The spatial distribution of subsurface soil textural properties across the landscape is an important control on the hydrological and ecological function of a watershed. Traditional methods of mapping soils involving subjective assignment of soil boundaries are inadequate for studies requiring a quantitative assessment of the landscape and its subsurface connectivity and storage capacity. Geophysical methods such as electromagnetic induction (EMI) provide the possibility of obtaining high-resolution images across a landscape to identify subtle changes in subsurface soil patterns. In this work we show how EMI can be used to image the subsurface of a ∼38 ha watershed. We present an …

IFPRI and IWMI's report uses computer modeling to project water demand and availability through to 2025 and predicts the likely impact of changes in water policy and investment, making specific recommendations for specific locations around the globe. The report argues that if current water policies continue, farmers will find it difficult to meet the world’s food needs. Hardest hit will be the world’s poorest people. The authors call for: International commitment to sustainable use of water, through appropriate policies and investments; Wider application of existing water saving technologies; The removal of inappropriate incentives and reform of institutions which hinder effective …

In the great geo-strategic game known as the Middle East, peace politics get much of the press and the attention of policy leaders. In a global world, how can water, a necessary and increasingly scarce resource, be managed? We understand that water is a basic need. Do we also share the belief that water is a basic right? Many porous media in which we determine water content are aggregated and characterized by a dual-porosity pore network, composed of interaggregate pores and intra-aggregate pores. This paper reports sample-scale permittivity measurements made in four stable aggregate media with dual porosity. Results indicate two distinct dielectric responses depending on whether the aggregates are surrounded by water or air. We relate transitions in the permittivity response to the water retention characteristic (WRC), showing that after the interaggregate pores have drained, the slope of the water content–permittivity relationship is significantly reduced (permittivity values ranging from 5 to 7). Coupled Oceanic-Atmospheric Variability And U.S. Streamflow, Glenn A. Tootle, Thomas C. Piechota, Ashok Singh
Civil and Environmental Engineering and Construction Faculty Research
A study of the influence of interdecadal, decadal, and interannual oceanic-atmospheric influences on streamflow in the United States is presented. Unimpaired streamflow was identified for 639 stations in the United States for the period 1951–2002. The phases (cold/negative or warm/positive) of Pacific Ocean (El Niño–Southern Oscillation (ENSO) and Pacific Decadal Oscillation (PDO)) and Atlantic Ocean (Atlantic Multidecadal Oscillation (AMO) and North Atlantic Oscillation (NAO)) oceanic-atmospheric influences were identified for the year prior to the streamflow year (i.e., long lead time). Statistical significance testing of streamflow, based on the interdecadal, decadal, and interannual oceanic-atmospheric phase (warm/positive or cold/negative), was performed by …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.
The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …
