Kenyan cities are experiencing a serious dilemma in dealing with the large influx of people from rural parts of the country to the cities. Most people come to the city in pursuit of better opportunities and jobs. Rapid urban growth with little planning and preparation by the national and county governments has led to the development of informal settlements. These informal settlements are characterized by poor environmental conditions that predispose their residents for poor health conditions. This study examines the impact of population, urbanization, and climate on water supply in Lagos State. Population baseline data used for this research were based on provisional census data of 1963, 1973, 1991 and 2006. Information on water production, demand and supply for this study were cleaned from the Nigerian Bureau of statistics (NBS), Lagos State Water Corporation reports of different years and relevant literature on Lagos water supply and demand. Urbanization assessment were based on multi-temporal imageries from Landsat MSS, TM, NigeriaSat-1 and Landsat ETM+ for 1975, 1995, 2007, and 2015 respectively. The central theme carried among my four portfolio pieces is: using scientific and governmental approaches to conserve watershed health. For the purposes of this portfolio, I define watershed health as a very general term that describes the state of water quantity and quality that is available for human and ecosystem needs in a watershed. I see each of my portfolio pieces focusing on a different scale and method (i.e., science or government, including different levels of government, local, state and federal) for conserving watershed health. The control and management of seawater intrusion in coastal aquifers is a major challenge in the field of water resources management. Seawater intrusion is a major problem in the coastal aquifer of Wadi Ham, United Arab Emirates caused by intensive groundwater abstraction from increased agricultural activities. This has caused the abonnement of salinized wells and ultimately affected farming activities and domestic water supply in the area. Future freshwater supply, human water demand, and people’s exposure to water stress are subject to multiple sources of uncertainty, including unknown future pathways of fossil fuel and water consumption, and ‘irreducible’ uncertainty arising from internal climate system variability. Such internal variability can conceal forced hydroclimatic changes on multi-decadal timescales and near-continental spatial-scales. Using three projections of population growth, a large ensemble from a single Earth system model, and assuming stationary per capita water consumption, we quantify the likelihoods of future population exposure to increased hydroclimatic deficits, which we define as the average duration and magnitude by which evapotranspiration exceeds precipitation …

This document includes three completed publications to represent Urban Agriculture as a ideal solution to meet the UN Sustainable Development Goals. The first publication (Weaver, 2017a) provided in Chapter Two examines the stormwater Best Management Practices (BMP) modelling parameters for the current EPA Stormwater Management Model (SWMM) as the first step to developing Urban Agriculture BMPs. The second publication (Weaver, 2015) provided in Chapter Three highlights how many high-rated scholars have identified agriculture as a critical driver for the planetary systems impacts we find with community development. This research investigated the efficacy of granular activated carbon (GAC) as a method to treat water impacted with aqueous film forming foam (AFFF) after a firefighting response. Bench-top experiments were conducted and compared to field scale adsorber performance removing mg/L concentrations of PFAS in water contaminated with Military Specification AFFF. Batch tests compared four adsorbents, and determined Calgon F600 GAC and Rembind Plus mixed carbon media had the greatest perfluorooctane sulfonate (PFOS) capacities. Additional batch isotherm experiments using AFFF and higher PFOS concentrations (mg/L) indicated larger amounts of GAC are required (>30mg/L) for effective removal. Full-scale testing simulated an …

Nonpoint source pollution captured by urban stormwater runoff is the greatest challenge for surface water quality improvements. Computer-based design tools have been developed to help mediate this issue by guiding end users through the implementation of decentralized stormwater management. The majority of these tools focus on treatment via biofiltration, yet concern regarding this treatment regime is rising. Case studies from research past clearly indicate the susceptibility of groundwater to contamination from extensive anthropogenic activity at the surface. Contaminants, such as nitrates and pathogens, are not completely removed before runoff enters the underground watercourse. Additionally, national and state legislation, which explicitly …

With growing urban populations and increasing concerns over the effects of climate change on water supplies, there has recently been a significant amount of interdisciplinary research focused on identifying the drivers of urban water use. Due to unavailability of individual or household level data, these studies are often limited to using spatially aggregated data. There is concern that this aggregation of data may be leading to misrepresentations of the drivers of urban water use, yet there have been few studies that have addressed this concern. Nutrient inputs into the environment greatly impact urban ecosystems. Appropriate management strategies are needed to limit eutrophication of surface water bodies and contamination of groundwater. In many existing urban environments, retrofits or complete upgrades are needed for stormwater and/or wastewater infrastructure to manage nutrients. However, sustainable urban nutrient management requires comprehensive baseline data that is often not available. A Framework for Urban Nutrient (FUN) Management for Geographic Information Systems (GIS) was developed to specifically address those areas with limited data access. Probabilistic forecasts of U.S. Drought Monitor (USDM) intensification over 2-, 4-, and 8-week time periods are developed based on recent anomalies in precipitation, evapotranspiration, and soil moisture. These statistical forecasts are computed using logistic regression with cross validation. While recent precipitation, evapotranspiration, and soil moisture do provide skillful forecasts, it is found that additional information on the current state of the USDM adds significant skill to the forecasts. The USDM state information takes the form of a metric that quantifies the ‘‘distance’’ from the next-higher drought category using a nondiscrete estimate of the current USDM state. I evaluated the effectiveness of plant roots to increase infiltration rates within stormwater bioretention facilities (SBFs), roadside planter compartments that filter stormwater. SBFs attenuate harmful effects of stormwater by reducing peak flow and retaining pollutants, with increased infiltration that improves both these functions. Researchers have shown that roots can increase infiltration within greenhouse, lab, field, and test SBF settings. However, no researchers have yet measured either the extent to which different root characteristics can increase infiltration or the variation in root characteristics and their effect on infiltration rates among plant assemblages within currently functioning SBFs.

This dissertation works to create a clearer understanding of sustainability in water policy. Current water policy in four US cities was compared to a matrix of recommended sustainability themes that have been presented in the literature to determine the extent of which these themes have been implemented into water policy. To best analyze policy for sustainability it is necessary to look at the policy of cities that are considered sustainable. This study analyzed watershed response to climate change and forest fire impacts in the upper Umatilla River Basin (URB), Oregon, using the precipitation runoff modeling system. Ten global climate models using Coupled Intercomparison Project Phase 5 experiments with Representative Concentration Pathways (RCP) 4.5 and 8.5 were used to simulate the effects of climate and fire-burns on runoff behavior throughout the 21st century. We observed the center timing (CT) of flow, seasonal flows, snow water equivalent (SWE) and basin recharge. In the upper URB, hydrologic regime shifts from a snow-rain-dominated to rain-dominated basin. Ensemble mean CT occurs 27 days earlier in …

The Chehalis River Basin is located in the southwest region of Washington State, originating in the Olympic Mountains and flowing to Grays Harbor and the Pacific Ocean. The Chehalis River is over 125 miles, exists within five counties, and flows through agricultural, residential, industrial, and forest land areas. Four major rivers discharge to the Chehalis River, as well as many smaller creeks, five wastewater treatment plants, and groundwater flows.

To address this question, we develop an integrated modeling framework that couples an agro-economic model of farmers’ field-level irrigation decisionmaking with a borehole-scale groundwater flow model.
