Texas’ public and private companies, organizations, and agencies have collected water data for different purposes and at different scales for many years. These data are scattered across multiple platforms with different standards, often making important data sets inaccessible or incompatible. This leaves Texas’ decision makers, industries, landowners, and communities with significant amounts of data of limited use to support real-time decision making, development of opportunities for water security, or for modeling an accurate picture of Texas’ water future. Tetraoxy-anion of iron in +6 oxidation state (FeVIO42−, FeVI) commonly called ferrate, has shown tremendous potential as a green oxidative agent for decontaminating water and air. Encapsulation of solid potassium salt of ferrate (K2FeO4) circumvents the inherent drawbacks of the instability of ferrate under humid conditions. In the encapsulated strategy, controlled release without exposing the solid ferrate to the humid environment avoids self-decomposition of the oxidant by water in the air, and the ferrate is mostly used to decontaminate water efficiently. Connecting students to water while they are in middle and high school is thought to be a key to making a connection to the importance of water and possibly stimulating high school graduates to consider technical training or a post-secondary degree in water. To take these students forward, Texas leaders in water education have advocated better alignment of existing technical training and degree programs. This alignment is considered an essential ingredient to building a pathway to careers in water. The post-secondary model relies on a mix of rigorous science and practical applied industry readiness training. Promoters of this model hope …

The Connecting Texas Water Data Workshop brought together experts representative of Texas’ water sectors to engage in the identification of critical water data needs and to discuss the design of a data system that facilitates access to and the use of public water data in Texas. Workshop participants identified “use cases” that list data gaps, needs, and uses for water data and answered questions on who needs data, what data do they need, in what form do they need the data, and what decisions need to be made about water in Texas. Water and wastewater industry leaders in Texas and throughout the United States have expressed concern over high rates of retirement eligibility and difficulties finding and attracting workers ready to fill job openings, especially for work in smaller systems. In late January 2018, the U.S. Government Accountability Office released a report on water workforce readiness and a bill was introduced in the U.S. Senate to establish a water infrastructure workforce development program. Concern over existing education of workers in water and demographic information projecting future workforce readiness are commonly cited as signaling a coming crisis for the water industry. The risk of water shortage has been posing as a threat to water demanding industries in Taiwan, including the high-tech industries where ultrapure water is needed for the production of microchips. Such risks are especially unpredictable in the age of climate change, where more frequent extreme climate events such as prolonged droughts have sent these industries scrambling for securing water supply at a very high cost. The national policy also mandates strict water recycling standards for these high-tech plants, while the risk of water supply shortage also forces the industry to be water-conscious. On January 10, 2018, the Texas A&M University System Water-Energy-Food Initiative held the Water-Energy-Food Nexus Stakeholder Information Sharing and Engagement Workshop on the campus of Texas A&M University-San Antonio. The workshop involved over 70 stakeholders drawn from the water, energy, and food sectors in San Antonio and surrounding region. Stakeholders attending the workshop heard presentations on the status of San Antonio Case Study pilot projects and other WEF nexus work. Facilitated small-group sessions were held at the workshop to obtain stakeholder input on research questions to be asked, and on limitations and opportunities for stakeholder engagement on WEF nexus-related work …

Semiconductors are enabling technologies that drive today’s information economy by producing a broad spectrum of microelectronic consumer products including computers, flat-panel displays, sensors, storage devices, and lighting devices. Manufacturing of these semiconductor devices and products is capital and resources intensive and typically operates with either a vertically integrated manufacturing mode or with a cluster of supply-chain partnering companies in the vicinity of each other. Our research group has previously reported the water recycling and reuse efficiencies of ‘‘fabs” in the Science Parks in Taiwan (Lin et al., Res. Cons. Three forums were held between February 2015 and November 2016, bringing together Texas water experts from business, industry, government, academia, research, and the investment community in impartially facilitated sessions to deter-mine ways to secure Texas’ water future through accelerating growth of infrastructure, technologies, research, education, and sustainable use. Consensus emerged after the first forum that Texas is approaching a water crisis reflecting matters of supply, allocation, and quality that demands immediate action to ensure water security and equitable access to this vital resource. Texas Aquatic Science originated from a project seeking better ways to educate students about water because of concern that current education was failing to promote good decisions about water by adult citizens and political leaders. A comprehensive water education curriculum was developed to engage learners from middle school through university using an education pathway to create water-savvy citizens of tomorrow who will take personal action to ensure effective stewardship of water and support evidence-based water policies. This paper will describe the pathway and present results of research on the pathway’s effectiveness with middle and high school students and teachers.

The Texas Water Development Board (TWDB) and National Science Foundation Coordination Network on Climate, Energy, Environment and Engagement in Semiarid Regions (NSF/RCN-CE3SAR) co-sponsored the 2016 Texas Water Roadmap Forum. Focusing on workforce education, data, and research, the forum was hosted by the Institute for Water Resources Science and Technology on the campus of Texas A&M University–San Antonio on November 29, 2016. Teachers, students and parents today have a bewildering and fast-moving array of technology innovations that purportedly will help students learn and teachers teach. Unfortunately, it is hard for anyone to grasp what works, let alone what works best. Texas Aquatic Science has become a model for enhanced water education that has rapidly risen to the top of search engine rankings for aquatic science. In December 2014 the Texas Water Technology Roadmap Forum set out to define the most pressing water-related technology deficiencies for which there may be applicable intellectual property (IP) or researched solutions. This would serve as an initial “target list” for IP mapping and subsequent application of available, but unused or underused research in a range of water technology areas.Key thought leaders in the water sector from throughout Texas were brought together to help lay that groundwork.
