National Drought Mitigation Center: Faculty Publications

Through the lens of the Health Belief Model and Protection Motivation Theory, we analyzed interviews of 36 agricultural advisors in Indiana and Nebraska to understand their appraisals of climate change risk, related decision making processes and subsequent risk management advice to producers. Most advisors interviewed accept that weather events are a risk for US Midwestern agriculture; however, they are more concerned about tangible threats such as crop prices. There is not much concern about climate change among agricultural advisors. Management practices that could help producers adapt to climate change were more likely to be recommended by conservation and Extension advisors, …

Two sets of digital flood-inundation map libraries that spanned a combined 16.7-mile reach of the Meramec River that extends upstream from Valley Park, Missouri, to downstream from Fenton, Missouri, were created by the United States Geological Survey (USGS) in cooperation with the United States Army Corps of Engineers, St. Louis Metropolitan Sewer District, Missouri Department of Transportation, Missouri American Water, and Federal Emergency Management Agency Region 7. Turbidity is a useful parameter that can be utilized to help understand the water quality in a river and is an expression of the optical properties of a liquid that cause light rays to be scattered and absorbed rather than transmitted in straight lines. A total of 41 storm events occurring during water years 2006-2012 were analyzed for this study. A hysteresis index (HI) was used to assess the difference in turbidity on the rising and falling limbs of a storm-hydrograph. Target 6.4 of the recently adopted Sustainable Development Goals (SDGs) dealswith the reduction ofwater scarcity. To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). Improving the accuracy of a runoff assessment model, the Long-Term Hydrologic Impact Assessment (L-THIA) Model, can help us to better evaluate the potential uses of Low Impact Development (LID) practices aimed at reducing runoff, as well as to identify appropriate runoff and water quality mitigation methods. Existing literature in economics and engineering do not realistically capture the effects of aquifer depletion on loss of profits from agricultural production. While the former literature ignores the physical characteristics of aquifer and the relationship between aquifer levels and groundwater availability, the latter strand of literature does not consider farmers' decisionmaking as a result of aquifer depletion. Misspecification of these relationships and their effect on irrigation decisions can result in misunderstanding the consequences of aquifer depletion and may provide ineffective policies. Therefore, in order to address environmental problems it is important to understand the factors driving environmentally degrading behaviors and subsequently design behavioral interventions to alter undesirable behaviors.

In the mountainous landscapes of the western United States, water resources are dominated by snowpack. As temperatures rise in spring and summer, the melting snow produces an increase in river flow levels. Reservoirs are used during this increase to retain surplus water, which is released to supplement growing season water supply once the peak flows decrease to below water demands. Once there is no longer surplus natural flow of water, the water accounting changes – referred to as the day of allocation (DOA), and water previously retained within the reservoir is used to supplement the lower flow levels. The study employed Geographical Information System (GIS) technology to investigate the vulnerability of groundwater to NO3 content in Buncombe County, North Carolina in two different approaches. In the first study, the spatial distribution of NO3 contamination was analyzed in a GIS environment using Kriging Interpolation. Observed streamflow and climate data are used to test the hypothesis that climate change is already affecting the streamflow volume derived from snow accumulation in ways consistent with climate model-based projections of 21st century streamflow. Annual and monthly changes in streamflow volume and surface climate variables on the upper Rio Grande (URG) near its headwaters in southern Colorado are assessed for water years 1958-2015. Trends in discharge are examined together with variations in snow water equivalent and surface climate variables. Rising atmospheric CO2 concentrations have motivated efforts to better quantify reservoirs and fluxes of Earth’s carbon. Of these fluxes from the atmosphere, one that has received relatively little attention is the atmospheric carbon sink associated with carbonate mineral dissolution. Osterhoudt (2014) and Salley (2016) explored new normalization techniques to improve and standardize a process for measuring this flux over large river basins. The present research extends this work to the 490,600 km2 Ohio River drainage basin and 11 subbasins. Mesoscale in situ meteorological observations are essential for better understanding and forecasting the weather and climate and to aid in decision-making by a myriad of stakeholder communities. They include, for example, state environmental and emergency management agencies, the commercial sector, media, agriculture, and the general public. Anthropogenic alterations to large rivers ranging from impoundments to levees have caused many rivers to no longer access the floodplain. The ecological integrity of floodplain rivers depends on the interaction between main-channel and floodplain habitats. Fish communities inhabiting floodplain habitats are often dictated by the type of habitat and conditions within that habitat. This study conducts a dam-scale cost versus benefit analysis in order to explore the feasibility of each the 13 U.S. Army Corps of Engineers (USACE) commissioned dams in Oregon’s Willamette River network. Constructed between 1941 and 1969, these structures function in collaboration to comprise the Willamette River Basin Reservoir System (WRBRS). The motivation for this project derives from a growing awareness of the biophysical impacts that dam structures can have on riparian habitats. Cooling towers, integrated circuit (IC) manufacture and reverse osmosis (RO) generate copious amounts of wastewater high in colloidal and reactive silica inhibiting on-site or synergistic reuse. Silica present in cooling water can reach solubility limits via evaporation and form impervious scale on heat transfer surfaces that decreases efficiency. When water is treated by RO operating at high rejection, silica forms difficult-to-remove scale on the membrane feed side in the form of glassy patches and communities of aggregate particles, inhibiting aspirations for zero liquid discharge. Current methods for silica scale mitigation include abundant dosing with chemical antiscalents or complex operating schemes. …

This thesis examined what type of relationship existed between snow water equivalence (SWE) volume and groundwater elevation within six sub-watersheds in Utah. Data was gathered on SWE from seventeen SNOTEL sites and groundwater elevation data was gathered from six continuously monitored groundwater wells. This data was gathered for January through May for 2011, 2013, and 2014 in order to represent the water conditions that were above average, below average, and average respectively. Socio-scientific issues (SSIs) are challenges at the intersection of science and everyday life that require use of scientific knowledge, argumentation skills, personal values, and morals to articulate science-informed decisions. While addressing SSIs, the ways in which individuals define a problem will influence the solution or decision reached. The problem definition can differ along many dimensions, including content and construal level. A construal is a mental construction of the past and future, other places and people, and unlikely events.
