Drought has an impact on many aspects of society. To help decision makers reduce the impacts of drought, it is important to improve our understanding of the characteristics and relationships of atmospheric and oceanic parameters that cause drought. In this study, the use of data mining techniques is introduced to find associations between drought and several oceanic and climatic indices that could help users in making knowledgeable decisions about drought responses before the drought actually occurs. This report presents the results of an investigation into the potential use of expert system technology as an effective tool for drought forecasting and management. Historical data derived from the Kentucky River Basin was used to test the resulting decision support system. This study has demonstrated that expert system technology can serve as an effective platform for use in assisting the decision maker in both characterizing the nature of an existing drought and in selecting and implementing the required management policy.

Arkansas Water Resources Center Technical Reports
A 281-year reconstruction of White River annual runoff at Clarendon, Arkansas, was developed from a regional average of nine Oklahoma, Missouri, and Arkansas tree-ring chronologies (six post oak, Quercus stellata, and three baldcypress, Taxodium distichum). Inhomogeneity of the gaged series was detected with both double mass analysis (using state average total annual Arkansas precipitation) and regression (using the regional tree-ring average). Simple regression calibrated the homogeneous runoff data with the average ring width data from 1930 to 1980. Comparing the reconstruction with independent data verified the regression model.
