climate variability. This study analyzes the spatial and temporal patterns of these hydrological switches and their correlation with large-scale meteorological indices, such as the Standardized Precipitation Index (SPI) and Standardized Precipitation Evapotranspiration Index (SPEI). Streamflow data from the US Geological Survey (USGS) is analyzed to investigate the impact of meteorological drivers on hydrological variability. Agriculture in the Lower Colorado River (LCR) region faces mounting challenges from climate change, arid conditions, and water scarcity. This study evaluates water use efficiency (WUEc) and crop-switching strategies under SSP2-4.5 and SSP5-8.5 scenarios for 2025–2049, 2050–2074, and 2075–2099. Using historical data, climatic drivers such as temperature and precipitation were analyzed for their influence on key crops, including durum wheat, winter wheat, and corn. Results show SSP2-4.5 supports water use reductions up to 16%, stable profits (80–90%), and modest calorie increases (up to 15%), while SSP5-8.5 poses severe challenges, with water use reductions of 2–5%, profits dropping to around 20%, …

The Nebraska Sandhills contain thousands of shallow, groundwater-fed lakes. These lakes are extremely sensitive to environmental and climatic changes due to their isolated hydrological setting and small volume. Building on previous work on the hydrology, geochemistry and long-term climate response of Sandhill lakes, my research considers how ecosystem processes such as primary production, nutrient limitation and water quality respond to short-term environmental and climatic change. In my first data chapter, I highlight that Sandhill lakes are nitrogen (N) but not phosphorus (P) limited and that N:P ratios are poor predictors of nutrient limitation status in Sandhill lakes. The ECOsystem Spaceborne Thermal Radiometer Experiment on Space Station (ECOSTRESS) collects thermal observations from the International Space Station to support evapotranspiration (ET) research at fine spatial resolutions (70 m × 70 m). Initial ET from ECOSTRESS Collection 1 was used in scientific research and applications, though subsequent analyses identified areas for improvement. This study outlines updates to ECOSTRESS Collection 2 ET and presents an accuracy assessment of ET and auxiliary variables validated against in situ data from AmeriFlux. Groundwater serves as a lifeline in Egypt’s hyper-arid Eastern Desert, particularly for agricultural and domestic uses. However, a comprehensive understanding of groundwater origin, quality, and recharge dynamics in the region remains limited due to geological complexity, data scarcity, and the high cost of isotopic analysis. The Himalayan cryosphere is dynamic, and changing climate conditions threaten breach of glacial lakes. A number of glacial lake outburst floods (GLOFs) occurred in the Himalayas in the recent past, affecting people and infrastructures. Assessment of high-altitude glacial lakes is required to avoid associated hazards and mitigate the impacts. In this study, we have made an inventory of naturally formed lakes within the Sikkim Himalayas, including Nepal, Bhutan, and China, and discussed the GLOF susceptibility. This thesis investigates how lagoon flushing influences fecal indicator bacteria (FIB) concentrations—specifically enterococcus bacteria—in the surf zones of East Hampton and Southampton, New York. Focusing on the coastal lagoons of Georgica Pond, Sagg Pond, and Mecox Bay, the study analyzes how episodic inlet openings and environmental conditions affect enterococcus levels at adjacent recreational beaches. Using over 700 observations from the Surfrider Foundation’s Blue Water Task Force (BWTF) database, I construct a series of statistical models ranging from ordinary least squares to mixed effects frameworks; this thesis shows my process in developing this model. Thermal stratification is a core process of lakes which plays a critical role in shaping the ecological dynamics of lakes, influencing major processes like nutrient cycling and oxygen availability. For shallow polymictic lakes, thermal stratification patterns present some unique differences due to the complex and variable nature of these lakes. In this thesis, I examined thermal stratification in a shallow polymictic lake in northwestern Ontario during the ice-free season of 2019 to investigate the frequency, duration, and driving factors of thermal stratification. Recent research identified 2022 as being the year of lowest seasonal April–May–June–July (AMJJ) observed streamflow for the Po River Basin (PRB) in the past two centuries. Expanding upon this research, we applied filters (2-year to 30-year filters) to the AMJJ observed streamflow and identified the late 20th and 21st century as displaying extreme drought. In this study, we introduce PALEO-RECON, an automated reconstruction tool developed to leverage tree ring-based proxies and streamline regression processes. The Mississippi Sound provides nursery habitats for many coastal species and is recognized for its commercial fisheries. Previous freshening events linked to the Bonnet Carré Spillway, a Mississippi River flood diversion structure, proved catastrophic for oyster populations in the Mississippi Sound, but effects on mobile fish and shellfish species are not well-defined. The planned Mid-Breton Sediment Diversion (MBSD), an initiative to combat wetland loss, is also forecasted to lower salinities in the region, increasing the need to better understand responses of commercially and ecologically important species to freshening events. To make sound decisions on managing saline sites, you need to know the source of salt, how salinisation is occurring, the landscape context, and most importantly, the actual salt concentration of the soil.
The most common 'measures' of salt concentration are actually estimates based on electrical conductivity of a soil and water solution. Soil salt content can be measured in a laboratory by measuring the total dissolved solids in a sample. In the field, salt concentration can also be estimated using electromagnetic induction-based soil sensors.

Ecosystem restoration is a critical nature-based solution to mitigate climate change. However, the carbon sequestration potential of restoration, defined as the maximum achievable carbon storage, has likely been overestimated because previous studies have not adequately accounted for the competition between ecosystem water demands for maximizing carbon sequestration and human water needs. Here we used a comprehensive process-based model combined with extensive land-use data and evaporation recycling accounting for land–atmosphere feedback to estimate the water requirements associated with ecosystem restoration. We found that achieving the carbon sequestration potential of restoration would significantly reduce global water availability per capita by 26%, posing …

Monitoring river suspended sediment concentration (SSC) is critical for environmental challenges such as understanding the fate of thawed permafrost sediment and its impact on global carbon cycling. However, traditional SSC monitoring using Landsat imagery is limited by spatial and temporal constraints, particularly for narrow rivers in cloudy and/or snowy regions.

The heterogeneous Ogallala Aquifer, a critical source of groundwater in the central United States, has undergone decades of decline in water levels due to pumping. Drought, a prevalent and consequential natural disaster, poses widespread, indirect challenges across environmental and societal dimensions. Despite considerable focus on monitoring meteorological and hydrological drought and studying their characteristics, there is a gap in assessing its multifaceted impacts, especially on societal sectors. The dissertation comprises three research essays utilizing artificial intelligence to quantitatively study multi-dimensional drought impacts. The first essay leveraged deep learning and natural language processing to predict multi-dimensional drought impacts from textual datasets, including social media, news media, and citizen scientist reports. This study evaluates the potential application of hyperspectral Earth Surface Mineral Dust Source Investigation (EMIT) remote sensing for monitoring harmful algal blooms (HABs) and water quality in Clear Lake, California. The research focuses on correlating the chlorophyll-a (Chl-a) concentrations with EMIT spectral signatures, using waterbody-wide statistical analysis of Chl-a and EMIT data sampling at various lake locations. Results demonstrate distinct spectral signatures associated with varying Chl-a levels, highlighting the potential of hyperspectral imaging in differentiating algae levels and assessing water quality variables.
