During the fall of 1997 and spring of 1998 about 40 individuals and more than 30 organizations and agencies provided input into the development of a monitoring strategy for the Kentucky River basin under the Kentucky Watershed Management Framework. In addition to the agencies that were able to commit resources to the monitoring effort, citizen input was sought in the design of the strategy. Citizen monitoring efforts are also providing valuable information in many portions of the state. The current report summarizes the work associated with the construction, calibration, and application of the CE-QUAL-W2 water quality model to the Kentucky River. In applying the model to the Kentucky River System, the primary objective was to assess the impact of the operation of low-level control valves on water quality of the Kentucky River. This was accomplished by modeling the impact of the valves for low flow conditions associated with the 1930 drought of record along with projections for the year 2020. The karst aquifer underlying the Mammoth Cave area supports a unique and diverse cave aquatic ecosystem as well as providing the principal source of drinking water for many local residents of the region. This unique and fragile ecosystem is surrounded by one of the most intensively used agricultural areas in the Commonwealth with more than 80% of the surrounding region used in beef, dairy, burley tobacco and alfalfa production. Agricultural practices resulting in run-off of pollutants into the aquifer via sinkholes and sinking streams have a pronounced impact on an important drinking water source and on the cave ecosystem. This report provides an overview of several products developed for the management of CSO data for the state of Kentucky. These products have been developed in fulfillment of the Memorandum of Agreement No. 13814 between the University of Kentucky and the Environmental Protection Cabinet. The developed products include: 1) an overall management structure, 2) a stand-alone data management computer program, 3) background maps for each CSO city, 4) a customized Access database management environment, 5) a computer program for automating monthly CSO discharge monitoring reports, and 6) a customized Arcview 3 project for visualization and management of physical CSO datasets.

Concentrations of indicator bacteria such as fecal coliform (FC) and fecal streptococcus (FS) are often used to assess the suitability of waters for their intended use(s) and to allocate resources for water quality improvement measures. There is evidence, however, that concentrations of FC and FS can be influenced by variables such as season and flow rate during sampling, which could lead to biased results. The objective of this study was to assess the impacts of season and flow rate on concentrations of FC and FS. This report presents a methodology for ranking and selecting individual 11-digit HUCs for subsequent development of detailed watershed management plans as part of the Kentucky Watershed Management Framework. The proposed methodology consists of two phases: 1) Prioritization and 2) Targeting. The prioritization phase is used to rank 11-digit HUCs on the basis of existing special protection areas and the existence or potential existence of designated use impairment. The prioritization is accomplished using a priority watershed formula developed especially for this purpose. Recent studies have suggested that contaminant transport to groundwater may be enhanced by association with colloidal particles. This study evaluated the role of water dispersible colloids with diverse mineralogical composition in co-transporting selected herbicides and heavy metals through intact soil columns. Colloid recovery in the eluents ranged from 45-90% for the herbicides and 10-60% for the heavy metals. The presence of colloids enhanced the transport of atrazine by 2-18%, and metolachlor by 8-30%. The corresponding increase for Cu and Zn was 2-150 and 5-30 times, respectively. For Pb, there was essentially no elution in the absence of colloids, suggesting nearly …

Septic systems are used in Kentucky where municipal sewage treatment is not available. They are an effective, longstanding method of collecting, treating, and disposing of homeowner wastewater, provided they are properly sited, installed, and maintained. However, a well-sited, properly sized and installed system will fail if not properly maintained. A failed septic system creates problems such as noxious odors, lowered property values, surface water contamination, and groundwater pollution and may be a health hazard. Repair and replacement costs are considerable. Bacterial-based electrochemical and optical sensing systems that respond in a highly selective and sensitive manner to antimonite and arsenite have been developed. This was accomplished by using genetically engineered bacteria bearing one of two plasmids constructed for our studies. The first plasmid, pBGD23, contains the operator/promoter region (O/P) and the gene of the ArsR protein from the ars operon upstream from the β-galactosidase gene. In the absence of antimonite/arsenite, ArsR binds to the 0/P site and prevents the transcription of the genes for ArsR and β-galactosidase, thus blocking expression of these proteins. This research project focused on the evaluation of hydrologic issue of flash-flooding in the state of Kentucky. The primary objectives of this project were the following:
(1) to initiate the establishment of a hydrologic database archive necessary for characterizing rainfall and runoff associated with flash-flooding;
(2) identification of appropriate modeling approaches for evaluating site-specific flash-flood runoff behavior.

This report summarizes the water supply deficit results of Phase lll of the KWRRI Kentucky River Basin Water Supply Assessment Study commissioned by the Kentucky River Authority. The purpose of Phase lll is to quantify water supply in the Kentucky River Basin during a severe drought for the existing supply system/resources under current and projected demand forecasts. A quantification of the susceptibility of the basin to a severe drought is necessary for the Authority to properly develop a long-range water supply plan.

We estimate aggregate monthly water use for summer, peak demand and nonsummer off-peak demand periods for the Kentucky River Basin. Using Kentucky Division of Water use data, U.S. Census data for county demographic and economic conditions, and U.S. Weather Service data for weather conditions we estimate use for the 1970-1993 period. Our model allows for idiosyncratic effects of each of the 27 counties in the sample. The Agricultural Drainage And Pesticide Transport (ADAPT) model was compared to the water management simulation models DRAINMOD, SWATREN, and PREFLO. SWATREN and PREFLO are one-dimensional finite-difference models while ADAPT and DRAINMOD are one-dimensional mass balance models. ADAPT, an extension of the computer model GLEAMS, also provides chemical transport information. All four models were tested against field data from Aurora, North Carolina. Observed water table depth data were collected during 1973 through 1977 from a water table management field experiment with three subsurface drain spacing treatments of 7.5, 15, and 30 m.
