Nebraska Department of Environmental Quality: Reports
The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

Both observational and modeling studies clearly demonstrate that land-use and land-cover change (LULCC) play an important biogeophysical and biogeochemical role in the climate system from the landscape to regional and even continental scales. Without comprehensively considering these impacts, an adequate response to the threats posed by human intervention into the climate system will not be adequate. Public policy plays an important role in shaping local- to national-scale land-use practices. An array of national policies has been developed to influence the nature and spatial extent of LULCC. This chapter examines which levels of government handle various aspects of drought, as well as interactions between levels of government, providing examples from states across the western United States. It also takes a look at aspects of drought that fall outside traditional lines of authority and disciplinary boundaries. As part of a discussion on how states support local drought response, the chapter details and contrasts how California and Colorado track public water supply restrictions, and describes Colorado’s process for incorporating input from river basins across the state into its water plan. The 2001 Nebraska Legislature passed LB329 (Neb. Rev. Stat. §46-1304) which, in part, directed the Nebraska Department of Environmental Quality (NDEQ) to report on groundwater quality monitoring in Nebraska. Reports have been issued annually since December 2001. Optimizing The Safety Margins Governing A Deterministic Design Process While Considering The Effects Of A Future Test And Redesign On Epistemic Model Uncertainty, Nathaniel B. Price

At the initial design stage, engineers often rely on low-fidelity models that have high uncertainty. Model uncertainty is reducible and is classified as epistemic uncertainty; uncertainty due to variability is irreducible and classified as aleatory uncertainty. In a deterministic safety-margin-based design approach, uncertainty is implicitly compensated for by using fixed conservative values in place of aleatory variables and ensuring the design satisfies a safety-margin with respect to design constraints. After an initial design is selected, testing (e.g. physical experiment or high-fidelity simulation) is performed to reduce epistemic uncertainty and ensure the design achieves the targeted levels of safety. Assessing The Impacts Of Climate Change On The Surface Temperature Of Inland Lakes In Michigan, Kaitlin Reinl

The aim of this study was to validate and apply a lake model for predicting the susceptibility of small inland lakes in Michigan to changes in thermal regime and increased cyanobacteria growth as a result of future climate conditions. The Freshwater Lake Model was selected, tested for sensitivity to various inputs, and validated through comparison to observed conditions. The sensitivity analysis showed that the lake model was most sensitive to solar radiation, air temperature, and air humidity. Comparison of predicted climate data with observed conditions revealed highly variable climate model error. The lake model validation was conducted using 10 lakes …

Water is critical for food production, food security, and health. Water quality management influences freshwater sustainability, land, and energy administration. Global agriculture accounts for more than 70% of all water consumption; the fertilizer, manure, and pesticide overspills are chief sources of water pollution worldwide. Marine species with planktonic larvae often have high spatial and temporal variation in recruitment that leads to subsequent variation in the ecology of benthic adults. Using a combination of published and unpublished data, we compared the population structure of the salt marsh snail, Littoraria irrorata, between the South Atlantic Bight and the Gulf Coast of the United States to infer geographic differences in recruitment and to test the hypothesis that the Deepwater Horizon oil spill led to widespread recruitment failure of L. irrorata in Louisiana in 2010. The Scott and Shasta rivers, Klamath River tributaries, experience spatial disparity in habitat quality in spring and summer as a result of historical and current land-use. Juvenile Coho Salmon (Oncorhynchus kisutch) born in the upper tributary reaches often rear in natal streams before migrating to sea. However, those born in the lower reaches often encounter unsuitable habitat and emigrate during their first spring to seek non-natal rearing habitats. It is assumed that these early outmigrants are population losses. This study evaluated first-summer survival, and contribution to the adult population, of non-natal rearing juveniles in the Klamath River Basin. …

But there is still a lack of continuous wetland monitoring on long-term and large-area dimension. Because inundation condition is one of the critical parameters to describe wetland hydrologic performance, this study aims to assess the inundation alteration in playa wetlands in Nebraska and evaluate the performance of wetland conservation and restoration practices. Jordan faces great internal water scarcity and pollution, conflict over trans-boundary waters, and strong dependency on external water resources through trade. This paper analyzes these issues and subsequently reviews options to reduce the risk of extreme water scarcity and dependency. Based on estimates of water footprint, water availability, and virtual water trade, we find that groundwater consumption is nearly double the groundwater availability, water pollution aggravates blue water scarcity, and Jordan’s external virtual water import dependency is 86%. The review of response options yields 10 ingredients for a strategy for Jordan to mitigate the risks of extreme water scarcity and …

In an era of rising sea levels, costal land managers including land trust representatives, municipal planners, and others contributing to decisions about whether to develop or protect coastal parcels do not have viable means of evaluating future values on wetlands that will be created when sea levels rise. This project develops and tests a software modeling approach to help address this issue, in combination with a novel, expert-opinion driven benefit-cost framework. Natural or coral reefs represent extremely valuable ecosystems supporting an estimated 25 percent of all marine life, yet recent reports suggest that 75 percent of the world’s natural reefs are under threat from both natural and human stressors. In areas such as the Florida Keys that boasts an expansive mix of natural and artificial reefs, recreational diving on the system provides an important economic contribution to the local community but also potentially contributes to the stress of the existing natural reef system. In this paper, we consider whether the current “state of the art” of environmental valuation is suitable for producing policy-relevant estimates of the benefits or costs of changes in marine and coastal ecosystems. We review recent changes in European legislation which has meant an increasing demand for economic valuation from the policy and regulatory community. The next section considers, at a more conceptual level, whether the economic “toolbox” and scientific evidence is up to the task of meeting the demand for more evidence-based policy. This investigation analyzes the movement in opposition to the HidroAysén project in Southern Chile that is often referred to as and uses the slogan “Patagonia Sin Represas” (Patagonia Without Dams). The investigation is framed through collective action theory, the study of what incentives and other factors create the conditions for mobilization and group action. No time to waste: Crowdsourcing global wastewater treatment data
Worldwide, over 80 percent of wastewater is discharged into water bodies without undergoing treatment, severely impairing human well-being and ecosystem vitality along the way. National performance on wastewater treatment is difficult to quantify and is poorly understood due to a lack of common definitions, poor data collection standards, and limited historical data. To address this, the Yale Environmental Performance Index (EPI), a research group that produces a biennial ranking of country-level environmental performance, developed a first-of-its kind national wastewater treatment indicator.[1]

Ecoscience + Art Initiative: Designing A New Paradigm For College Education, Scholarship, And Service, Changwoo Ahn
The Transdisciplinary STEAM+ Journal
The paper presents a new initiative, EcoScience + Art, which blooms at George Mason University. The creator explains the background, history, and recent activities of the initiative, and also introduces an on-going special project called “The Rain Project”, a student participatory project to design, construct, and monitor a green infrastructure (i.e., floating wetland) for sustainable stormwater management on campus. The special project is geared to design and present a new paradigm to integrate college education, scholarship, and service. The relevance of the initiative and the special project to STEAM education is discussed.
