Reconstruction: Studies in Contemporary Culture
Conflict over water resources is rare and has not occurred for thousands of years. However, the dynamics in South Asia are changing so rapidly that a conflict in the not-so-near future may be unavoidable. Water shortages could have the nonlinear effects of food shortages, political instability, migration problems, and diminished economic growth. All of these factors, caused by water shortages, could be a driver of conflict in the region, causing territorial disputes. Global instability would be sure to follow as both the U.S., attempting to protect their national security interests, and China, reacting as the regional power, tries to intervene. …

Coastal watersheds and nearshore marine areas are the most valuable and dynamic places on Earth. Human population growth is great in these regions, which are home to some of the most sensitive habitats in the world. This paper presents new knowledge about the current status of training on the economic value of stewardship practices in the Ohio Lake Erie basin. Local decision-makers shape coastal and watershed conditions but often do not appreciate the economic, fiscal, and ecological benefits that could be gained from sound stewardship practices. This study investigated the information and training about economic benefits available in the Ohio Lake Erie basin. Training providers and technical assistance professionals helped identify key training needs and challenges to decision-maker awareness of benefits. We found relatively few organizations offering training that incorporate economic or fiscal benefits into their …

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.
The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …

This study evaluated the use and effectiveness of the Xeriscape Conversion program, dubbed the “Water Smart Program,” administered by the Southern Nevada Water Authority. The Conversion program is used by five water purveyors throughout Southern Nevada. Because of phenomenal growth in the area, water has become one of the most valuable resources. With its limited availability, conservation has become the logical solution to ever increasing demand. Using empirical data, effectiveness of the program was evaluated in areas such as: water savings after xeriscape conversion; maintenance savings after conversion; the influence of system design on water consumption; and the long term …

This project developed a model for effective asset management drawn from successful programs in the United States, Australia, and New Zealand. Asset management practices were examined at the City of Ontario Utilities Department; a medium sized utility, and also at the Rainbow Municipal Water District, a small sized utility. Gaps between the ideal model and the existing practices were investigated.
