Innovative forums that integrate citizen deliberation into policy making are revitalizing democracy in many places around the world. Yet controversy abounds over whether these forums ought to be seen as authentic sources of public opinion and how they should fit with existing political institutions. Climate change remains a prevalent problem for today’s international community, particularly for Pacific Island countries. This study examines the current influence of climate change on Samoa by looking at the three tenets of vulnerability: exposure, sensitivity, and adaptive capacity. These aspects of climatic change correlate and build off one another, ultimately elucidating the basic vulnerability of any given region. It also analyzes how environmentally secure Samoa is and will be, using Thomas Homer- Dixon’s theory on climate change and conflict. However, transportation decision makers have had difficulty incorporating sustainability into transportation infrastructure decisions. This is mainly attributed to the vagueness of the term. Incorporating sustainability into transportation decision making has been a desire put forth by engineers for that past 10 years. However, with no apparent method of defining sustainability, designers and decision makers have not been able to fulfill this desire.

Municipal development codes – the set of regulations that control the built environment – can have a great influence on the availability of clean and healthy water for drinking, recreation, and commercial uses. Despite decade old calls for a "just sustainability," urban sustainability policy and practice remains oriented toward environmental outcomes and eco-lifestyle projects. Notions of equity, justice, and inclusion continue to be marginalized in favor of technological solutions, such as green buildings, that are visible, easy to implement, and help to promote economic development. By examining a controversy over a bikeway development project in a rapidly gentrifying neighborhood in Northeast Portland, Oregon, this article explores how despite apolitical appeals to broadly shared values or visions of what a sustainable city ought to look like, sustainability projects can be—and perhaps should be—hotly contested. …

Many environmental challenges facing society today, such as climate change and integrated water management, have been described as “wicked problems” due to their biological, physical, and social complexity. Wicked problems extend across media such as air, land, and water; across political jurisdictions and landscape boundaries; and across traditional policy arenas. Traditional policy approaches that are media-specific, rely on single agencies for implementation, and that do not effectively engage stakeholders and partners outside of government are generally ineffective in addressing these issues. On June 5, 2009 a 42-­‐km2 area of coral reef situated in the Alif Dhaalu (South Ari) atoll of the Republic of Maldives was designated the South Ari Atoll Marine Protected Area (S.A. MPA) due to a globally significant whale shark aggregation site. The whale shark is notorious for its gargantuan size and docile nature, which has led to a burgeoning tourist industry that gives people the opportunity to swim with the gentle giants in tropical sites such as the Maldives. The proposed Coral Sea Marine Reserve covers approximately 989,842 square kilometers and is in an area that is internationally recognized for rich biodiversity, unique species and important heritage values. The reserve was established to protect and maintain biodiversity and to contribute to international (UNCED) and national obligations (EPBC, NRSMPA). This spatial protection is an ecosystem-based management approach calling for ecologically sustainable use of marine resources, as well as protection of many vulnerable and endangered species. The zoning of the Coral Sea Marine Reserve will drastically limit human use, most notably prohibiting fishing in the majority of the area. Extensive research …

From 3 April 2013 to 28 April 2013, I interned with the Brisbane branch of Be The Change, an organization that promotes ecological, social and spiritual sustainability through their empowering symposiums, in Australia. I focused on creating a tool to help symposium participants take community action after the event. My goal was to create a resource for Be The Change to use across Australia to further its impact, attend a symposium and implement sustainable actions in my everyday life.

This report describes the municipal waste management systems used by local governments to manage solid waste in Suffolk County, Long Island, New York. There are ten Towns that serve as the primary planners for waste systems in Suffolk County. Many of the 33 villages in Suffolk County have established their own waste management programs and policies. All programs tend to follow the same general plan of the approaches used by their respective Towns, however. All programs provide some degree of recycling services, although the scope of the services varies tremendously.

In the context of sustainable transportation systems, previous studies have either focused only on the transportation system or have not used a methodology that enables the treatment of incomplete, vague, and qualitative information associated with the available data. This study proposes a system of systems (SOS) and a fuzzy logic modeling approach. The SOS includes the Transportation, Activity, and Environment systems. The fuzzy logic modeling approach enables the treatment of the vagueness associated with some of the relevant data. Portland State University, Hatfield School of Government (PSU), and Northwest Energy Efficiency Alliance (NEEA), has formed a partnership to develop Sustainable Municipal Operations Plans that documents sustainability and energy management best practices. The goal of this partnership is to determine how a City/municipality can actively manage energy as a controllable expense by following a predetermined operation protocol. The PSU team developed a framework of best practices for sustainable municipal operations in different categories including facilities, fleet, purchasing, operations and the work environment.
