This summary paper provides an overview of the key proposals set out in the full policy discussion paper, Fisheries Management Paper No 175. It does not discuss the theoretical background for the framework presented and therefore readers interested in such discussion are directed to Fisheries Management Paper No 175.

Both papers have been prepared to encourage public involvement in the development of policy for stock enhancement within Western Australian waters. Stock enhancement can involve an existing fishery or creation of a new fishery through the translocation of fish. It affects both public and private waters.

Humans are transforming earth's landscape from a natural matrix with pockets of civilization to just the opposite. Most of us realize that this pattern is not sustainable. I live and work in Claremont, California, a charming college town in the midst of suburban sprawl. The town has a central village of terminally tasteful, overpriced bungalows nestled in the shade of tall, largely exotic trees. Indeed, most of the landscape of this "city of trees and Ph.D.s" has been imported; only a remnant parcel of coastal sage scrub that the Claremont Colleges have reluctantly preserved remains.

The inventory and condition survey of the Pilbara region, undertaken by the Department of Agriculture, Western Australia between 1995 and 1999, describes and maps the natural resources of the region’s pastoral leasehold land. This survey report provides a baseline record of the existence and condition of the natural area’s resources, to assist with the planning and implementation of land management practices. The report identified and described the condition of soils, landforms, vegetation, habitat, ecosystems, and declared plants and animals. It also assessed the impact of pastoralism and made land management recommendations. The area surveyed covers about 181 723 km². Seven …

As a result of agricultural clearing, many country towns are now feeling the effects of rising groundwater and the salt that it carries. Salinity has been identified as Australia’s number one environmental problem. While most people think that salinity means land lost to agriculture, it also poses a serious threat to many country towns. A report for the Department of Agriculture in 2001 highlighted the need for simple and cost-effective salinity management strategies to be adopted in wheatbelt towns. These included water recycling, revegetation and more efficient water use.

Local agricultural practices in Saudi Arabia today are shaped by local land, labor, and technological conditions, by national governmental regulations, subsidies, and price controls, and by the global impacts of foreign competition and goals of international organizations such as the World Trade Organization (WTO). Sprawl is neither the ordained nor the inevitable outcome upon the New England landscape. A coordinated response to sprawl by the public and private sectors is possible, and could dramatically improve land use patterns and reduce the cost of local government. For the New England states, such a response would include, among other elements, legislation to eliminate existing gaps in the land use laws of each state – gaps that presently encourage or sanction sprawling development. Urban areas are horne to a large portion of the population of the United States and also a significant portion ofthe nation's forest resource. This urban forest contributes to the richness of the urban lifestyle in many ways, including aesthetic improvements, cleaning and protecting air, land, and water resources, and reducing the urban heat island effect. This thesis studies the degree to which energy reduction attributable to the urban forest can be determined using remotely sensed data. Results showed a slight inverse relationship between urban forest density and energy usage, meaning that as the density of trees increases there is …

An intensive, experiential travel course in Agroecosystems Analysis was conducted in Iowa, Minnesota, and Nebraska (United States) during summers of 1998 and 1999. The intended student audience was advanced undergraduate and beginning graduate students. Pretravel readings and a week-long series of farm visits, which consisted of in-depth interviews with the farmers and their families, prepared student teams to analyze and evaluate the production, economic, environmental, and social sustainability of 10 farms. Students shared their analyses both orally and in written reports. Based on a multifaceted student evaluation process, we found that participants were highly motivated, strongly engaged with the course …

Legislation

Current development patterns and increased tax pressures in local municipalities combine to harm both Maine’s natural resources and its quality of life. Previous initiatives such as the implementation of zoning laws did not fully result in the desired outcomes. Zoning laws were often too flexible and often did not resist market and political pressures to change zoning regulations to allow development with possible economic growth. A sound taxation system or fee structure may be the solution to slow down development in natural areas and direct it towards areas appropriate for growth.

Loss of prime farmland is a serious concern in the United States and around the globe. With rapid urban population increases, the activities and perceived needs of concentrated groups of people result in the swallowing of some of the most fertile lands in this country.
