The Natural Resources Law Center's 25th Anniversary Conference and Natural Resources Law Teachers 14th Biennial Institute provided an opportunity for some of the best natural resources lawyers to discuss future trends in the field. The conference focused on the larger, cross-cutting issues affecting natural resources policy. Initial discussions concerned the declining role of scientific resource management due to the increased inclusion of economic-cost benefit analysis and public participation in the decision-making process. The conversion of farmland near cities to other human uses is a global trend that challenges our long-term capacity to provide food, fiber, and ecosystem services to a growing world population. If current trends continue in the United States, the population will reach 450 million by the year 2050. At the same time, an accelerating change in land use will reduce today’s two acres per person of farmland to less than one acre per person. The rapid growth of Las Vegas has resulted in negative consequences for the health of its residents to a level that threatens the area’s sustainability. This article reviews key indicators of population health in Las Vegas through the framework of the US Centers for Disease Control and Prevention’s Healthy People in Healthy Places and concludes that public health professionals, citizens, businesses, and political leaders must act now to protect and improve population health.

This analysis is presented on urban sustainability through the use of "green building" in the City of Las Vegas, Nevada. This paper discusses the current practices used by the City of Las Vegas and compares them to the top 5 sustainable cities throughout the United States (as identified by the U.S. Green Building Council). Through comparison of nationwide initiatives and policies, this paper outlines recommendations the City of Las Vegas can adopt to increase their position as one of the leading sustainable cities.

The case follows the development of a plan for a new village center in Storrs, the central village of Mansfield, Connecticut. A process that was transparent and inclusive of the community members yielded a plan that gained the approval of the Town, the landowner (the University of Connecticut), and the citizenry. The process relied on the mending of fences, the leadership of key participants, and an innovative strategy that included development of a nonprofit corporation and creative use of grant money. While zoning changes are still in the works, the first stage of building goes forward.

This report includes information on sustainability and sustainable harvest levels for Western Australian abalone stocks as required under the IFM policy. It also contains additional information on the current state of knowledge of the abalone resource, which provides a broader context for considering allocations. In particular, detailed information is provided on the Roe’s abalone resource in the Perth metropolitan area (commercial Area 7/recreational West Coast Zone).

Stormwater utilities are a concept whose time seems to have arrived. Established by relatively few communities in the 1970s as a method of funding flood control measures, stormwater utilities now exist in over 400 municipalities and counties throughout the United States. During the next 10 years, their numbers are expected to swell dramatically – by one estimate to over 2,000 by the year 2014.
The reasons for this growth are multifold. Federal stormwater regulations passed in the 1980s (Phase I of the National Pollutant Discharge Elimination System Program, or NPDES), motivated many larger communities to seek alternative funding sources and …
