Waterborne disease is a significant contributor to the global burden of disease, in particular among high-risk populations in developing nations. State-of-the-art methods for the enumeration of microbial pathogens in drinking water sources have important limitations, including high initial cost, 24-48 hour delays in results, high staffing and facility requirements, and training requirements which all become especially problematic in the developing nation context.

This study conducts a dam-scale cost versus benefit analysis in order to explore the feasibility of each the 13 U.S. Army Corps of Engineers (USACE) commissioned dams in Oregon’s Willamette River network. Constructed between 1941 and 1969, these structures function in collaboration to comprise the Willamette River Basin Reservoir System (WRBRS). The motivation for this project derives from a growing awareness of the biophysical impacts that dam structures can have on riparian habitats. This dissertation presents a method for enhancement of the efficiency and scalability of photocatalytic water purification systems, along with an experimental validation of the concept. A 3-dimensional photocatalyst structure, made from a TiO2-SiO2 composite, has been designed and fabricated for use in a custom designed LED-source illumination chamber of rotational symmetry that corresponds with the symmetry of the photocatalyst material. This dissertation is an in-depth qualitative comparative analysis of two collaborative governance processes created to tackle complex water problems in New Zealand and Oregon, U.S.A. Cyanobacterial blooms in lakes impact human health, the economy, and ecosystem health. It is predicted that climate change will promote and increase the frequency and intensity of cyanobacterial blooms due to unique physiological adaptions that allow cyanobacteria to exploit warm stable water bodies. Key cyanobacteria physiological adaptions include nitrogen fixation, buoyancy regulation and higher optimum growth temperatures. I evaluated the effectiveness of plant roots to increase infiltration rates within stormwater bioretention facilities (SBFs), roadside planter compartments that filter stormwater. SBFs attenuate harmful effects of stormwater by reducing peak flow and retaining pollutants, with increased infiltration that improves both these functions. Researchers have shown that roots can increase infiltration within greenhouse, lab, field, and test SBF settings. However, no researchers have yet measured either the extent to which different root characteristics can increase infiltration or the variation in root characteristics and their effect on infiltration rates among plant assemblages within currently functioning SBFs.

The Chehalis River is over 125 miles, exists within five counties, and flows through agricultural, residential, industrial, and forest land areas. Four major rivers discharge to the Chehalis River, as well as many smaller creeks, five wastewater treatment plants, and groundwater flows.

This study compared two remote sensing water indices: the Normalized Difference Water Index (NDWI) and the Modified NDWI (MNDWI). Both indices were calculated using publically-available data from the Landsat 8 Operational Land Imager (OLI). The research goal was to determine whether the indices are effective in locating open water and measuring surface soil moisture. This study provides an analysis of watershed response to climate change and forest fire impacts, to better understand the hydrologic budget and inform water management decisions for present and future needs. The study site is 2,365 km2, located in the upper Umatilla River Basin (URB) in northeastern Oregon. The Precipitation Runoff Modeling System, a distributed-parameter, physical-process watershed model, was used in this study. Model calibration yielded a Nash Sutcliffe Model Efficiency of 0.73 for both calibration (1995-2010) and validation (2010-2014) of daily streamflow. Stream ecosystems have experienced significant negative impacts from land use, resource exploitation, and urban development. Statistical models allow researchers to explore the relationships between these landscape variables and stream conditions. Weighting the relevant landscape variables based on hydrologically defined distances offers a potential method of increasing the predictive capacity of statistical models. This study assessed the effect of an application of mycorrhizal fungi to stormwater filter media on urban bioswale soil and stormwater in an infiltration-based bioswale aged 20 years with established vegetation. The study tested the use of commercially available general purpose biotic soil blend PermaMatrix® BSP Foundation as a treatment to enhance Earthlite™ stormwater filter media amelioration of zinc, copper, and phosphorus in an ecologically engineered structure designed to collect and infiltrate urban stormwater runoff before it entered the nearby Willamette River.

Contaminants such as pharmaceuticals are of increasing concern due to their ubiquitous use and persistence in surface waters worldwide. Limited attention has been paid to the effects of pharmaceuticals on marine life, despite widespread detection of these contaminants in the marine environment. Of the existing studies, the majority assess the negative effects of pharmaceuticals over an exposure period of 30 days or less and focus on cellular and subcellular biomarkers. Water allocation in the upper Klamath Basin of Oregon and California has been challenging. Irrigators have increasingly turned to groundwater to make up for surface water shortages because of shifts in allocation toward in-stream flows for Endangered Species Act listed fishes. The largest increase in groundwater pumping has been in and around the Bureau of Reclamation's Klamath Irrigation Project, which includes the Tule Lake subbasin in the southern part of the upper Klamath Basin. Urban water use arises from a mix of scale-dependent biophysical and socioeconomic factors. In Portland, Oregon, single-family residential water use exhibits a tightly coupled relationship with summertime weather, although this relationship varies with land use patterns across households and neighborhoods. This thesis developed a multilevel regression model to evaluate the relative importance of weather variability, parcel land use characteristics, and neighborhood geographic context in explaining single-family residential water demand patterns in the Portland metropolitan area. CE-QUAL-W2 is a 2-D hydrodynamic and water quality model that has been applied to reservoirs, lakes, river systems, and estuaries throughout the world. However, when this model is applied for shallow systems, this model requires a long calculation time to maintain numerical stability, compared to applications of reservoirs or deeper river systems.

To solve this problem, a new hydrodynamic and temperature model was built based on the framework of CE-QUAL-W2 but that allows for steady-state hydrodynamic computations. Predicting and characterizing source, transport processes, and microbial survival rates is extremely challenging, due to the dynamic nature of each of these components.
