Shifting Baselines and New Meridians: Water, Resources, Landscapes, and the Transformation of the American West (Summer Conference, June 4-6)
The Center’s 29th annual conference will focus on the changes in the West resulting from rapid population growth, development, disrupted historical weather patterns and the effects of those changes on land, water, and energy resources. Speakers and panelists will address the adaptability of the legal and political institutions and how the transformation of the West may foreshadow fundamental changes to these institutions.

Data on rainfall patterns only weakly corroborate the claim that climate change explains the Darfur conflict that began in 2003 and has claimed more than 200,000 lives and displaced more than two million persons. Rainfall in Darfur did not decline significantly in the years prior to the eruption of major conflict in 2003; rainfall exhibited a flat trend in the thirty-years preceding the conflict (1972-2002). The rainfall evidence suggests instead a break around 1971. Rainfall is basically stationary over the pre- and post-1971 sub-periods. The break is larger for the more northerly rainfall stations, and is less noticeable for En …

Amid an acknowledged “affordable housing crisis”, a first-time developer approaches the City to release part of a tax-acquired property, promising a smart-growth development that would provide sorely needed starter homes for working families. The case highlights the complications of balancing competing interests in Portland ME. It shows where rational planning fails in the presence of strong neighborhood opposition, a disjointed city staff structure, and the absence of political will among City Councilors. Hazard researchers define a hazard as a threat to people and their belongings (Cutter 2001). An adaptation, for the purposes of this research, is any alteration, physical or behavioral, made by a person in which the person is better able to survive in their "hazardous" natural environment. The challenge facing individuals and communities is the ability to adapt to these hazards so as to continue with normal everyday life. Closure of the Brunswick Naval Air Station in 2011 will have profound economic impacts on the entire mid-coast Maine region of Maine, with an estimated loss of 6,500 jobs and $330 million annual income. Throughout the Base Realignment and Closure process, Brunswick, the region, and the State of Maine followed federal rules and developed the federally-funded Brunswick Local Redevelopment Authority (BLRA) to plan for reuse of the 3300 acre base. The Fall 2008 Unl Bike Survey: Examining The Status Of Bicycle Transportation At The University Of Nebraska-Lincoln, Brent Schmoker
Department of Environmental Studies: Undergraduate Student Theses
This study evaluates the state of bicycle use by University of Nebraska-Lincoln (UNL) students during the fall semester of 2008. An online survey was administered to a random sample of graduate and undergraduate students to determine the factors that encourage and inhibit students from using bikes for transportation to campus. The results suggest that a significant portion of the student population uses bikes for transportation to campus but several factors combine to keep the overall number of bicycle commuters low. The paper concludes with suggestions for increasing bike commuting to UNL and predictions about the future of transportation in the …

Abstract:
The United States currently faces a nuclear waste crisis. According to a 2002 report by former Secretary of Energy Spencer Abraham, “We have a staggering amount of radioactive waste in this country.”1 The Department of Energy (DOE) estimates that by 2035 the U.S. will have approximately 115,000 metric tons of high-level nuclear waste, which exceeds the capacity of the proposed federal storage site at Yucca Mountain.2 Deciding where and how to store nuclear waste is a significant nuclear, environmental, and health policy issue. The decisions that we make about nuclear waste siting greatly impact the future of nuclear technologies …
