Nebraska Department of Environmental Quality: Reports
The Nebraska Department of Environmental Quality (NDEQ) is charged with monitoring, assessing, and to the extent possible, managing the state’s water resources. The purpose of this work is to protect and maintain high quality water and encourage or execute activities to improve poor water quality. Monitoring is done on nearly 17,000 miles of flowing rivers and streams, more than 134,000 acres of surface water in lakes and reservoirs, as well as the vast storage of groundwater in Nebraska’s aquifers.

In coastal east-central Florida (ECF) , the low-lying coastal alluvial plains and barrier islands have a high risk of being inundated by seawater due to climate change effects such as sea-level rise, changing rainfall patterns, and intensified storm surge from hurricanes., This will produce saltwater intrusion into the coastal aquifer from infiltration of overtopping saltwater. Ichetucknee Springs System is in north central Florida, under the jurisdiction of the Suwannee River Water Management District (SRWMD). The Ichetucknee River is one of the most pristine spring-fed rivers in Florida and became a state park in 1970. Over 400,000 people visited the Ichetucknee Springs State Park in 2016. From that total, over 130,000 people came during the tubing season alone (Memorial Day to Labor Day). During the tubing season, only 750 visitors per day are allowed to launch from the North Launch, near the Ichetucknee Head Spring. The park enforces visitor usage of the river during these time …

Grassland is a valuable natural resource with many environmental benefits, which include erosion control, wildlife habitat promotion, water quality protection, and flood prevention. Conversion of grassland to cultivated cropland has been linked to environmental quality concerns. The goal of this study was to model the impacts of grassland establishment, depletion, and management on hydrology and water quality in Skunk Creek watershed in eastern South Dakota. Irrigation water is scarce. Hence, accurate estimation of crop water use is necessary for proper irrigation managements and water conservation. Satellite-based remote sensing is a tool that can estimate crop water use efficiently. Several models have been developed to estimate crop water requirement or actual evapotranspiration (ETa) using remote sensing. One of them is the Mapping EvapoTranspiration at High Resolution using Internalized Calibration (METRIC) model. Subsurface drainage is a common water management practice for improving crop production in poorly drained soils; however, the practice is associated with several environmental concerns such as nutrient losses to downstream surface waters. These environmental concerns from subsurface drainage have prompted interest in drainage water management strategies such as controlled drainage. This study assessed the agronomic and environmental impacts of drainage water management in eastern South Dakota by using two demonstration plots for controlled and conventional drainage. The United States Environmental Protection Agency (EPA) established the Public Water System Supervision (PWSS) Program under the authority of the 1974 Safe Drinking Water Act (SDWA). Under the SDWA and the 1986 Amendments, EPA sets national limits on contaminant levels in drinking water to ensure that the water is safe for human consumption. These limits are known as Maximum Contaminant Levels (MCLs) and Maximum Residual Disinfectant Levels (MRDLs). For some regulations, EPA establishes treatment techniques in lieu of an MCL to control unacceptable levels of contaminants in water.

Stat. §46-1304) which, in part, directed the Nebraska Department of Environmental Quality (NDEQ) to report on groundwater quality monitoring in Nebraska. Reports have been issued annually since December 2001. Agriculturally-dominated waterways such as those found throughout the Midwestern United States often experience seasonal pulses of agrichemical contaminants which pose a potential hazard to aquatic organisms at varying life stages. The objective of this study was to characterize the developmental plasticity of fathead minnow larvae in a natural environment subject to a seasonal episodic perturbation in the form of a complex mixture of agricultural stressors. Fathead minnow larvae were maintained at the Elkhorn River Research Station for a 28-d in situ exposure to an agrichemical pulse event.Minnow larvae were sampled after 14 and 28 days to characterize developmental plasticity through …

Anthropocentric water resources management affects aquatic habitats by changing streamflow regime. Understanding the impacts of water withdrawal from different sources and consumption by various economic sectors at different spatial and temporal scales is key to characterizing ecologically harmful streamflow disturbances. To this end, we developed a generic, integrative framework to characterize catchment scale water stress at annual and monthly time scales. The framework accounts for spatially cumulative consumptive and non-consumptive use impacts and associated changes in flow due to depletion and return flow along the stream network. The Concentrate Enhanced Recovery Reverse Osmosis (CERRO) process is a seawater-RO unit that can cost-effectively achieve extremely high recoveries from water high in silica, carbonate and sulfate concentrations. This relatively new technology takes advantage of the induction time of potential foulants to recover more water than what is normally achievable with a conventional desalination system. The scope of the project was to evaluate the efficiency of the CERRO process as a pilot study using cooling tower blowdown which varied in water quality parameters daily. The Stormwater Retrofit Master Plan identifies more than 50 stormwater retrofit project opportunities across three watersheds in the City of Gresham. The retrofit projects are prioritized in a scoring system to evaluate the costs and benefits of diverse project sizes and types. Project types range from bioswales and planters in city parking lots and along arterial roads, to regional end-of-pipe facilities and retrofits of existing detention ponds. Top projects will move forward for further assessment, design and construction, helping the city achieve its water quality improvement goals. The scoring system may be used to evaluate additional projects in the future.

Meeting growing food demands while simultaneously shrinking the water footprint (WF) of agricultural production is one of the greatest societal challenges. Benchmarks for the WF of crop production can serve as a reference and be helpful in setting WF reduction targets. The consumptive WF of crops, the consumption of rainwater stored in the soil (green WF), and the consumption of irrigation water (blue WF) over the crop growing period varies spatially and temporally depending on environmental factors like climate and soil. Throughout the month of November 2016, I undertook a creative environmental art project in Melbourne, Australia. I chose to create a water-soluble oil painting (dimensions 3 ft. x 4 ft.) that represents water pollution problems in the city of Melbourne, particularly in Port Phillip Bay. These problems include toxic stormwater runoff, plastics pollution and plastic nurdles, as well as nutrient buildup and algal overgrowth. The painting includes messages regarding sustainability; sustainable action limits the use of our natural resources so that humans can preserve the environment for future generations rather than degrade it. With this concept it is possible to identify disproportionate water use or water-limited yield gaps and thereby support improvements in agricultural water management. This research details a condition assessment of asbestos cement (AC) pipe within in the Bella Vista Village Property Owners Association water distribution system. Bella Vista Village contains appropriately 300 miles of AC pipe with nominal diameters from 6-14 inch. The goal of the research is to determine the current condition of AC pipe within the system and predict future performance of the pipes. AC pipe samples were obtained from 23 locations disturbed across the distribution system with nominal pipe diameters of 6-8 inch. Watershed export of nutrients, sediments, and chemicals impacts receiving waters. Changes within the watershed (e.g., anthropogenic or climatic) can alter the transport of constituents in streams. Stream monitoring is crucial for understanding these effects. This study developed a potential improvement to flow-adjusting constituent concentrations in streams, an important step of analyzing monitoring data in lotic systems for trends. The method incorporates a K-fold cross-validation procedure to optimize a model explaining the relationship between the concentration and streamflow, thus providing a valuable tool to researchers in water quality. Accurate geometric representation of the river channel is required for accurate hydraulic modeling of rivers. These are generally obtained through remote sensing techniques such as Light Detection and Ranging (LIDAR). However, these techniques lack the ability to model the submerged channel bed effectively and need to be complemented with surveyed bathymetric data for complete representation of the channel bathymetry, which can be time and cost prohibitive. A steady-state mass diffusion model used with simple measurable and calculable inputs for determining sediment oxygen demand (SOD) is compared to an intact core incubation (ICI) SOD method using samples from three lakes. The mass diffusion model coupled with inputs is known as the measure-calculate method (M-C) and is a potential alternative to existing methods for measuring SOD which are more complex, time-consuming, and costly. The M-C method requires inputs for volumetric sediment oxygen uptake (Ṅsed), sediment density and porosity, and water properties. This study investigated the effects of source water quality in Beaver Lake on the amount of chlorine (Cl) needed to develop decision support system to help guide chlorination practices in pre-treatment of source water. Chlorine demand assays were performed on water samples from Beaver Lake collected from the intake structure at Beaver Water District from March 2014 through August 2015, and using data from these assays, the two points of interest in this study were the Cl dose at which Cl residuals began to accumulate and the mean Cl demand occurring after that dose. Improving the hydraulic performance of waste stabilization ponds (WSPs) is an important management strategy to not only ensure protection of public health and the environment, but also to maximize the potential reuse of valuable resources found in the treated effluent. To reuse effluent from WSPs, a better understanding of the factors that impact the hydraulic performance of the system is needed. The two largest lakes on the Caribbean Island of Hispaniola, Lake Azuei in Haiti and Lake Enriquillo in the Dominican Republic, have experienced dramatic growth and surface area expansion over the past few years leading to severe flooding and loss of arable land around the lake perimeters. In this paper we present a methodology for collecting qualitative and quantitative data on water use practices through semi-structured interviews. This approach facilitates the collection of detailed information on actors’ decisions in a convenient and cost-effective manner. The increasing demand for both food and biofuels requires more corn production at global scale. However, current corn yield is not able to meet bio-ethanol demand without jeopardizing food security or intensifying and expanding corn cultivation. An alternative solution is to utilize cellulose and hemi-cellulose from perennial grasses to fulfill the increasing demand for biofuel energy.
