Signed Peer Reviews As A Means To Improve Scholarly Publishing, Linwood H. Pendleton

Peer review is a necessary process with a long history of complaints, including over-solicitation of a small number of reviewers, delays, inadequate numbers of reviewers, and a lack of incentives to provide strong reviews or avoid reviews with little helpful information for the author. In the era of Web-based distribution of research, through working paper or project reports, anonymous peer reviews are much less likely. The Journal of Ocean and Coastal Economics will use signed peer reviews and an open communication process among authors, reviewers, and editors. This approach, to be developed over time, should lead to stronger communication of …

United States Geological Survey: Water Reports and Publications
The United States Geological Survey (USGS) cooperated with the United States Army Corps of Engineers (USACE), Omaha District, to complete hydrographic surveys of seven chutes and three backwaters on the Missouri River yearly during 2011–13. These chutes and backwaters were constructed by the USACE to increase the amount of available shallow water habitat (SWH) to support threatened and endangered species, as required by the amended “2000 Biological Opinion” on the operation of the Missouri River main-stem reservoir system. Chutes surveyed included Council chute, Plattsmouth chute, Tobacco chute, Upper Hamburg chute, Lower Hamburg chute, Kansas chute, and Deroin chute. Backwaters surveyed …

Nebraska’S Natural Resources Districts: An Assessment Of A Large-Scale Locally Controlled Water Governance Framework, Ann Bleed, Christina Hoffman Babbitt

In 1972 the State of Nebraska created the Natural Resources Districts (NRDs) to consolidate a multitude of single-purpose local natural resource districts into a more comprehensive, holistic, and efficient natural resources governance system. While consolidation and efficiency was important, so was the concept of maintaining local control. Thus, Nebraska rejected the governance framework of a single top-down state agency, preferring to create NRDs that are each governed by a locally elected board. The locally elected governing boards of the NRDs were given broad authorities over many of the state’s natural resources, including groundwater. Such a governance structure was, and to …

The Oregon Lake Watch (OLW) volunteer monitoring program is now in its second year of operation, continuing its focus on early detection of aquatic invasive species (AIS), with a secondary focus on lake water quality. The aquatic invasive species chosen as Watch List priorities for the OLW are based on the Oregon Department of Agriculture’s Noxious Weed List (Oregon Department of Agriculture Noxious Weed Control Program 2014) as well as professional judgement (more information can be found in Oregon Lake Watch Final Report 2014). In general, server rooms have restricted access requiring that staff possess access codes, keys, etc. Normally, only administrators are provided access to protect the physical hardware and the data stored in the servers. Servers also have firewalls to restrict outsiders from accessing them via the Internet. Servers also cost a lot of money. For this reason, server rooms also need to be protected against overheating. This will prolong the lifecycle of the units and can prevent data loss from hardware failure.

Zebra and quagga mussels (Dreissena polymorpha and D. rostriformis bugensis, respectively) were not detected by Oregon Department of Fish and Wildlife (ODFW) and Portland State University (PSU) during their early detection sampling in Oregon water bodies during 2014. Six high-risk Oregon water bodies were sampled for planktonic larvae and adult mussels during the August to September period. A total of 37 plankton samples were collected and over 520,000 liters of reservoir/lake water were filtered through 64-μm mesh nets during plankton sample collection. The greatest sampling effort occurred in Emigrant Lake, Lake Billy Chinook, and Prineville Reservoir but sampling also occurred …

The usefulness of climate information for agricultural risk management hinges on its availability and relevance to the producer when climate-sensitive decisions are being made. Climate information providers are challenged with the task of balancing forecast availability and lead time with acceptable forecast skill, which requires an improved understanding of the timing of agricultural decision making. Achieving a useful balance may also require an expansion of inquiry to include use of non-forecast climate information (i.e. historical climate information) in agricultural decision making. Water pollution of the Yangtze River basin is very serious. Studies have shown that from the upper to the lower river, the water volume decreases and development and pollution increase, especially in trans-boundary areas. The Yangtze Estuary is located at the intersection of Jiangsu Province and Shanghai where the waters flow directly into the East China Sea. The estuary provides drinking water to many people and serves multiple other functions, including agricultural irrigation, tourism, and aquaculture. This paper outlines what we have learned about the impacts of the Deepwater Horizon (DWH) oil disaster from the economics discipline as well as what effect the DWH disaster has had on the economics discipline. It appears that what we know about the economic impact of the DWH spill today is limited, possibly because such analysis is tied up in the federal Natural Resource Damage Assessment (NRDA) process and other state-led efforts. There is evidence, however, that the NRDA process has changed over time to de-emphasize economic valuation of damages. There is also evidence that economists may be producing fewer …

This paper assesses the sustainability, efficiency and equity of water use in Latin America and the Caribbean (LAC) by means of a geographic Water Footprint Assessment (WFA). It aims to provide understanding of water use from both a production and consumption point of view. The study identifies priority basins and areas from the perspectives of blue water scarcity, water pollution and deforestation. Wheat, fodder crops and sugarcane are identified as priority products related to blue water scarcity. The domestic sector is the priority sector regarding water pollution from nitrogen. Air temperature (Ta) is a key input in a wide range of agroclimatic applications. Moderate Resolution Imaging Spectroradiometer (MODIS) Ts (Land Surface Temperature (LST)) products are widely used to estimate daily Ta. The 2001 Nebraska Legislature passed LB329 (Neb. Rev. Stat. §46-1304) which, in part, directed the Nebraska Department of Environmental Quality (NDEQ) to report on groundwater quality monitoring in Nebraska. Reports have been issued annually since December 2001. The text of the statute applicable to this report follows: “The Department of Environmental Quality shall prepare a report outlining the extent of ground water quality monitoring conducted by natural resources districts during the preceding calendar year. Simultaneous Cr(Vi) Reduction And Methylene Blue Removal By Bacillus Sp. Jh2-2 Isolated From Mining Site Soil, Jaehong Shim, Patrick Shea, Jeong-Muk Lim, Byung-Taek Oh

A Bacillus sp. strain (JH2-2), isolated from soil at an abandoned mine site, reduced Cr(VI) to Cr(III) under aerobic conditions. At pH 7, the strain reduced essentially all of the Cr(VI) in M9 minimal medium to Cr(III) at initial concentrations ≤50 mg Cr(VI) L−1 within 100 h. The X-ray diffraction pattern of the Cr(III) precipitate matched chromium (III) hydrogen phosphate (CrH2P3O10∙2H2O). The JH2-2 strain showed high tolerance to other heavy metal (loid)s, with minimal inhibitory concentrations in liquid medium of (mg L−1): As (500), Cd (100), Cu (350), Ni (300), Zn …

Chronic kidney disease of unknown (“u”) cause (CKDu) is a growing public health concern in Sri Lanka. Prior research has hypothesized a link with drinking water quality, but rigorous studies are lacking. This study assesses the relationship between nephrotoxic elements (namely arsenic (As), cadmium (Cd), lead (Pb), and uranium (U)) in drinking water, and urine samples collected from individuals with and/or without CKDu in endemic areas, and from individuals without CKDu in nonendemic areas. While the current constellation of geostationary sensors provides near-global coverage (60N to 60S) – it requires merging data from 7 satellites [resolving time differences; view angles; atmospheric correction]. Polar orbiting sensors such as MODIS and VIIRS provide daily global coverage of LST at higher resolutions than GEO sensors but at only two times per day.

The study was conducted in four woredas (Damot Gale,Of a, Angacha and Hadero Tunto) the first two of them found in Wolaita zone and two of them in Kambata Tambaro Zone of SNNPR, Ethiopia respectively. A cross-sectional survey was conducted in the study areas to assess village chicken production systems, productive and reproductive performance of village chicken and identifying constraints to village chicken production. Stratified random sampling technique was used to select 240 farming households and administer a pre-tested and structured questionnaire.
