The Response Of First And Second Order Streams To Urban Land-Use In Maine, U.S.A., Chandler Morse

Physical, chemical, and biological characteristics of streams draining 20 catchments in Maine, U.S.A were compared to determine the influence of increasing urban intensity on stream ecosystem structure. The catchments had varying levels of urban land-use (percentage of the total impervious area within the catchment) ranging from 1-31%. Stream habitat quality, stability, and water quality consistently decreased as the proportion of impervious surface area increased within the catchment. .Indices based on stream benthic macroinvertebrate communities showed even stronger declines as a function of increasing impervious area in the study catchments. Streams draining catchments with levels of impervious surfaces <6% had higher levels of both total and Ephemeroptera + Plecoptera + Trichoptera (EPT) taxonomic richness. With increased levels of urban intensity, benthic macroinvertebrate communities in streams were characterized by decreased numbers of sensitive taxa. Seen in national perspective, the Allagash Wilderness Waterway is arguably Maine's most dramatic environmental accomplishment. The waterway resulted from an extended debate over several mutually exclusive proposals for the north Maine woods— dams to flood it; national parks to preserve it; and recreational schemes to transform it into a Coney Island of the North. In the mid-1960s, a coalition of landowners and conservationists cobbled together a preservation plan that conformed to the 1968 Federal Wild and Scenic River Act but pioneered several unique features that gave the wilderness idea a decidedly “eastern” twist. The Dickey Lincoln School Lakes Project is a proposed multipurpose project located on the upper reaches of the St. John River in Aroostook County, Maine. Development would consist of two dams with associated reservoirs and hydroelectric generating facilities, five dikes and transmission lines. A more detailed description of the proposed project and its associated impacts is contained within the Revised Draft Environmental Impact Statement for the proposed project.

The purpose of this Draft Supplement (SDEIS) to the Revised Draft Environmental Impact Statement (RDEIS) is to evaluate the environmental impacts of the Fish and Wildlife Mitigation Plan proposed for Implementation in conjunction with development of the Dickey-Lincoln School Lakes Project, Maine (Appendix K, RDEIS and Attachment 1 of the Report). Although the mitigation plan is intended to mitigate rather than impose adverse environmental impacts, the mitigation measures proposed do constitute a major Federal action requiring the development of a supplemental environmental impact statement pursuant to the National Environmental Policy Act of 1969.

The Dickey-Lincoln School Project would consist of two earthfill structures designed to produce peaking and modest intermediate load power from the St. John River The larger of the two dams, the Dickey Dam, would be located immediately above the confluence of the Allagash and St. John Rivers. It is known from limnology (science of lakes) that all physicochemical and biological functions are greatly controlled or influenced by lake hydro-dynamics, lake thermodynamics, and the quality of inflowing water.

This design memorandum presents the results of several studies undertaken to provide an understanding of present and potential future water quality conditions within and downstream from Dickey and Lincoln School Lakes in accordance with the requirements of ETL 1110-2-1402, dated 12 November 1976. Included are an examination of baseline water quality conditions and the findings of qualitative and quantitative predictive analyses performed to evaluate water quality conditions during all phases of the project's lifetime. This document will also serve as a reference for the water quality portions of the project Environmental Impact Statement.

This draft EIS address the impacts of the dams and appurtenant structures. The marketing and transmission of power from Federal projects are the statutory responsibility of the Department of the Interior. Accordingly, they are conducting transmission line studies in the preparation of a draft EIS. The draft EIS for transmission line and marketing is scheduled to be submitted to the Council on Environmental Quality in February 1978. Both drafts will be combined and submitted as a Final Environmental Impact Statement in August 1978.

This report summarizes the results of system planning, environmental, and location studies for transmission facilities associated with the proposed Dickey-Lincoln School Lakes Project in northern Maine. The studies recommend the construction of two 345-kV transmission circuits from a substation near the project along a route through western Maine into northern New Hampshire and Vermont. The plan will integrate the power produced by the project into the New England Power Pool Transmission System. Five alternate integration plans were identified and studied.
