The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. We consider injective local maps from a local domain R to a local domain S such that the generic fiber of the inclusion map R -> S is trivial, that is P R (0) for every nonzero prime ideal P of S. We present several examples of injective local maps involving power series that have or fail to have this property. For an extension R -> S having this property, we give some results on the dimension of S; in some cases we show dim S = 2 and in some cases dim S = 1.

In his June 19, 2006, Executive Order, Governor John E. Baldacci directed the Working Group to “offer its best guidance and advice to the Governor respecting the long-term governance, management, and oversight structure for the Allagash Wilderness Waterway” (AWW). In the intervening six months the members of the Working Group have engaged in an examination of the forty-year history of the Waterway and an analysis of the conditions and circumstance that led to the Governor’s Executive Order. This study reports on the nutrient content, pH and salinity of groundwater samples collected from the watertable and within the Superficial and the upper Leederville Aquifers from the Southern Perth Basin, south of Pinjarra, Western Australia. Sampling was undertaken to determine the impact of intensification of broadscale grazing on groundwater nutrients in the area.

Annual run-off likely to occur was calculated for farm-scale catchments within the 500-825 millimetre rainfall zone of the South West Catchment Council [Western Australia] area. When compared with historical flow measurements, this method was found to be accurate (or conservative) in 85% of all measured years, indicating its usefulness for predicting reliable annual flows.

Large proportions of Western Australia's dryland farms suffer from water supply problems in the form of shortages, poor quality or combinations of these two factors ... A regional study for the North-eastern and Eastern Wheatbelt of Western Australia was undertaken. The base data used to develop water supply areas included soil type, landscape units, geology, hydrogeology, native vegetation and existing far water resource infrastructure.

Across New England communities have been experiencing a rapid outward surge of development away from our community and downtown centers. Effects of sprawl include a loss of wildlife habitat, farm and timber lands; increased costs of community services and higher taxes; auto-dependency, longer commutes, and increased congestion; increases in air and water pollution; a sedentary lifestyle and increased obesity; and losses to one’s sense of place and social ties.
State-level responses to sprawl have surfaced throughout New England in recent years. This report describes 11 examples of these responses, representing all six New England states and a diversity of recent …

The current status and trends of soil analyses in the coastal catchment of the Peel Harvey estuary were developed from historical soil data (1982 to 1991) combined with a renewed sampling to greater depth (1 m). This report encompasses the data collected from the first year of the project. Soil phosphorus content was found to be high but has dropped slightly since 1991. Soil pH is very low and is likely to be limiting production but have risen slightly since 1991. Soil potassium content is generally so low that it may be limiting production especially to the west of the …

This study evaluates the degree and extent of contamination in West Little Sugar Creek by analyzing water chemistry in the stream during low and moderate flow conditions. West Little Sugar Creek is located in Vigo County, Indiana and has been severely impacted by AMD discharging from the abandoned Green Valley Mine site. Stream water is commonly acidic (as low as pH 2.4) with elevated concentrations of Fe and Al and elevated trace elements including Ni, Zn, Cu, Cd, Cr, Co, and others, many of which exceed local and/or national surface water quality standards. The purpose of this study is to analyze the effect of emergent plant communities at Las Vegas Wash (the System) using a system dynamics modeling approach. Understanding the dynamics of nitrogen (N —major polluting nutrient in the Wash) that enters the System is important because it occasionally causes algal blooms, choking Lake Mead through excessive eutrophication. Emergent plant communities are an integral part of wetland ecosystems and they play a crucial role in natural treatment of nutrients. This study is intended to test this hypothesis.

Chlorinated hydrocarbons and their degradation products are among of the most common organic groundwater contaminates in the United States. These compounds attack the central nervous system in animals and can affect the photosynthesis of plants. These compounds are also resistant to degradation in the environment and, because of this, pose a risk to any ecosystem in which they are present. This study identified the dominant microbial species in a constructed treatment wetland at Wright-Patterson AFB, Dayton, Ohio using 16S rRNA gene sequence analysis. In February 2001, the Texas Commission on Environmental Quality (TCEQ) adopted a Total Maximum Daily Load (TMDL) for soluble reactive phosphorus (SRP) along the North Bosque River. Within this TMDL, dairy waste application fields were identified as the major nonpoint-source contribution of nutrients. In September 2000, a manure composting program was initiated that resulted in about 500,000 metric tons of dairy manure being hauled to composting facilities and exported from the watershed through December 2004. To evaluate the impact of the manure composting program on stream water quality, storm event mean concentrations of nutrients and total suspended solids were compared …
