Exploring Paths For Water Services And Human Capabilities In U.S.-Mexico Border Colonias, Chilton Tippin

This Thesis examines causes and consequences of water insecurity in colonias on the U.S.-Mexico border and explores potential pathways for improving situations wherein low-income households lack reliable access to water and sewer services. Colonias are low-income, rural and/or semi-rural communities that lack basic services, such as paved streets, water, and sewer. Through in-depth interviews, surveys, and ethnographic observations, the research presented here describes needs, desires, and capabilities of residents in two high-needs Texas colonias. First, findings elucidate the lived experiences of water insecurity in colonias households, leading to an argument that lacking water access constitutes a nexus, wherein water insecurity …

Cyanobacteria (also referred to as blue-green algae) are naturally present members of phytoplankton assemblages that may detract from beneficial uses of water because some strains produce cyanotoxins that pose health hazards to people and animals. Cyanobacteria populations observed in Willow Creek Lake during 2012 through 2014 were compared to external nutrient loading from the Willow Creek drainage basin and several other physicochemical properties within the lake, including internal nutrient loading. Globally, groundwater overdraft poses significant challenges to agricultural production. As a result, it is likely that new water management policies and governance arrangements will be needed to stop groundwater depletion and maintain agricultural viability. Drawing on interviews with state and non-state water managers and other water actors, this paper provides a study of a recent resource management agreement between surface water and groundwater irrigators in the Eastern Snake Plain Aquifer region of Idaho. Using adaptive governance as our descriptive framework, we examine how groundwater governance arrangements emerge and are applied to mitigate the impacts of groundwater overdraft. The current dilemma of College Lake offers a unique case study for how urban ecosystems can not only subsist within cities but provide pivotal functions for them as well. With the potential for a dam-breaching storm event increasing in possibility with each passing year, concerns regarding the structural integrity of the College Lake dam in Lynchburg, VA have arisen. Such concerns have led the City of Lynchburg to consider reinforcement or removal of the dam in order to mitigate flood risks along the Blackwater Creek floodplain. Water, or lack of it, is the defining characteristic of development in the Western United States. Using multiple analytical frameworks, including history, law, economics, environmental science, and sociology, we will investigate the interrelationships of key policies, players, and projects involved in Western water. More specifically, we will critically examine how important federal, state, and local water policies arose and how they affect different stakeholder groups (e.g., irrigators, environmentalists, indigenous peoples, the local citizenry, government entities, public water resource agencies). The Ministry of Environment of the Republic of Korea has been making efforts to improve water quality and the health of the aquatic ecosystems of the inland waters. Establishing water quality standards for point sources and permissible wastewater emission standards to achieve the target environmental standard were part of the efforts. Nevertheless, water quality indexes such as Biochemical Oxygen Demand(BOD) and Chemical Oxygen Demand(COD) has not improved significantly. This paper begins by exploring the current state of water resources planning and permitting. Then, considers current water demand in Virginia, as well as future challenges. Next is an examination of management structures from other states and a discussion of potential solutions to the water scarcity issue, including wastewater purification, the Hampton Roads Sanitation District’s (HRSD) Sustainable Water Initiative For Tomorrow (SWIFT) project, and desalination. Droughts are occurring globally and should be recognized as a global issue and drought planning should use a proactive approach on the part of the world community. However, much drought planning, even in developed and highly developed countries, is reactive and programs are often poorly coordinated sometimes with unforeseen negative consequences for marginalized and disenfranchised populations. Across the United States, government officials and public water system managers are exploring mechanisms for ensuring water security. This dissertation is comprised of three essays that examine water management and conservation programs through the context of sustainable development. These essays are distinct case studies of national, state and local policies. Their common approach is that they all use common-pool resources theory to generate specific recommendations for policymaking and water management.
The first essay explores opportunities for developing policy measures to prevent the collapse of the vital irrigation infrastructure in the Aral Sea region. Secure, reliable, and sustainable water resources are fundamental to the Nation’s food production, energy independence, and ecological and human health and well-being. Indications are that at any given time, water resources are under stress in selected parts of the country. Economic Evaluation Of Coastal Land Loss In Louisiana, Stephen R. Barnes, Craig Bond, Nicholas Burger, Kate Anania, Aaron Strong, Sarah Weilant, Stephanie Virgets
Journal of Ocean and Coastal Economics
Louisiana has lost approximately 1,880 square miles of land over the past eighty years. Projections suggest that in a future without action, the next fifty years could result in the loss of 1,750 additional square miles of land area. As land loss continues, a large portion of the natural and man-made capital stocks of coastal Louisiana will be at greater risk of damage, either from land loss or from the associated increase in storm damage. We estimate the replacement cost of capital stock directly at risk from land loss ranges from approximately $2.1 billion to $3.5 billion with economic activity …

Integrated water management is a wicked public policy problem with no clear path to resolution. This dissertation is an in-depth qualitative comparative analysis of two collaborative governance processes created to tackle complex water problems in New Zealand and Oregon, U.S.A. Both cases convened a wide range of state and non-state actors in efforts to find common ground, build consensus for change, and develop innovative water policy solutions.
The goal of this comparative case study analysis is to gain a better understanding of collaborative network governance frameworks as applied to integrated water management and primary factors for success. The proposition posits …

Kenyan cities are experiencing a serious dilemma in dealing with the large influx of people from rural parts of the country to the cities. Most people come to the city in pursuit of better opportunities and jobs. Rapid urban growth with little planning and preparation by the national and county governments has led to the development of informal settlements. In response to the growing risk to communities from climate change impacts, Professor Cerra at the Cornell University School of Landscape Architecture developed the Climate Adaptive Design (CAD) program. CAD is being implemented as a partnership between the Hudson River Estuary Program (Estuary Program) and Cornell that utilizes participatory design and visualization to engage communities about planning for future climate impacts. Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network. Water quality has evolved legislatively from protection of navigation routes and quantity of sources to more emphasis on impairments on water quality for surface and groundwater sources.
